The Franklin County Commissioners met Tuesday, July 22, 2014, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
Alicia Kanelopoulos provided public comment and asked why the Human
Services Block Grant annual report, board action item #3, takes a year to finalize.
Richard Jones provided public comment and asked how the Board can justify
spending a lot of money on the contract with Vision Government Solutions, board action
item #6.
Allen Piper provided public comment and asked how the Board can justify costs
of$16,500 for item #6 as Mr. Jones mentioned. Mr. Piper would like an explanation of
GASB 34. He suggests writing out what the acronyms mean. Mr. Piper recently asked
what the county does for veterans. He recently found out that the government paid 3
million to senior top executives in Veterans Affairs Administration.
The minutes of the July 15, 2014 and July 17, 2014 meetings were reviewed.
These will be approved Thursday, July 24, 2014.
The Board reviewed Agreements, Contracts and Reports. Chairman Keller
asked John Hart, County Administrator, to explain board action item #6 to answer the
questions raised during public comment. Mr. Hart explained this is a complex website
that is being built from the ground up to provide more information on the 74,000 parcels
in the county. A private citizen can go on the website and look up certain information
and if someone pays a subscription fee, more information will be available for realtors
and title searchers. Sean Crager, Chief Information Officer, was present and explained
that there is an initial cost and then an annual hosting fee will be charged that will have a
net cost of$0 due to the subscription fee that will be charged. The following item was
approved today and the remaining items will be approved Thursday, July 24, 2014.
The Board reviewed Tax Services matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved the agreement
between the County of Franklin and Vision Government Solutions for the creation of a
public web page to allow access to Tax Appraisal and Claim information. They will
provide two portals; one will have basic functionality to lookup the owner's name,
address and parcel information and the other will be subscription based allowing
increased access to information. This will replace the current Webia Solution for a one-
time cost of$16,500.00.
Chairman Keller explained that GASB stands for Government Accounting
Standards Board to answer Mr. Piper's question during public comment. Chairman
Keller also asked John Hart to explain the Human Services Block Grant annual report to
answer Ms. Kanelopoulos question during public comment. Mr. Hart explained that this
is basically closing the book on the annual report. Stacey Rowe, Human Services Fiscal
Manager, was present to explain further that the report was turned in on time but the
revisions are a state issue and we have no control over it. This revision is to close out
the cost settlement monies due back to the state because of reporting changes.
