The Franklin County Commissioners met Tuesday, May 6, 2014, with the
following members present: David S. Keller and Robert G. Ziobrowski. Chairman
Keller presided and after calling the meeting to order, a Moment of Silence, and the
Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously
approved to adopt the agenda. Chairman Keller announced that Commissioner Thomas
is representing the Board at a Metropolitan Planning Organization meeting regarding
transportation.
Kim Wertz provided public comment and asked if the board can briefly explain
board action item #2 and what the homestead/farmstead module is.
Jay Lightfoot provided public comment and asked about the gentleman who was
supposed to go around to different counties to do a study on different equipment. He
said it has been months and nothing has come of it. Chairman Keller responded that the
Board responded before that the contract has been fulfilled and the gentleman
presented his findings to the Council of Governments.
The minutes of the April 29, 2014 and May 1, 2014 meetings were reviewed.
These will be approved Thursday, May 8, 2014.
The Board reviewed Agreements, Contracts and Reports. Chairman Keller
asked John Hart, County Administrator, to explain board action item 42 to answer Ms.
Wertz question during public comment. Mr. Hart explained this contract is to modify the
homestead/farmstead module within the Vision computer aided mass appraisal software
so that individuals can apply for homestead/farmstead and it ties back to the tax
duplicate in the Assessment Office. Chairman Keller asked Mr. Hart to explain board
action item #5, contract for PA Department of Community& Economic Development for
the Community Development Block (CDBG) Program. Mr. Hart explained that this
contract is to release the funds for the CDBG program and that the County can proceed
with the two projects that have been awarded the funds by the Commissioners. The
following item was approved today and the remainder items will be approved Thursday,
May 6, 2014.
The Board reviewed Information Technology matters. On a motion by Robert G.
Ziobrowski; seconded by David S. Keller; unanimously approved for the Chairman of
Board to execute the agreement between the County of Franklin and Vision Government
Solutions to proceed with a modification of the Homestead/Farmstead Module within the
Vision Computer Aided Mass Appraisal software at a cost of$12,000.00. The current
module does not contain all the data elements required to properly manage the program.
The Board reviewed information regarding Mental Health Month, 2014. Jim
Gilbert, Mental Health Program Specialist, was present to receive the proclamation. Mr.
Gilbert explained a few of the events that will be held through the month to make the
community aware of the importance of mental health in our area. On a motion by
Robert G. Ziobrowski; seconded by David S. Keller; unanimously approved to sign
Franklin County Proclamation #2014-07 proclaiming the month of May as Mental Health
Month and that the attached proclamation be made a part of these minutes.

The Board reviewed information regarding Motorcycle Safety Awareness Month.
On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously
approved to sign Franklin County Proclamation #2014-08 proclaiming the month of May
as Motorcycle Safety Awareness Month and that the attached proclamation be made a
part of these minutes. The Board presented the proclamation on the square of
Chambersburg to members of the Keystone Chapter ABATE of PA.
Mary Beth Shank, Solicitor, requested an executive session to discuss a Tax
Assessment appeal. On a motion by Robert G. Ziobrowski; seconded by David S.
Keller; unanimously approved to enter an executive session at 10:04 a.m. this date for
the purpose to review the Tax Assessment Appeal of Mark and Melissa Mong. The
Board reconvened into regular session at 10:22 a.m.
Mary Beth Shank, Solicitor, asked approval to settle an Assessment Appeal with
Mark and Melissa Mong, Docket#2012-4723. On a motion by Robert G. Ziobrowski;
seconded by David S. Keller; unanimously approved to authorize Mary Beth Shank to
settle for a market value of$250,000 for 2013 and 2014 and to enter into an agreement
with Mark and Melissa Mong. The County will refund Mr.& Mrs. Mong in the amount of
$379.14 for 2013 and $345.77 for 2014. Ms. Shank reported that no other taxing
authority intervened and the Franklin County Assessment Board approved the
agreement.
The meeting was adjourned at10:24 a.m. with a motion by Robert G. Ziobrowski;
seconded by David S. Keller.

Mental Health Month 2014
"Mind Your Health"
WHEREAS, mental health is essential to everyone's overall health and well-being; and
WHEREAS, all Americans experience times of difficulty and stress in their lives; and
WHEREAS, prevention is an effective way to reduce the burden of mental health conditions;
and
WHEREAS, there is a strong body of research that supports specific tools that all Americans
can use to better handle challenges, and protect their health and well-being; and
WHEREAS, mental health conditions are real and prevalent in our nation; and
WHEREAS, with effective treatment, those individuals with mental health conditions can
recover and lead full, productive lives; and
WHEREAS, each business, school, government agency, healthcare provider, organization and
citizen shares the burden of mental health problems and has a responsibility to promote
mental wellness and support prevention efforts.
THEREFORE, We, The Commissioners, do hereby proclaim May 2014 as Mental Health Month
in Franklin County. As the Commissioners we also call upon the citizens, government
agencies, public and private institutions, businesses and schools in Franklin County to
recommit our community to increasing awareness and understanding of mental health, the
steps our citizens can take to protect their mental health, and the need for appropriate and
accessible services for all people with mental health conditions.

PROCLAMATION 2014-08
MOTORCYCLE SAFETY AWARENESS MONTH
MAY 2014
WHEREAS, the safety of all Pennsylvania motorists is an issue of the highest
consequence, and all highway users should unite in the safe sharing of roadways
throughout the Commonwealth of Pennsylvania; and
WHEREAS, motorcycle riding is a popular form of recreation and transportation
for thousands of people across the Commonwealth and our nation. Pennsylvania's
838,000 licensed motorcyclists are required to keep their vehicles inspected and obey
current laws relative to operator safety equipment; and
WHEREAS, in efforts to reduce the number of motorcycle crashes and fatalities,
the Pennsylvania Department of Transportation encourages all motorcyclists to take
advantage of free training courses through Pennsylvania's Motorcycle Safety Program
and pledge to Be One Less crash statistic by visiting www.LiveFreeRideAlive.com; and
WHEREAS, it is especially important that the citizens of our Commonwealth be
aware of motorcycles on the streets and highways and recognize the importance of
staying alert, practicing safe driving techniques, and promoting motorcycle safety; and
WHEREAS, during the month of May, the Pennsylvania Department of
Transportation, the Alliance of Bikers Aimed Toward Education of Pennsylvania
(ABATE), and the Pennsylvania Motorcycle Dealers Association (PMDA)will continue
their advocacy of motorcycle safety.
THEREFORE, In recognition of the importance of motorcycle safety,We, The
Franklin County Commissioners, do hereby proclaim May 2014 as MOTORCYCLE
SAFETY AWARENESS MONTH in the County of Franklin. We encourage all
motorcyclists to continue their efforts to promote safety and motorcycle awareness and
all drivers to share the road and respect the unique safety needs of motorcycles.
IN WITNESS WHEREOF, We have hereunto set our hand and have caused the
seal of Franklin County to be fixed this 6th day of May, 2014.
