The Franklin County Commissioners met Thursday, May, 29, 2014, with the
following members present: David S. Keller and Robert G. Ziobrowski. Chairman Keller
presided and after calling the meeting to order, a Moment of Silence, and the Pledge of
Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously
approved to adopt the agenda.
Jay Lightfoot provided public comment and asked about the contract with Pat
Evans since he has not heard anything more about the report he was to provide.
Chairman Keller responded that the Board has answered this same question from him
multiple times. Mr. Evans reported to the Franklin County Council of Governments and
therefore the contract has been fulfilled.
On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously
approved all bills presented and ordered paid.
On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously
approved the minutes of the May 22, 2014 meeting.
The Board reviewed Coroner matters. On a motion by Robert G. Ziobrowski,
seconded by David S. Keller; unanimously approved for the Chairman of the Board to
execute the amendment to the Letter of Agreement between the County of Franklin and
Forensic Pathology Associates (dated 10/17/13) to provide autopsies that require
toxicology services for$170.00 per occurrence. All other terms and conditions of the
original agreement will remain in full force and effect.
The Board reviewed Court Administration matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved the agreement
between the County of Franklin and Maria Acevedo to provide services of an English-
Spanish interpreter and translator for the Franklin County Court System at a rate of
$28.00 per hour for the period of May 22, 2014 through December 31, 2014.
The Board reviewed Information Technology matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved the quote from Dell,
Inc. to replace the existing Magisterial District Judges (MDJ) offices' Windows XP
laptops with updated machines at a cost of$10,044.09. Windows XP machines, as of
April 8, 2014 are no longer able to receive support from Microsoft.
The Board reviewed additional Information Technology matters. On a motion by
Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved for the
Chairman of the Board to execute the purchase agreement between the County of
Franklin and General Code to purchase Laserfiche Forms replacing the current Formatta
Electronic Forms. Laserfiche forms are more dynamic and are able to be fully integrated
with our current Laserfiche electronic document management system. This is will be a
one-time purchase of$24,890.52 and a yearly service agreement of$4,923.00.

The Board reviewed Jail matters. On a motion by Robert G. Ziobrowski,
seconded by David S. Keller; unanimously approved the agreement between the County
of Franklin and Ergometrics and Applied Personnel Research, Inc. for a video testing
system to screen correctional officer candidates for up to100 candidates at a cost of
$28.00 per test per the period of January 1, 2014 through December 31, 2014.
The Board reviewed additional Jail matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the
Board to execute the contract renewal between Franklin County and NRG Building
Services, Inc. to provide maintenance of the Schneider Electric DDC Control system,
which controls the HVAC equipment, ensuring efficient operation. This contract provides
scheduled maintenance service only. This agreement will begin on July 1, 2014 through
June 30, 2015 at a cost of$7,990.00 which will be invoiced quarterly in the amount of
$1,997.50. This represents no increase in price from last year.
The Board reviewed Juvenile Probation/Fiscal matters. On a motion by Robert
G. Ziobrowski, seconded by David S. Keller; unanimously approved the Supplemental
Appropriation to spend a portion of funds reserves that are restricted for the use of
Juvenile Probation for special programs. These funds are recorded as General Fund
Revenue but are limited on how they can be spent. $2,500.00 will be used from the
youth diversion fund for positive behavior incentives and $3,000.00 will be used from the
substance abuse fund for drug and alcohol treatment and prevention. No additional
county funds are required.
The Board reviewed Juvenile Probation matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved the renewal agreement
between the County of Franklin and Chambersburg Area School District for the School-
Based Probation Program. The school district agrees to provide $56,456.00 for the
2014-2015 school year. Franklin County will carry liability insurance for its employees
and the program. The term of agreement is August 25, 2014 through June 5, 2015.
The Board reviewed additional Juvenile Probation matters. On a motion by
Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the renewal
agreement between the County of Franklin and Waynesboro Area School District for the
School-Based Probation Program. The school district agrees to provide $16,700.00 for
the 2014-2015 school year. Franklin County will carry liability insurance for its
employees and the program. The term of agreement is August 25, 2014 through June 5,
2015.
The Board reviewed Property Management matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the
Board to execute the agreement between the County of Franklin and ALS Environmental
for an indoor air quality survey at the Penn State Ag Extension building and the archive
building (former jail annex) for a one-time cost of$2,100.00. Three quotes were
received and this was the lowest qualified quote.
In accordance with PA Act14, 67, 68 and 127 notifications, ARRO notified the
County of a Pennsylvania Department of Environmental Protection Water Quality
Management Permit being applied by the Shippensburg Borough for the upgrade and
expansion of the Shippensburg Borough's Water Waste Treatment Plant, located in
Southampton Township.

In accordance with PA Acts 67, 68 and 127 notifications, David H. Martin
Excavating, Inc. notified the County of blasting activities being performed for the next
twelve months at the Martin #4 Shale Pit, located in Antrim Township.
In accordance with PA Acts 67, 68 and 127 notifications, Martin and Martin, Inc.
notified the County of a Pennsylvania Department of Environmental Protection NPDES
Renewal Permit application being applied by Whitetail Mountain Resort.
Mary Beth Shank, County Solicitor, met with the Board to provide an update on
the Uniform Parcel Identifier (UPI) system. Ms. Shank reminded the Board that on May
1St, Register& Recorder Linda Miller presented information on the UPI system and
requested the Board proceed with the establishment of this system. Ms. Shank reported
that staff has looked into this further and has prepared information for the Board's
consideration. She explained the UPI number, also known as property identification
number, will allow identification of parcels by number instead of by legal description.
With a UPI number, searches can be done on each separate tract and lot or parcel of
real estate in Franklin County. She further explained that staff in the Assessment Office
will assign the UPI number which needs to be certified. Staff has worked with Mrs. Miller
and her solicitor to prepare an ordinance. Ms. Shank is seeking the Board's blessing to
advertise the ordinance and then staff would come back in a couple weeks to request
the board's approval of the ordinance. An early August 2014 implementation is
anticipated for the UPI system, contingent upon board approval. This timeline would
allow Mrs. Miller time to educate her constituents of the UPI process. Ms. Shank
requested Board authorization to publish the ordinance and move forward. The Board
gave authorization to proceed with publishing the ordinance

seconded by David S. Keller.
