II.Approval of November meeting minutes
a)Manny motioned to accept the November meeting minutes, Dan Miller seconded the motion,
and all were in favor.
III.
a)Rick informed the board members that in previous conversations with Jen Lipko, Lindsey
Waters; a board member has decided to step down because of an inflexible school schedule.
It is hard for her to attend meetings regularly. Dave Keller asked for a motion to accept her
resignation with a formal letter from the board thanking her for her time and efforts while on
the board as a member. Irvin Dasher motioned to accept, Dave seconded and all were in
favor.
b)Rick gave updates on the Block Grant. There is $30,000 currently available for programming
through a mini grant application. The application is due by January 15, 2014 to Shalom
Black. The block grant committee will decide who receives the grants in their meeting on

February 3, 2014. Categorical programs started the year at the allocation from the previous
year. They will be submitting a mid-year report, which will detail whether or not they will
project being over or under budget to maintain some level of service. The Block Grant
committee may decide to do allocations or mini grants based on what they receive.

d)Rick mentioned that Mental Health and Drug and Alcohol programs are working with the
local crisis units at the hospital to train staff on how to look for and see both issues with some
coming into the hospital intoxicated and that could have co-occurring issues and not to just
address the intoxication. Local and state police officers have been trained to deal with and
handle individuals that are co-occurring.

Jean mentioned that Fulton County Partnership is partnering with Fulton County Medical
Center to address the abuse of prescription drugs. This is the number one drug issue in
Fulton County and this committee would like to get data on the prescription drugs being
filled and the frequency. They will be working with physical health providers on acquiring
some of this data. Discussion on prescription drug abuse in Franklin and Fulton counties was
had with the board members and
report, Dan Miller seconded the motion, all were in favor. Dave Keller asked that Rick
follow up on the items he discussed at our next meeting.
IV.Prevention
a)Lauri Ryder, Prevention Specialist gave the board some information on the drug take back
drop off boxes. Lauri said that the boxes are placed inside local state police departments,
where an officer is assigned to that specific box. The box is available 24/7 for dropping off
of any prescription drugs. 250 boxes were given out across the state, there are four boxes
locally. After some time if the drugs are not taken the state officer places them in a locked
evidence box. The DEA will take the drugs or the Franklin County Sheriff will drive the
drugs to an incinerator so that the drugs can be destroyed properly. [[1884,1191,2426,1248][12][,I,][Times New Roman]]Jen will attach a copy of

b)Lauri attending our meeting today to present information on the Interrupted Prevention
Program. The history of this program is that it was started in Dauphin County for kids at
high risk behavior for drug use to be interrupted at an early age and taught about drugs and
the affects they can have. Grant is made available through PCCD, Temple University is
Communities Partnership is the facilitator of the program and Fulton County Family
Partnership is a co-facilitator to provide this program in Fulton County. Target age group is
14-18, with some until 21 year olds, and case by case of middle school age kids as well.
Referrals can come from D&A staff, case management staff, district judges, juvenile judges,
Children and Youth, Juvenile Probation officers, and schools (SAP team) and go directly to
Healthy Communities Partnership. There will be a referral form created. Once this form is
created it will be sent out. The program includes parents at the end of the sessions. There is
no cost to the kids or parents.
c)Lauri provided some numbers on PAYS surveys completed in 2013. The data presentation

will not be available until April 30, 2014. Once that is available Lauri can attend our

V.Treatment
a)Kathy provide an outline of the Forensic Initiatives Task Force committee meeting that her
and Rick sit on. Basically the concept is to find ways to use a re-entry grant that will assist
inmates coming out of jail that do not have a home plan or a place to resident once released,
as well as accessing the services they need, this has a significant impact on how they turn
around their lives once out of jail and come back into and remain in the community.

a)Mr. Julien Vinck thanked the board for allowing him to attend. He commented on how much
money is spent and a lot of inmates that he sees come back into jail. He runs a group called
b)Mr. Al Ziehl thanked the board for inviting him to attend this meeting as well as becoming a
member of the board. He stated that he would like to become a member. The board will
discuss board membership and contact Mr. Ziehl with details.
