HomeMy WebLinkAboutMH Provider Meeting Minutes 6-13-14Mental Health Provider Meeting Human Services Building Friday, June 13, 2014 1 MEETING MINUTES  Welcome & Introductions Everyone introduced themselves and their agency affiliation.  Provider Announcements & Updates Crystal Porter (Pennsylvania Counseling Services) ~ PCS has two new outpatient staff members, Matthew Culler and Michele Rule. Dr. Witman is primarily doing telepsych for ages 6 years to adult. PCS has purchased a curriculum through Hazelden Publishing. It is co-occurring evidence based curriculum for people with co-occurring disorders. The individuals do group therapies twice a week. Individuals who do not have or have lost insurance can participate in the Hazelden program with county funding. This group will start the first or second week of July but referrals can be taken at any time. Lisa Cronauer (TrueNorth Wellness Services) ~ Wellness Fair is on Thursday, September 18th at the Village Apartments, 270 South Main Street. Invitations will be sent out closer to the actual date. The wellness fair will let individuals know what TrueNorth does, services offered to clients and to help improve everyone’s wellness. Phillip Carbaugh (PGC Counseling) ~ Phillip is three weeks into his private practice located by the Butcher Shoppe. The practice currently only accepts private insurance and cash. Referrals are being accepted for psychotherapy for individuals 14 years of age and above. Carrie Clippinger (Mental Health Association) ~ Christmas in July is on Friday, July 11th at Norlo Park. Free Admission! There have been a few staff changes at MHA: Beth Palmatier is filling the Peer Support Program Coordinator position starting July 1st. Carrie Clippinger will then be filling Beth’s old position, IM4Q Coordinator. MHA will then be hiring someone to assume Carrie’s position as the Individual Family Satisfaction Team Coordinator. Steve Nevada (MH/ID/EI) ~ MH/ID/EI is currently looking at their budgets in the event the State cuts budgets. We are looking at how a 5% and a 10% cut would impact the program. . MH/ID/EI is trying to illustrate what services will not be covered if the cut takes place. Steve will provide any information as more comes in. Jennifer Johnson (MH/ID/EI) ~ Jen has children’s books on children experiencing poverty and homelessness for waiting rooms if any providers are interested. The books are sponsored by a PATH grant used to provide outreach material. Mental Health Provider Meeting Human Services Building Friday, June 13, 2014 2 Referrals are being accepted for Laurel Life Services and Franklin Family Services for Parent-Child Interactive Therapy.  Contracts (handouts)  Appendix A & Timelines As we have been working through getting FY 14-15 contracts in place, we have been taking a look at timelines, documents and potential changes. With Appendix A (draft copy), there are two changes that we are suggesting and seeking feedback for. The changes occur for #5 and #7 of Appendix A. #5: The new format will highlight more of the importance of any related third party transactions. Providers send the current officers and term for each board member but several have not been sending the third party transaction. It has come to our attention that often providers do not understand what third party transaction means. Jim provided a document titled “Related Party Transaction Policy” (found by Ed Franchi) to give providers an understanding of what is being asked for. The web link for this policy will be added to Appendix A for easy access. After reviewing the policy on third party transaction, providers can then send a statement on agency letterhead if it applies or state that it does not apply. #7: There are various tabs in the fiscal packet. The new format lists each of those tabs. The cost allocation plan seems to be one that some providers have not been providing information on. There is also a tab added titled “Comparison Spreadsheet”. This title will also be added to Appendix A. Attachment A provided on the back of the Appendix A handout pertains to timelines. The document contains the current version and a revised version. Appendix A was to be originally sent to providers February 10th and returned to the Program Specialist by March 1st; it will now be sent out February 1st and returned by March 15th. There has also been some word changing throughout the Attachment A. There was also a date change to the Provider Report Tracking Sheet (Report Due Dates) that reflects the changed of March 1st to March 15th per Attachment A. This is the only change to the tracking sheet. Please take information back to those involved and have them send us (their respective program specialist) their feedback. If there are any questions, please make sure to contact us (their respective program specialist).  Electronic Process As we have mentioned before, we are heading along the path of becoming fully electronic with our contracts. Currently there is no set date on when this transition will take place. We will keep you as updated as possible. Mental Health Provider Meeting Human Services Building Friday, June 13, 2014 3 Providers will receive an email from Erin Nye (ednye@franklincountypa.gov) with a subject titled: Please e-sign 6121326. The number will change each time as each contract receives a “code”. You will see a preview of the document on one side and the other side contains a link stating “Click here to review and e-sign 6121326.” Please click on that link and sign the document. After you sign the document it will automatically send to Steve Nevada, Administrator and Richard Wynn, Human Services Administrator. Those two will then sign their sections and it will be sent back to Erin. Erin will then send the contract to the Commissioners for their signature. Once they have signed and the contract is fully executed, Erin will send the person(s) indicated to receive the copy an email with an attachment. NOTE: It is very important that if you have not responded back to Erin on who (from your agency) should receive the contract for signature that you do so immediately.  What is working? Are there any issues that providers are experiencing with the contract process, challenges being faced or things that need looked at? During this time no providers announced any issues. At any point there is an issue please make sure we (your respective program specialists) are aware of it.  What is an outcome? If the contract we have with your agency is over $50,000 your agency should submit service program goals. Also, twice a year (January 31st and July 31st), reports on the outcomes of those goals should be submitted. We are not receiving all outcomes from providers. There is no County specific form to submit outcomes. Each agency submits them differently. Some submit them in a narrative or chart format, either is fine! We suggest that agencies use the form the goals were submitted on; just simply add a line/column titled Outcomes. The outcomes can consist of a paragraph or a couple sentences on where the goal is at.  County Announcements/Information  Reports due since our last MH Provider Meeting: ~ Quarterly Report of Expenditures (January – March)  Reports due prior to our next MH Provider Meeting: REPORT DUE DATE Audit Engagement/Extension Letter (FY ending June 30) 7/10/2014 Progress Report on Outcomes in Appendix A 7/31/2014* Quarterly Report of Expenditures (April-June) 8/15/2014** Salary Review (FY ending June 30) 8/15/2014** Property Purchased Report (FY ending June 30) 8/15/2014** Property Leased Report (FY ending June 30) 8/15/2014** Fixed Assets Purchased with MH/ID/EI Funds (FY ending June 30) 8/15/2014** Mental Health Provider Meeting Human Services Building Friday, June 13, 2014 4 *Generally not required for contracts with an encumbrance under $50,000. **Not required from providers whose service is being paid at a “state-set” rate.  Fiscal Updates Ed Franchi ~ with FY 13-14 coming to an end on June 30th, this month, it is important that we get all invoices turned around as quickly as possible. The state has tightened the due dates for reporting which has tightened our timeframes as well. Providers should look at the entire fiscal year to see if there is anything (i.e. invoices) outstanding. Please make sure we are aware of this so we can properly account for it. Also, please make sure to have your interim financial report to Ed by the end of July in oreder to complete the interim cost settlement process. Becky Leidig ~ Deadline to have all invoices to Accounts Payable is July 23rd. This means that we are asking all providers to have their invoices in by July 16th to allow time to process. Contracts state billing is due the 15th of the month for providers and for those program funded providers the due date is the 20th. If you foresee a barrier, please call us and we’ll see how we can work with you. If providers find extra expenses and the year is closed out, we will not have the funding in FY 14-15 to go back and pay for missed invoices not accrued for.  Psychiatric Admissions Reporting Overview (handout) There has been an increase in admissions and number of days when comparing the first quarter of 2014 and the first quarter of 2013. The level of case management shown on the document is at the time of admission. There has been a slight decrease in length of stay. We contract with Holy Spirit Extended Acute Care (EAC) for three beds. Currently we have four people there, as we are borrowing a bed from Cumberland/Perry County. Jim received an email stating that one individual will be discharged soon. There is one individual also on the waiting list. At the Danville State Hospital, we remain one over our bed cap of five. There are two individuals heading towards discharge. It used to be individuals at Danville were being discharged within two years. However, there are individuals with challenging mental health illnesses and complex needs. An individual currently at Danville has been there 4 ½ - 5 years. This particular individual is heading towards discharge. The meeting was adjourned.
