The Franklin County Commissioners met Thursday, April 3. 2O14. with the
following members present: [)avid S. KaUar, Robert L Thomas and Robert G.
Ziobrovvoki. Chairman Keller presided and after calling the meeting to order, aMoment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
Chairman Keller asked to approve the agenda with one slight change under
salary board and personnel. The request istn revise the job description of the Assistant
Communications Center Coordinator and not a reclassification. On a motion by Robert
L. Thomas, seconded bv Robert G. Ziobrowoki; unanimously approved toadopt the
amended agenda.
Jay Lightfoot provided public comment and asked who owned the land that was
bought last week for the trail. Chairman Keller responded that it was the Hawbaker
family.
Allen Piper provided public comment and referred to the article in the Public
Opinion concerning Carol Diller and the two tax employee's payment of around $23,000
and it heading to Court due to her refusal to pay them. Mr. Piper would like to know
when this will hit the court docket. Chairman Keller responded that the headline inthe
Public Opinion was misleading and to say it was heading to court was not an accurate
description. The Commissioners requested an order ofcourt to have the employees
paid this week, and the order has been issued by the court.

unanimously approved all bills presented and ordered paid.

unanimously approved the minutes of the March 37. 3014 and March 39. 3O14

The Board reviewed Grants matters. (]na motion by Robert L. Thomas,
seconded by Robert G. Ziobrowmki; unanimously approved the Subgrant Application tm
Pennsylvania Commission on Crime and Delinquency (PCCD) for the 2013-2014 Byrne
Justice /\ooiotanoa Grant Program to provide start-up costs for a Children's Advocacy
Center(CAC) in Franklin County. The Center would provide comprehensive child victim
services in one location; including intarviexving, medical examination, counam|inQ, and
after care treatment. Currently, victims must travel out of the County for documentation
and after care treatment. The term ie October 1. 3014 through September 3O. 3O15with
a grant request amount of$150.0O0.00.
The Board reviewed Information Technology matters. (]na motion by Robert L.
Thomas, seconded hy Robert G. Ziobrowaki; unanimously approved Policy#831.00to
provide guidance regarding the retention of Franklin County electronic mail.
The Board reviewed additional Information Technology matters. [)na motion by
Robert L. Thomao, seconded by Robert G. Ziobrowski; unanimously approved Policy
#632.00 to provide guidance regarding the ethical and acceptable use ofFranklin
County information technology resources byInformation Technology employees.

The Board reviewed Juvenile Probation matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental
Appropriation to budget the recently awarded 2014-2015 Juvenile Accountability Block
Grant Summer Work Grant in the amount of$11,112.00, with 90% covered by grant
funds.
The Board reviewed Tuscarora Managed Care Alliance matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
renewal of an agreement between the County of Franklin and TMCA for the period of
January 1, 2014 through December 31, 2014, increasing the County's reimbursement
amount by $17,181.00, from $372,093.00 to $389,274.00 to pay for personnel with
payroll and benefits to be reimbursed by TMCA. All other terms and conditions remain
the same.
In accordance with PA Act14, 67, 68 and 127 notifications, Carl Bert &
Associates notified the County of a Pennsylvania Department of Environmental
Protection General NPDES Major Modification Permit being applied by Kenyon Energy
for the installation of approximately 4,350 solar panels, located in Southampton
Township.
In accordance with PA Act14, 67, 68 and 127 notifications, Gwin, Dobson &
Foreman Consulting Engineers notified the County of a Pennsylvania Department of
Environmental Protection General NPDES Permit being applied by Bear Valley Franklin
County Pennsylvania Joint Authority for the construction of a proposed water treatment
facility, located in Peters Township.
The Board met with the Human Resources Director and the Controller for Salary
Board and Personnel matters.
The Board reviewed Personnel matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the revised job description
for the Assistant Communications Center Coordinator position .
The meeting was adjourned at 10:11 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
