The Franklin County Commissioners met Tuesday, May 27, 2014, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
Alicia Kanelopoulos provided public comment concerning board action item #
three and said she remembers the County bought laptops to update Windows XP
several months ago so she wants to know why the County is spending another$10,000
on more computers.
Allen Piper provided public comment and has the following questions relating to
last Thursday's public meeting where the Board appointed two alternate members to the
Tax Appeals Board: How many letters did the Board receive? Are these letters or
applications a matter of public record? How did the Board determine to select these two
individuals or who determined they were best qualified to be on the appeals board?
The minutes of the May 22, 2014 meeting was reviewed. These will be approved
Thursday, March 27, 2014.
The Board reviewed Agreements, Contracts and Reports. Chairman Keller
asked John Hart, County Administrator, to answer the question from public comment
regarding the laptops for the Magisterial District Judges. Mr. Hart explained these
computers were missed in the original list so they are being added to the computers that
need replaced.
Commissioner Thomas asked about item #2, Spanish Interpreter services. Mr.
Hart explained the County is seeing more of a need for additional hours to interpret, so
this will be an additional interpreter. Commissioner Thomas asked for more explanation
of item #4, General Code agreement. Mr. Hart explained that this agreement will help to
make the forms more interactive since our current forms are not interactive with
LaserFiche. This will be more intuitive for people to use forms on line in the future as
well. The items will be approved Thursday, May 29, 2014.
Mary Beth Shank, County Solicitor, requested an executive session. On a
motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved
to enter an executive session at 9:46 a.m. this date for the purpose to review pending
litigation matters involving Anvil International v. Franklin County Board of Assessment.
The Board will also be in executive session to discuss potential litigation matters. Ms.
Shank informed the Board that action will be required after the executive session on the
Anvil International matter. The Board reconvened into regular session at 10:23 a.m.
Ms. Shank asked for approval from the Board to authorize her to sign on behalf
of the County involving an appeal of Anvil International - 2006-3738. Subject property is
a light industrial building located at 330 East Ninth Street in Waynesboro, PA. This
property was assessed at$472,630, which implies a market value of$4,417,102. On a
motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved
a settlement of fair market value of$2,450,000 for years 2007-2010 and $2,650,000 for
2011-2014. Waynesboro Area School District and the Borough of Waynesboro
previously approved this settlement.

The meeting was adjourned at 10:23 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
