HomeMy WebLinkAboutID Provider Meeting Minutes 2-7-14Franklin/Fulton Intellectual Disabilities Provider Meeting Friday, February 7, 2014 1 MINUTES Welcome & Introductions Everyone introduced themselves and their agency affiliation. Steve Nevada introduced himself as the MH/ID/EI Administrator as of November 12th. He has previously worked with CBHNP, now known as PerformCare. Fiscal Updates  Contract Projection Sheet The contract projection sheets are an important piece needed especially now as we are half way through the fiscal year. These documents will help the County project where they will end the fiscal year. It allows for the Block Grant to see if funding needs to be shuffled from any of the seven programs involved. Providers should make sure they are completing the projection sheets on a monthly basis. They are due when you submit your billing but no later than a couple days before the end of the month. For program questions, contact Marion or Jane; for fiscal questions, contact Ed or Ashley.  14/15 Contracts The 2014-2015 fiscal spreadsheet that includes all necessary fiscal reports, such as budgets, narrative, roster, unit info, etc., has been revised and will be getting emailed to providers directly. There is a new tab included for FY 14-15 to help in terms of comparison to the previous fiscal year budget. It isolates any variances and helps provide line item descriptions that need clarification on the narrative portion of the budget. If you have any questions while putting the budget together, please contact Ed. Marion has already sent the packet to her assigned providers. The attachments that need to be completed are included in the email. As for providers who have state set rates, we will wait to generate the contracts until the rate has been loaded in HCSiS or the 14/15 rate announcement from ODP has been received. Budgets and appendices are due March 1st but state set rate providers may not receive their contract until May. If you receive a letter from the state with your rate, please pass this information onto the County so that the contracts can be completed.  Friendly Reminders for our Base Funded Providers - January 31st: Progress Report on Outcomes (Please submit if you have not done so already). - March 1st: Fixed Asset Report - May 15th: Quarterly Expenditure Report For the “Fixed Asset Report” due on March 1st, this is pertaining to any assets purchased with county dollars not just within the fiscal year. If you do not have anything to report, please indicate none or not applicable on the report showing that you addressed the need for the report. Franklin/Fulton Intellectual Disabilities Provider Meeting Friday, February 7, 2014 2 Please make sure that Ed receives your audited financial statements when you receive them, as the County needs these statements. Jane Cline  Unlicensed Home & Community Habilitation Documentation for Residential Providers (handout) The state is really looking at individuals that are receiving residential services and home & community services through the same residential provider. The state has asked for names of individuals from each residential provider receiving both services back in November. It appears that the state is asking for this information again. This time around, the Supports Coordinators received the email from list serve and notified the providers. The SCs should be sending this information to Program Directors and not Program Specialists. SAM will have the SCs forward the email they receive from the list serve to the Program Director so more information is provided and providers can review what was received. The process of requesting this information was further discussed along with HIPAA regulations and violations. Bridget Pugh from Keystone Human Services stated that there is no feedback or outcome of what was provided to the state in November.  ICD-10 Announcement (handout) ICD-10 will go into effect on October 1st, 2014. The memo provides examples of code changes, such as ICD-9 coding for mild intellectual disabilities is 317 and the new code starting October 1 for ICD-10 will be F70. There will be more information to come prior to the implementation date. There are updates in HCSIS as well. Lori Young (Per Jane Cline)  Provider Monitoring & Qualifications (handout) Provider qualifications are only due for those who have an on- site provider monitoring this year. As per Announcement 010-14, providers must submit their qualification applications in HCSIS as well as submit required supporting documentation to their lead AE (Lori) between February 1st and March 31st of the same FY.  ID Awareness Month Intellectual Disabilities Awareness month is in March. The logo for this year is “Ability @ Work”. We are asking that providers let us know if they are doing any awareness activities so that the program specialists can attend. In the past, we have provided cups, bags, etc. but have not come up with an idea yet this year. If you know of something that was a hit with individuals previously, please let us know. Marion Rowe  Incident Management Refresher Training The date for the Incident Management Refresher Training is April 25th. Marion will send out a flyer and registration form in March. If you need more detailed training Franklin/Fulton Intellectual Disabilities Provider Meeting Friday, February 7, 2014 3 aside from the refresher, please let Marion know and something can be scheduled separately. The refresher training is about an hour.  HCQU: Upcoming Trainings & Information (Deb Berg) The HCQU has training on Parkinson’s disease in February and Advocacy in March. The numbers for attendance have increased. The more we educate the better for our individuals. Marion requested the HCQU have a medication error training once a year. It helps the people who handle medication think twice of what they are doing and how easy it is to make mistakes. This training is in the next quarter syllabus (April-June). Family Care Services has submitted 30 CDC referrals which were divided upon the nurses. Please continue to send CDC referrals. Deb discussed examples of CDC requests/cases. It is important that we get to see as many individuals as we can to avoid errors and educate. Keeping individuals out of hospitals is a success. Deb is reviewing ER visits, treatment beyond first aid, and hospitalizations in HCSIS and found that for the month of January there was only one. CDCs are not just for residential but also for people who live at home with their families. If you have anyone you think would benefit, please let Deb know. Currently the HCQU is short on staff. However, there is someone on their fourth week of orientation now that should soon be ready to go and another individual will be hired in March. This will then bring the HCQU back to full staff.  Franklin/Fulton Employment Services Updates: AHEDD & OSI AHEDD (Sarah Guyer) – This is the fourth year AHEDD has been working with school students. We have been able to place a lot of students into competitive employment. We want to help individuals transition from school to work force. The Transition to Adult Life program has a curriculum that is tailored based on an individual’s abilities. There is pre-employment, help with applications and interviews, job assessments and shadowing in the community, mock interviews and skills to help get individuals a job. At the end of the program, the goal is to have the seniors hooked up with adult services so we can continue to support them and help them be successful. OSI (Michelle Lane) – This summer OSI will be able to serve 16 students in the Franklin County area as a result of receiving a mini grant from the Human Services Block Grant. We look to try to have different types of work experiences for an eight week program in the summer. It is called the Summer Youth Work Program. OSI will be hiring job coaches and leaders to have a crew of four teenagers ages 16-21, for those who qualify. There are currently job places lined up: Staples, Strieber’s, and dining services at Mercersburg Academy. We are looking for one more type of job as well. The first day, the individuals will get orientation and soft skills training, preparation on resumes, which will be finished at the end of the course, interview techniques, how to report problems and grievances to supervisors, and what to do if Franklin/Fulton Intellectual Disabilities Provider Meeting Friday, February 7, 2014 4 you get injured on the job. Michelle is working with Roger Klink and Hal Johnson to recruit students. This program runs from June 17th to August 8th. In regards to transition students, there is no update on what funding the County will receive. Marion and Jane are gathering information on how many students we are expecting to graduate and what services they will be looking for upon graduation. Providers may see referrals come spring. Marion is asking providers to continue to send her the emails on upcoming graduates to make sure we do not leave out any students in the planning process. Steve Nevada  If anyone is interested, we have a 2002 Chevy Venture Van for sale. It has been well maintained. There is 136,929 miles on it. The air conditioner does not work but DJ Repair Center on Lincoln Way East estimated the repair to be $444.97 for parts and labor. We have gotten an estimate from Jennings on the value of the van. It is approximately $2,225, which accounts for the repair costs of the AC. This van was purchased with ID funds so it is being put out to ID service providers first. Flyers will be emailed out to providers. If interested, please contact Steve. SCO ~ SAM  Laura Camacho, ID Supervisor, is no longer with Service Access & Management, Inc. SAM is in the process of filling this position. In the meantime, if you have any questions email Matt Yingling or Natasha Kara. Round Table Discussion  Bridget Pugh – Keystone Human Services - Keystone just finished the 6500 licensure. There were two citations due to medication errors not being reported. There will be training for this. Keystone just completed the 6400 license. - Keystone just hosted the Chocolate Fest. It is usually a good success. It was held on Sunday, February 2nd. - Keystone is getting ready to open up a new house in the spring. There are no openings in the day program. - If anyone knows of someone who provides snow removal, please let Bridget know. This would be for Keystone’s 15 residences and the day program.  Tony Fischer – Family Care Services - FCS is getting ready for provider monitoring and provider qualifications. It is now every other year.  Nancy Quaresima – NHS - NHS is in the first phase of discussions to become dual licensed in the day program to support older adults. We are also possibly looking to move the day program to a different location to support this. This will probably take place in the summer.  Bonnie Miller – New Light, Inc. Franklin/Fulton Intellectual Disabilities Provider Meeting Friday, February 7, 2014 5 - New Light just went through their first 6400 licensing. It went well. - New Light is looking at getting a new home.  Tim Morris – Person Directed Supports - PDS went through the 6400 licensing in January. Programs are all the same. - PDS has openings in the day program but not residential. Capacity wise, there is room for several individuals but there would need to be time to staff and program for each person.  Kathy Ibrahim – PA Mentor - PA Mentor just finished licensing as well. No corrective action plan needs to be submitted. It went very well. - There is an open home in the Fayetteville area. The person has to be able to walk up and down six stairs to live there. - We have another family that is ready as well. There are no further details on this at the moment.  Lorrie Miller – The ARC - Heather Kundus, the Program Specialist at the ARC has left. Angela Glock was hired to fill that position. - The Sweetheart Dance is on February 20th at 7:00 p.m. at St. Paul’s UM Church. - Basket Bingo is on April 6th at the VWF. - There will be flyers going out for both the dance and bingo. All information is also on The ARC’s website. Events  Upcoming HCQU Trainings - Parkinson’s Disease ~ February 14, 2014 - Advocacy ~ March 14, 2014  Person Centered Thinking (handout) There is a two day training titled Person Centered Thinking. Previously it was only offered to the AEs. It was suggested to open the training up to SCs and providers. Please see flyer for dates and areas of training.
