The Franklin County Commissioners met Thursday, January 30, 2014, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
Ken Jones provided public comment and asked if the board answered Allen
Piper's question concerning the $10,400 allocated for a study of township property. Mr.
Jones also mentioned a comment from the President's speech where he said American
citizens should turn over their IRA to the Federal Government because they can do a
better job than the private sector.
Chairman Keller responded to Mr. Jone's comment that his records indicate that
Jay Lightfoot asked this question and he did respond to Mr. Lightfoot so he repeated his
response to Mr. Jones.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid. John Hart, County
Administrator mentioned that these vouchers will be signed electronically and the Board
should have received an email. Once all three board members sign, an email will be
sent to the Controller's office with the signed vouchers attached.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of January 21, 2014 and January 23, 2014 meetings.
The Board reviewed Aging Office matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Supplemental
Appropriation to transfer funds from FY12-13 into calendar year 2013, for the first
installment of the GSAC sewer construction project in the amount of$50,547.00. No
additional County funds required.
The Board reviewed Court Administration matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the contract
between the County of Franklin and Jury Systems, Inc. to provide maintenance, updated
and/or changes to the current jury software system for the period of January 1, 2014
through June 30, 2014, in the amount of$1,721.99.
The Board reviewed Emergency Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the renewal contract between the County of Franklin and Motorola
for maintenance on the hardware support of the County's radio system at a cost of
$453,679.32 for the period of February 1, 2014 through January 31, 2015, covered by
Wireline funding. This company is on state contract pricing.

The Board reviewed Grants matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the Subgrant Award Notice from PA Commission on Crime and
Delinquency for the Franklin County Security Technology Grant to fund security
equipment at the Jail and security guard stations located at the Administration Annex,
Human Services Building, Courthouse buildings in the amount of$20,298.00 for the
period of January 1, 2014 through December 31, 2014. The Board approved the grant
application request to PCCD on September 26, 2013.
The Board reviewed Juvenile Probation matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Grant
application to the Juvenile Court Judges' Commission Grant-in-Aid to receive funding
from the State to support operations of the Juvenile Probation Department in the amount
of$134,221.00 for the period of July 1, 2013 to June 30, 2014.
The Board reviewed Liquid Fuels matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the report of Franklin County
Liquid Fuels Act 44 Tax Fund to Pennsylvania Department of Transportation accounting
for revenue and disbursements for the year 2013.
The Board reviewed Liquid Fuels matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the report form MS-991 of
Franklin County Liquid Fuels Tax Fund to PA Department of Transportation for the year
2013.
The Board reviewed Property Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental
Appropriation requesting additional funding to cover the cost of Maintenance Contract
(Carter Goble Lee) in the amount of$10,000.00.
The Board reviewed Risk Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the proposal from
Midwest Employers Casualty Company (MECC) to provide Excess Workers'
Compensation insurance at a cost of$59,613.00 for the period of February 1, 2014
through February 1, 2015. Paid through the Workers' Compensation Trust.
In accordance with PA Act 67, 68 and 127 notifications, Penn Terra Engineering,
Inc., notified the County of a Pennsylvania Department of Environmental Protection
NPDES Permit being applied by Brad Fulton for property improvements including storm
sewer, water main, underground electric and communication service for a new
residential subdivision, located in Antrim Township.
The Board reviewed information regarding Congenital Heart Defect Awareness
Week. Heather Sites, Group Lead Coordinator of Mended Little Hearts of South Central
Pennsylvania was present to receive the proclamation. Ms. Sites said she has two
children that have congenital heart defects and she wants the community aware of
congenital heart defects. She founded Mended Little Hearts to provide support to
families in the community. The organization has monthly meetings, social events,
visitations and care packages to families with children in the hospital. Joanne Cochran,
President of Keystone Health was present and said Keystone is here for the community
and they take care of anyone. She said Mended Little Hearts is a wonderful

organization that Keystone Health calls on when a family needs help and support. Ms.
Cochran said Heather Sites deserves recognition. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved to sign Franklin County
Proclamation #2014-01 proclaiming the week of February 7— 14, 2014 as Congenital
Heart Defect Awareness week and that the attached proclamation be made a part of
these minutes.
The Board discussed appointing the Chairman of the Franklin County
Assessment Appeal Board. John Hart, County Administrator advised that Mary Beth
Shank, County Solicitor has informed him that pursuant to County Assessment Law it is
required that the Board of Commissioners make the appointment. The Board decided to
appoint Phillip Pitzer as Chairman. On a motion by Robert L. Thomas, seconded by
Robert G. Ziobrowski; unanimously approved to appoint Phillip Pitzer as the Chairman of
the Franklin County Assessment Appeal Board.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to enter an executive session at 10:06 a.m. this date for the
purpose to review personnel and potential litigation matters. The Board reconvened into
regular session at 12:30 p.m. No action was required after executive session.
The meeting was adjourned at 12:30 p.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.

PROCLAMATION #2014-01
CONGENITAL HEART DEFECT AWARENESS WEEK
FEBRUARY 7-14, 2014
WHEREAS,the health and wellbeing of all children throughout Franklin County are of paramount
importance to the county's families and communities; and
WHEREAS,thousands of children are born with birth defects every year, including approximately 40,000
children in the United States who begin life with one of more than thirty-five identified forms of
congenital heart defects; and
WHEREAS, congenital heart defects are among Franklin County's most common birth defects and they
are often fatal due to their seriousness, a lack of effective medical intervention options and the limited
availability of infant donor hearts; and
WHEREAS,the origins and symptoms of congenital heart defects are becoming more readily identifiable
and the range of surgical options are expanding continuously thanks to doctors' and scientists' diligent
research efforts and field experiences that extend our body of knowledge every day; and
WHEREAS,there is much to learn about the causes of and effective treatments for congenital heart
defects and it is important for parents, pediatricians and nurses to recognize the warning signs
associated with congenital heart defects among newborns so they may provide proper treatment as
early as possible; and
WHEREAS, many of Franklin County families and communities are directly or indirectly affected by
infant illness and death caused by congenital heart defects, and we applaud the efforts of doctors and
scientists everywhere who work diligently to solve life's medical mysteries and to improve the quality of
life for us all;
NOW,THEREFORE, we the Franklin County Board of Commissioners do hereby recognize February 7—
14, 2014 as Congenital Heart Defect Awareness Week in Franklin County and call this observance to the
attention of all our citizens.
