The Franklin County Commissioners met Tuesday, April 8, 2014, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
Richard Jones provided public comment and asked for more explanation of
board action items one and two.
Jay Lightfoot provided public comment and questioned how the Board recessed
last Thursday since it was still government business. Chairman Keller responded that
the Board went into an executive session last Thursday and came out with no further
action needed.
Kim Wertz provided public comment that she was watching the news last night
where the governor signed the CAC legislation to send it to the legislators. Ms. Wertz
wants to know if this speeds up the process for us to get the CAC center. She would like
to see this happen and wondered if it would just be a matter of whether we get approval
for funds.
The minutes of the April 1, 2014 and April 3, 2014 meetings were reviewed.
These will be approved Thursday, April 10, 2014.
The Board reviewed Agreements, Contracts and Reports. Chairman Keller
asked John Hart, County Administrator, to explain board action items one and two,
agreements with BondResource Partners and PFM Asset Management, to answer Mr.
Jones' question from public comment. Mr. Hart further explained the services contracted
for are required when re-financing a bond. Commissioner Thomas asked Shalom Black,
Grants Manager, to explain board action item five, PCCD Grant. Ms. Black explained
that the PCCD grant has consolidated two former grants into one to provide drug and
alcohol treatment services, including intensive case management as well as in-patient
treatment to sentenced offenders.
The following items were approved today while the remaining items will be
approved Thursday, April 10, 2014.
The Board reviewed Fiscal matters. On a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas; unanimously approved for the Chairman of the Board to
execute the agreement between the County of Franklin and BondResource Partners LP
for services to verify correctness of mathematical calculations relating to advance
refunding of up to $10,000,000.00 of remaining 2004 general obligation bonds. Services
will be provided through May 2014 at a cost of$2,500.00.
The Board reviewed additional Fiscal matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved for the Chairman of
the Board to execute the agreement between the County of Franklin and PFM Asset
Management, LLC. to serve as an investment advisor for handling the escrow related
aspects to the advance refunding of up to $10,000,000.00 of remaining 2004 general
obligation bonds. Services will be provided through May 2014 at a cost of$2,500.00.

The Board reviewed information regarding Franklin County Public Library Week.
Bernice Crouse, Franklin County Library Director, and Library staff were present to
receive the proclamation. Ms. Crouse provided information on activities for the week
and throughout the year. She explained the Library System will be preparing this month
to mail out the annual appeal. Last year the annual appeal brought in $64,000 in
donations and Ms. Crouse explained what the Library System used the funds for in the
past year. She thanked the Board and the community for their support. On a motion by
Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to sign
Franklin County Proclamation #2014-03 proclaiming the week of April 13 to April 19,
2014 as Franklin County Public Library Week and that the attached proclamation be
made a part of these minutes.
The Board reviewed Property Management matters and conducted a bid
opening for the Sale of a 1997 Ford Aerostar XL Van. The following bidders submitted
bids: Beechers Auto Salvage from Fayetteville bid $300.00; Hostetters Salvage Yard
from Shippensburg bid $360.00. On a motion by Robert G. Ziobrowski, seconded by
Robert L. Thomas; unanimously approved to award to Hostetter's Salvage yard for a
total bid of$360.00. This was the highest bid received.
The meeting was adjourned at 10:22 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.

Franklin County Public Library Week
Franklin County Library System
WHEREAS: The story of public libraries in Franklin County is rooted in the efforts of local
volunteers and benefactors of the 19th Century.These committed contributors followed in the
footsteps of the great Pennsylvanian,Benjamin Franklin,offering their community a collection
of books,so that regardless of age,cultural,economic,or educational background,members
could improve their lives by learning through the written word.
WHEREAS: Over these many years each of our local libraries has grown and changed to make
available a diverse collection of print,audio,video,and online materials.Free classes,
storytimes,and other cultural and educational programs are afforded all residents.These
valuable opportunities strengthen lives in many ways to include access to information,literacy
development,personal finance and health awareness,and civic participation.
WHEREAS: Public library leaders acknowledge and embrace the advancing role of technology
in the information services they provide,moving forward to make available quality,cost-
effective internet connections across the region.Due to the pursuit of technology advancements
favorable to library growth,the FCLS bookmobiles are now equipped to deliver reliable internet
technology as they continue to take vital library materials and services to patrons throughout
the county.
WHEREAS: Staff,volunteers,and governing bodies work diligently to improve library
facilities in order to better serve communities.In 2013,Besore Association completed renovation
and expansion of the library in Greencastle,making it fully accessible to all residents regardless
of physical limitations.Alexander Hamilton Library local supporters gathered to plan,raise
funds,and break ground for an expansion project in Waynesboro.Blue Ridge Summit Library
supporters worked to secure funding and gave of their own time and energy to give their
railroad station library a facelift. These projects were funded primarily by generous private
donations and the commitments of those who simply love their libraries.
WHEREAS: Franklin County residents have the liberty to seek knowledge,to educate
themselves,and their children,to enhance their future,and their community's future.In our
libraries,lives can be transformed.Let us,then,recognize the work of our knowledgeable staff
and the important contributions of patrons who both support and benefit from local libraries.
Above all,let us continue to sustain the Franklin County Library System mission"to improve
the lives of residents of the region through access to materials,information,and services,
imparting the knowledge,experience,and wisdom of others." Public libraries inspire our life
stories.
THEREFORE,in recognition and support of the services they have provided to our community
for over one hundred years,We,the Commissioners of Franklin County,do hereby proclaim
the week of April 13 to April 19,2014,as FRANKLIN COUNTY PUBLIC LIBRARY WEEK.
IN WITNESS WHEREOF,we hereunto set our hands and cause the seal of Franklin County to
be affixed this 8th day of April,2014.
