II.Approval of January meeting minutes
a)Commissioner Dasher motioned to accept the January meeting minutes, Tammy Bair
seconded the motion, and all were in favor.
III.
a) Healthy Communities Partnership submitted an application to receive some Block Grant
funds for
They were awarded $3,345 to hold these two events. Fulton County Partnership submitted
held in McConnellsburg this summer; they were awarded funds for this event as well.
b)It has been a topic of discussion at the Fulton County CJAB meeting regarding the drug and
alcohol treatment and its effectiveness as well as long term effects. This is carefully being
reviewed by Fulton County District Attorney because of cases with multiple relapses.
However, with multiple relapses being shown that the individual is meeting the needs and
Martz, Bureau Director from the state will be invited to speak at the next Fulton County
CJAB on this topic if they wish. There are many reasons for the relapse; some can simply be
the society of which we live, access to care, money barriers, knowledge and successful
community supports. Kathy stated that Franklin/Fulton does no less than a 28 day stay. It
does not help that Fulton County is lacking in service providers; the reasoning behind this
matter is simply because even though Fulton County has data showing there are a need for
treatment services there is not enough of a need to sustain a provide long term. Having
collaboration with the courts, criminal justice systems and drug and alcohol treatment
providers will better services.

abuse as a priority issue for their local child welfare population. Selected counties will
receive state and national technical support in developing a comprehensive understanding of
the issues being experienced in the county, including what county level data reveals about the
issue; identifying service barriers and needs; prioritizing strategies to address needs;
implementing identified strategies and measuring success. The workgroup hopes to select
one county from each Leadership Roundtable. Franklin/Fulton County will apply for this
chance of analysis of our systems in a six to eight month format.
e)The part time director position will be up at the end of June. Rick met with Franklin County
commissioners on their opinion and the action they would like to take on this position. Rick
will also be meeting with Fulton County commissioners. Rick will be asking for a six month
to accept the extension or refuse the request and push to have a full time director position.
The part time position is not always ideal but we are a unique situation and we have been
able to make it work. DDAP has given us praise on the great job we have been doing with
only having a part time director.
IV.Treatment
a)We have completed initial yearly provider monitorings. All providers were required to be
monitored this year. These monitorings included contracted prevention providers. Only two
providers will have to completed corrective actions. Department of Drug and Alcohol
Programs will be monitoring us (the Single County Authority) in May.
b)Pyramid Healthcare will be opening a dual (mental health and drug and alcohol) facility in
Waynesboro for outpatient services. Accessing services and travel is a big issue in that
specific area. This new location will help close the gap of individuals accessing services that
are needed. Pyramid will be diversified and start doing mobile and school based
assessments.
c)In regards to 2014-2015 provider contracts; we are currently looking at all of our contracts
and revamping them. Researching different providers and locations. We currently have
enough co-occurring services we are more focused on looking at partial facilities and half
way homes as other options for clients.
d)Kathy read one success story of a DAPP client.
V.Fiscal Report
a)Review of the fiscal reports; shows we are 67% spend, some areas may be under.
