SECOND ANNUAL YOUTH SUICIDE
PREVENTION PSA CONTEST ANNOUNCED
The Pennsylvania Youth Suicide
Prevention Initiative (PAYSPI) has
announced the Second Annual PSA
Contest for Youth Suicide Prevention for
high school students. The first contest in
2013 was a huge success, with powerful
and encouraging messages
communicated by youth around the state
of Pennsylvania. Entries are invited in five
categories this year:
PAYPSI logo design
Poster PSA (2 foot by 3 foot)
Audio PSA—30 seconds
Video PSA—30 seconds
Video PSA—60 seconds
Each school may submit only one entry
per category, and each submission must
be reviewed by a mentor at the school.
Please help to promote this contest by
promoting it in your local school districts.
Deadline for entries is Feb. 28, 2014.

UPDATE FROM THE YOUTH AND FAMILY
TRAINING INSTITUTE
The Youth and Family Training Institute
(YFTI) is now operating in its sixth year.
YFTI is responsible for training, coaching
and credentialing the High Fidelity
Wraparound (HFW) workforce for
Pennsylvania. YFTI maintains a website at
www.yftipa.org. This website explains the
Youth and Family Training Institute, and
more importantly, it explains High Fidelity
Wraparound. Included on the site are
pages specifically for our workforce,
information about the counties involved,
pages for youth and family members,
training information, current news, and
YFTI Advisory Board and PA System of
Care Partnership updates. The HFW
workforce uses the website to obtain
documents, keep in touch with other
workforce members who work in their
HFW role, and access links to our training
videos. In addition, the site can be used
to gain information on current behavioral
health news impacting youth and families
in Pennsylvania. There are also uplifting
and poignant stories of youth and
families who have been successful in High
Fidelity Wraparound.
The Youth and Family Training Institute
now supports the workforce in 13 PA
counties: Allegheny, Bucks, Chester,
Delaware, Erie, Fayette, Lehigh,
Montgomery, Northumberland,
Philadelphia, Venango/Crawford, and
York. Additional counties have expressed
interest in knowing more about High
Fidelity Wraparound and the PA System
of Care Partnership.
UPDATE FROM THE PA SYSTEM OF CARE
PARTNERSHIP
Systems of Care in Pennsylvania
continues to expand with a $4 million
four-year expansion and implementation
cooperative agreement awarded July
2013 by the federal Substance Abuse and
Mental Health Services Administration
(SAMHSA). All counties are invited to
become part of the national systems of
care movement to more effectively serve
youth with complex behavioral health
challenges, and their families. To date, 10
partner counties and eight learning
communities are leading the way through
the current grant which ends in 2015.
The System of Care Partnership will
continue to provide technical assistance
to the existing and 13 new counties each
year as they establish local leadership
teams and progress towards the defined
system of care standards. These
standards embody equal partnership
among youth, family and systems
partners in all aspects of integrating the
child-serving systems so that desired
outcomes are achieved cost-effectively
through evidence-based practices and
natural supports. Counties may choose
which youth and family services and
supports planning process to use as they
work with their identified population. In
the new counties, an important focus of
the new funding will be on furthering the
enhanced National Standards for
Culturally and Linguistically Appropriate
Services (CLAS) in health and health care.

In addition, the state leadership team will
work collaboratively with the Department
of Education to guide the implementation
of the Safe Schools/Health Students
federal grant awarded October 2013 to
the Department of Public Welfare (DPW)
Office of Mental Health and Substance
Abuse Services (OMHSAS). The four-year
project of over $2 million per year in
federal funding with no state funds
required will focus on developing
exemplary safe and supportive schools
and communities. The project will begin
in three System of Care Partner Counties:
Crawford County (Penncrest School
District), York County (Northeastern
School District, and the Carbon Lehigh
Intermediate Unit.

REGIONAL PLANNING FORUMS SCHEDULED
The Office of Mental Health and
Substance Abuse Services will hold a
series of forums across the state to
provide stakeholders with an opportunity
to participate in a strategic planning
process for the next 2-5 years. A series of
forums was held last fall; summaries of
