The Franklin County Commissioners met Thursday, February 6, 2014, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance proceeded with the business of the day.
Chairman Keller recommended moving vouchers to the end of the agenda. On
a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to adopt the amended agenda.
There was no public comment
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of January 28, 2014 and January 30, 2014 meetings.
The Board reviewed Adult Probation matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute Amendment#3 to the Agreement (dated April 30, 2004) between the
County of Franklin and BI Incorporated for electronic monitoring services, updating BI's
obligations to add usage and charges for the SoberLink alcohol monitoring device,
County match to the IP grant is $11,429.00. All other terms and conditions of the
original agreement will remain in full force and effect.
The Board reviewed additional Adult Probation matters. On a motion by Robert
L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman
of the Board to execute Amendment#4 to the Agreement (dated April 30, 2004)
between the County of Franklin and BI Incorporated for electronic monitoring services to
update pricing to include cellular access for the TAD monitoring device. All other terms
and conditions of the original agreement will remain in full force and effect
The Board reviewed Emergency Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Grant
Application to PA Emergency Management Agency (PEMA) to request partial
reimbursement for seven Emergency Management Agency staff positions salaries and
benefits, grant amount to be determined by PEMA for the period October 1, 2013
through September 30, 2014.
The Board reviewed Fiscal matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute Form 8038-CP to the Department of the Treasury to file semi-annually
for the County to claim 45% reimbursement from the Federal Government for the
interest paid for the Recovery Zone Economic Development Note. The County will
receive a reimbursement in the amount of$5,140.35. The Recovery Zone Economic
Development note was paid off January 15, 2014, this will be the final filing.
The Board reviewed Human Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the Request/Invoice for payment in the amount of$27,389.08 to
the Department of Community & Economic Development's Emergency Solutions Grant
for the New Hope Shelter to be used for rapid rehousing, homelessness prevention, data
collection and administration of the grant.

The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded
by Robert G. Ziobrowski; unanimously approved the contract between the County of
Franklin and Cinda Liggon, MD PC, to provide psychiatric Behavioral Health Outpatient
Services for participants in the Jail Diversion Program for the period of January 1, 2014
through December 31, 2014 for the maximum encumbrance amount of$2,500.00.
The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded
by Robert G. Ziobrowski; unanimously approved the Amendment to contract between
the County of Franklin and Keystone Rural Health Center (dated March 12, 2009) to
provide Behavioral Health Outpatient Services for Jail Diversion Program. This
amendment is to extend the contract from January 1, 2014 through December 31, 2014
and maximum encumbrance is $16,500.00. All other terms and conditions of the original
agreement will remain in full force and effect
The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded
by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to
execute the Agreement between the County of Franklin and Pearson VUE to coordinate
with the state in the transition to computerized GED testing, allowing the jail to continue
as a certified GED testing site. Term is February 6, 2014 through February 5, 2015,
there is no cost associated with this contract.
The Board reviewed additional Jail matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the amendment to contract
between the County of Franklin and PeerStar,LLC.(dated December 1, 2011) to provide
Peer Specialist Support to inmates and participants of the Jail Diversion Program. This
amendment is to extend the contract from January1, 2014 through December 31, 2014
and maximum encumbrance is $39,000.00. All other terms and conditions of the original
agreement will remain in full force and effect.
The Board reviewed Juvenile Probation matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the amendment to
agreement between the County of Franklin and James D. Griffith, Ph.D., (dated
February 28, 2013) to provide data collection and analysis purposes for Juvenile
Probation staff to utilize programs that are most beneficial to Franklin County youth and
to modify programs to maximize efficiencies. This amendment is to extend the contract
to March 31, 2014. All other terms and conditions of the original agreement will remain if
full force and effect.
The Board reviewed Property Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the Agreement between the County of Franklin and Diamond
Automatic Sprinklers, Inc. for the annual inspection of the sprinkler system at Building
426 for the period of January 1, 2014 through December 31, 2014, at a cost of$750.00.
The Board reviewed additional Property Management matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute the agreement between Franklin County and Emerson
Network Power, Leibert Services to replace capacitors and capacitor fans for the
uninterrupted power service (UPS) for DES/9-1-1 Building 426 at a cost of$4,513.12.

The Board reviewed additional Property Management matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute the amendment to the agreements between the
County of Franklin and Nitterhouse Alarm Communication Division (dated October 10,
2013 and October 31, 2013) for the semi-annual inspection and annual preventative
maintenance of fire alarm systems at the Admin Annex, Ag. Heritage, Building 2,
Commissioners' Complex, Courthouse/Courthouse Annex, Greencastle Senior Center,
Building 426 and Human Services Building. This amendment is to correct the contract
period to January 1, 2014 through December 31, 2015. All other terms and conditions of
the original agreements will remain in full force and effect.
The Board met with the Human Resources Director, Controller, Register and
Recorder, Warden, MH/ID/EI Administrator, Human Services Administrator and Children,
Youth and Family Services Director for Salary Board matters.
Phil Tarquino, Planning Director and Sherri Clayton, Senior Planner conducted a
presentation on the Agricultural Land Preservation Program. Mr. Tarquino explained the
program is in its 25th year and we were one of the early counties in the program. He
said the State will announce our matching funds in February. He said the county has
preserved 127 farms equaling 16,573 acres and 115,000 acres are currently enrolled in
the Agricultural Security Area Program. The farms must be enrolled in the Agricultural
Security Area Program before being approved for the Agricultural Land Preservation
Program. Planning currently has two active applications working through the process to
have their farms preserved. Mr. Tarquino said there are currently 101 pending
applications for the program totally more than 11,369 acres. Some municipalities have
contributed local funding in the past but there are none so far for 2014. Guilford
Township has contributed the most to the program and even purchased two easements
in the past. The Board asked a few questions about the program. Mr. Tarquino said the
Planning Office supports Agriculture Preservation, it adds to our quality of life and it's
important to them.
The Board discussed and deliberated on the request of the Borough of
Waynesboro Local Economic Tax Assistance (LERTA). Chairman Keller said the
Borough of Waynesboro provided a presentation a few weeks ago on their LERTA and
the Board decided at the time they needed more time to review. Last Thursday the
Board mentioned they wanted to move forward with the caveat that the Board discuss at
a future meeting. Chairman Keller summarized that the Board is in favor of participating
in the Borough of Waynesboro LERTA but the Borough's program was a 10 year
program and a schedule of abatement was 10 years but the consensus of the Board was
to do something less than 10 years. Mary Beth Shank, County Solicitor explained a
resolution she prepared for the Board. Commissioner Ziobrowski mentioned that the
County's procedures call for a building permit before requesting an exemption but his
understanding was Waynesboro Borough's procedures had the property owner asking
for the exemption first. Ms. Shank will review further. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved to table the
resolution till the issue gets clarified.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
The meeting was adjourned at 11:16 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
