HomeMy WebLinkAboutMH Provider Meeting Minutes 3-14-14Mental Health Provider Meeting Human Services Building Friday, March 14, 2014 1 MEETING MINUTES  Welcome & Introductions Everyone introduced themselves and their agency affiliation.  Provider Announcements & Updates Jeff Brown (Keystone Human Services) ~ Keystone Center was awarded the 2013-2014 Psychiatric Rehabilitation Program of the year presented by Pennsylvania Association of Psychiatric Rehabilitation Services (PAPSRS). Keystone is very proud to bring this award to Franklin County and the people they serve. Kira Coy (Franklin Family Services) ~ There are openings for PCIT (Parent-Child Interactive Therapy). Juvenile sex offenders family based is up and running. There are openings for all family based services. To find out more information on any services Franklin Family Services offers, you may visit their website to get more information at www.ffspa.com or call the office and ask for a particular service. Christy Unger (Healthy Communities Partnership) ~ HCP is continuing to offer more drug and alcohol intervention groups for adolescents. There is a form for Alcohol True Stories. To find more information, you may visit www.hcpfranklinpa.org. Kim Lucas (CASSP) ~ The County, through the Human Service Block Grant, is working on a training called Compassion Fatigue or Workforce Resilience. The training is for secondary trauma that direct care workers experience. The presenter is coming from Washington, D.C. She will be working with direct staff and management so they learn how to support each other and how management can support their staff. After the introduction-type meetings, there will be five mini sessions at other times to follow up and work more intimately as a group. There will be one for child welfare, mental health, etc. and one specifically for supervisors/managers. Specifics still need to be worked out. Look for this in April. Kim will be sending information out and Jim will also put information in the Sharing Resources Network (SRN) email. Barry Munch (Mental Health Association) ~ May is Mental Health month. MHA will be hosting: Wellness Conference on May 9th, Art Show on May 16th-18th and Walk the Walk on May 23rd. Barry will be sending information out to everyone. Kim Lucas (CASSP) ~ Barry Munch and others will be presenting “I Am the Evidence” at the Community Forum meeting at the Bonanza in the Chambersburg Mall on April 9th. The group meets at 11:30 a.m. for lunch, and after lunch, there are Agency Updates. In April, Brian Gannon from PerformCare will be talking about new programs. Barry will be presenting at 12:10 p.m. Mental Health Provider Meeting Human Services Building Friday, March 14, 2014 2 Kelly Goshen (Keystone Health) ~ Keystone is doing “Walk with your Doc” on April 26th at the South Gate Shopping Center in Chambersburg. You may join the (Keystone) doctors on a walk to try to promote healthy living.  Children’s Services  CASSP Update – Kim Lucas If you know someone is leaning towards a referral for out of home placement or things are not going well in the family, give Kim a call for CASSP to brainstorm before the situation gets to the level of an RTF. We are trying to provide services in our community as much as possible. A lot of times people are not familiar with the resources and programs available. Kim discusses such information during CASSP meetings. Last year Kim started a list of summer programs and camps. If you hear of anything available in the community or surrounding area, please let Kim know so it may be added to the list. The list is posted to the mental health website.  TMCA Update – Michelle Mosher Stakeholder Steering Sub-Committee is meeting on March 20th at the Admin Annex in the Sears Room (front room behind security) at 10:00 a.m. The agenda consists of discussion on a state wide report that recently came out on seven day and 30 day follow up appointments after hospitalization. Franklin/Fulton scored very well on the report. The agenda also includes a discussion on a most recent CFST report. If you did not receive the announcement, please let Michelle know. PerformCare will also post it to their provider portal.  PerformCare Update – Brian Gannon We are in the process of finalizing a program for summer therapy. We have one provider that will be providing this service. Once we have this finalized more information will be sent out. Franklin Family Services and Laurel Life Services are the two providers in Franklin County providing the Parent-Child Interactive Therapy (PCIT). It is an outpatient service designed for children ages 3-7 with disruptive behavior. It focuses on parent training and interacting positively with the child. Research shows effects are not just on the child who receives the treatment but any siblings, family members, day cares, etc. There is also a provider in Bedford County providing PCIT services. There are six outpatient clinicians in Franklin/Fulton that have been trained and are working on certification to work with juvenile sex offenders. They do not only work with adjudicated but any child with any sexual reactive behaviors. Franklin Family Services is a specialized family based program that works with juvenile sex offenders. Referrals are accepted. Mental Health Provider Meeting Human Services Building Friday, March 14, 2014 3  Overview of Human Services Block Grant – Steve Nevada In 2012, legislature passed Act 80. This allowed counties to apply to be part of the block grant. There were 30 counties who applied and 20 were accepted, Franklin/Fulton being two of the counties as they applied separately. Franklin/Fulton is the only joinder in the block grant, to date. Another round of counties pursuing to be in the block grant just came out. There were 15 counties that applied and 10 were accepted. There are now 30 out of 67 counties in the block grant. The block grant allows spending flexibility. In the block grant each county is given a total sum of money. The county then allocates those dollars to seven categoricals in the block grant: Mental Health, behavioral health services initiative, homeless assistance, human services development funds, Intellectual Disabilities, child welfare and Act 152 drug and alcohol. Early Intervention is not part of the block grant. The county allocates dollars from the total to each categorical. Every county has to set up processes on how it works. There is a block grant committee that contains representatives from all areas, such as professionals, consumers that have utilized services and staff from each department in the block grant. County staff are not voting members. They are just there to give input and updates. At the beginning of the year, the block grant determines allocation for each program by using historical data. Throughout the year, unspent dollars are utilized within the seven programs by shifting dollars. There is possibility of retaining 3% total between all seven programs. Anything over the 3% goes back to the state. However, the 3% goes into the block grant funds to utilize the dollars. We recently did mini grants to utilize dollars. We received 30 applications and quite a few of them were approved. Transportation utilized some of the dollars as there continues to be barriers within transportation. We are getting very precise on separating the two counties for billings. Each county has their own committee that decides where the money goes. Previously when a provider billed both counties were together. Now the counties must be indicated per person. This ties expenses with revenue streams. It has its challenges and benefits. It allows identifying the number of individuals being served in each county as well. Q: When are applications going to be out for next FY for mini grants or requests? A: The committee meets quarterly. Timeframes can be tough within the block grant as it is still a new process. As far as when will there be more mini grants, it really comes down to monies and where we are fiscally. It is unclear if there will be a chance at mini grants next FY. However, it is foreseen that there will be potential for future mini grants.  County Announcements/Information  Friendly Reminders for Our Providers Mental Health Provider Meeting Human Services Building Friday, March 14, 2014 4 Reports due since our last MH Provider Meeting:  Audited Financial Reports (for FY ending June 30th)  Progress Report on Outcomes in Appendix A  Internal Quality of Service Survey  Quarterly Report of Expenditures (October-December 2013)  Appendix A for upcoming fiscal year  Budget/Rate Letter for upcoming fiscal year  Staff Roster for upcoming fiscal year (if appropriate)  Unit Assumptions for upcoming fiscal year (if appropriate)  Budget Narrative for upcoming fiscal year (if appropriate) Reports due prior to our next MH Provider Meeting:  Quarterly Report of Expenditures (January-March)  Fiscal Follow Up – Ed Franchi Provider Monthly Projection Submissions – Ed wanted to follow up to see if any providers had any questions on the projection sheets they are submitting. The projection sheets help us foresee where we are in our budget and if there will be money available that can be utilized. If at any point there are any questions, please call or email Ed or Becky so they may walk you through it. If there is a process to institute in terms of projecting, please let them know as well. Audited Financial Statements – Ed received these statements from most providers. If you have not turned yours in, as some asked for an extension until March 30th, please make sure Ed gets them by that date. If your FY is not June 30th, Ed needs an internally generated statement in order to review them and do cost settlement process. If you have any questions, please contact Ed.  Psychiatric Admissions Reporting Overview (handout) This hand out provides information regarding psychiatric hospital admissions. On this report (comparing October – December 2012 and 2013), there was a dramatic decrease in the number of bed days and admissions. There was also a slight decrease in average length of stay. The back of the page includes information on Holy Spirit EAC and Danville State Hospital. We contract for three beds at the EAC, which remain full. We have five beds at Danville, in which we have six people currently there. In preparing contracts for next FY, we come up with our figure for the EAC by historical data. The average length of stay is 136 days, which is what our current contract is. Since 2005 when we gained access to this level of care, we have only reimbursed for about 98 days on average each year. We did not pay anything for last FY or this current FY as of right now. The County is payer of last resort. A lot of times the people admitted have another payer. Mental Health Provider Meeting Human Services Building Friday, March 14, 2014 5 However, we still have to budget in the event that someone would be admitted and not have some other payer source.  Update: Coordinating Services for Adults Team (CSAT) We have received one referral so far for CSAT. We have attempted to schedule to meet with the individual twice now but the meeting needed to be rescheduled. Jim and Cori are the coordinators of CSAT. We are looking at the possibility of combining coordination of CSAT and another service we are in the process of developing. It is unsure how this will play out but it is a consideration. As you become aware of individuals that would be appropriate for CSAT, please give Jim or Cori a call.  MA Enrollment – Steve Nevada There was a bulletin that previously went out from OMAP. OMHSAS was not aware of it so it was retracted. The bulletin has now been reissued by OMHSAS. The bulletin is regarding enrollment. Everyone has to enroll in MA again by March 24, 2016. OMHSAS expects the volume to be high during this process and could take some time to process the enrollment. OMHSAS is recommending you apply 60-90 days before due to allow for processing. If you do not enroll in time, you will be unable to bill. You must re-enroll every five years. There is no indicator that you will receive a reminder when it is time to re-enroll so please keep track of this. The issue date and date the bulletin was sent out are years apart. The issue date is showing it was effective in 2011. Kelly Goshen questioned if we enrolled for MA in 2011, do we still need to re-enroll. Steve recommended Kelly call OMHSAS representative or OMAP directly. If Steve receives any clarification on the bulletin he will make sure it gets sent out.  Topics for Discussion As you become aware of a topic you would like to present on or know of someone who could present at a provider meeting, please let Jim know.
