The Franklin County Commissioners met Thursday, April 24, 2014, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
The Board participated in "Take Our Children to Work Day" with 17 children and
their family members participating. Chairman Keller explained how public comment is
done during the board meeting. He said last week Allen Piper asked what the County is
doing to reduce crime as well as reduce the county jail population. Chairman Keller
explained a few initiatives that the County is doing such as: Evidence based programs
in Drug &Alcohol; adding a probation officer in Adult Probation and a detective in Drug
Task Force; partnering with the community such as Franklin County Prospers' initiative
to help people find work and supporting efforts to improve early childhood education.
Chairman Keller introduced Phil Tarquino, Planning Director, who provided a
presentation on "Trees for Tomorrow". This initiative encourages residents to plant more
trees in the county. Mr. Tarquino said the goal of the program is to plant one tree per
person in the county and we are half way to that goal. Mr. Tarquino provided all the
children with a tree donated by Bartlett Tree Service and pamphlets on the program.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the April 15, 2014 and April 17, 2014 meetings.
The Board reviewed Commissioners Office matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement
between the County of Franklin and Pennsylvania Fish and Boat Commission for the
Fish and Boat Commission's use of the Radio Tower/Repeater/Base Station at Clark's
Knob in Upper Strasburg, PA for a fee of$1,192.00 paid to the County for the period of
July 1, 2014 through June 30, 2015 and $1,228.00 for the period of July 1, 2015 through
June 30, 2016.
The Board reviewed Fiscal matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the agreement between the County of Franklin and Maximus
Consulting Services for the preparation of the county's annual Central Services Cost
Allocation Plan (CSCAP)for the years ending December 31, 2013, 2014, and 2015 with
the optional extension for 2016 and 2017 at a cost of$8,250.00 per year. The County
issued an RFP for these professional services and Maximus provided the best qualified
proposal.

The Board reviewed Grants Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the proposal from
Berkshire Systems Group, Inc. to replace the outdated Siemen's NCC unit at the Jail,
which operates with the existing fire alarm control system at a cost of$10,500.00 with
50% being paid by the Franklin County Security Technology (year 2) Grant. Berkshire
Systems Group, Inc. is a sole source vendor on State Contract.
The Board reviewed Human Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the 2014
Supplemental Appropriation in the amount of$19,522.00 to reflect the fourth shift in
funding within the Human Services Block Grant for Fiscal Year 2013-2014.
The Board reviewed ITS matters. On a motion by Robert L. Thomas, seconded
by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to
execute the proposal from Tyler Technologies to add a MUNIS module to the existing
Employee Self Service (ESS) which will allow employees to enter reimbursement
expenses online and utilize workflows for approvals. This proposal is at a cost of
$10,580.00.
The Board reviewed Planning matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved Resolution# 2014-09 to
authorize Commissioner Robert L. Thomas, Chairman of the Metropolitan Planning
Organization, to execute all documents pursuant to the Metropolitan Planning
Organization's grant with the Pennsylvania Department of Transportation.
The Board reviewed Property Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the proposal from CMI to provide a fungal air sampling survey at
the Penn State Ag. Extension Building for a one-time cost of$1,390.00.
The Board reviewed additional Property Management matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute the proposal from CMI to provide an indoor air quality
evaluation at the County Archives building for a one-time cost of$1,480.00.
In accordance with PA Act14, 67, 68 and 127 notifications, Shelly &Witter Inc.
notified the County of a Pennsylvania Department of Environmental Protection NPDES
Permit being applied by Sheldon Eby for a development plan for a single family dwelling,
located in Montgomery Township.
In accordance with PA Act14, 67, 68 and 127 notifications, William A. Brindle
Associates, Inc. notified the County of a Pennsylvania Department of Environmental
Protection General NPDES Permit being submitted to Franklin County Conservation
District for the construction of a chicken house, located in Southampton Township.
In accordance with PA Act14, 67, 68 and 127 notifications, Shelly &Witter Inc.
notified the County of a Pennsylvania Department of Environmental Protection General
Permit being applied by Lynn Eberly— Mt. Pleasant Farms for a concentrated animal
feeding operation, located in Greene Township.

Teresa Beckner, Fiscal Director, met with the Board to review the 2014 expense
and revenue budget performance through February, 2014. Ms. Beckner advised most
departments are under budget except for a few where most variances relate to one-time
or front loaded expenses for the new year. She said general fund expenses are at
15.7% of budgeted expenses. Ms. Beckner said revenues are 2.8% collected of general
fund revenue budget. She reported that in 2013 it was 4% so revenue is down due to a
grant in aid in Juvenile Probation which was historically paid by the end of January but
was not received by end of February this year. It is being done differently so we still
haven't received it. Ms. Becker reported the property taxes will be reflected when she
does the March report.
The meeting was adjourned at 10:08 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
