The Franklin County Commissioners met Tuesday, July 29, 2014, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
Chairman Keller asked to include Chairman's time prior to public comment to
answer a question from public comment at a previous meeting. On a motion by Robert
G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the
amended agenda.
Chairman Keller responded to Mr. Piper's question concerning what services
Franklin County provides to veterans. The Veterans Affairs Office manages all actions
through the Department of Veterans Affairs, the Commonwealth's Department of Military
and Veterans Affairs and Franklin County. Chairman Keller mentioned all actions
provided to veterans of Franklin County and provided Mr. Piper with this information.
Jay Lightfoot provided public comment and asked why he hasn't gotten a
response on his question several weeks ago on how many beds are available at the Jail.
Chairman Keller responded that the Board will respond to his question at a later date.
Allen Piper provided public comment and wanted to explain that Mr. Lightfoot's
request is related to the prison board report that Mr. Piper brought up a couple months
ago. He would like to know when they can expect that survey. Chairman Keller
responded that there is a co-meeting of Prison Board and CJAB on Thursday, August
14th at 8:00 a.m. being held in the Jury Assembly room where this report will be
presented. Mr. Piper would like more explanation on board action item #5, scanners for
the Prothonotary's Office.
The minutes of the July 22, 2014 and July 24, 2014 meetings were reviewed.
These will be approved Thursday, July 31, 2014.
The Board reviewed Agreements, Contracts and Reports. Dave Donohue, DES
Director, was present and provided more information on the Hazard Mitigation Plan.
This plan is reviewed annually but updated every five years per PEMA requirements.
Chairman Keller asked John Hart, County Administrator, to explain board action item #5
to answer Mr. Piper's question from public comment. Mr. Hart explained the purchase of
1 large scanner and 7 smaller scanners for the Prothonotary's Office. The staff scan
most documents coming into their office and are working backwards on older
documents. The current scanners have worn out. The Prothonotary Technology funds
can only be used to purchase technology items and is being used to pay for these
scanners. The following item was approved today while the remainder items will be
approved Thursday, July 31, 2014.
The Board reviewed Emergency Services matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved the 2014 Franklin
County Multi-Hazard Mitigation Plan. The purpose of this plan is to identify natural and
human-caused hazards that impact Franklin County, assess the vulnerability and risk
posed by those hazards to community wide assets, develop strategies for mitigation for
those identified hazards, present future maintenance procedures for the plan and
document the planning process.

On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to enter an executive session at 9:59 a.m. this date for the
purpose to review personnel & litigation matters. Mr. Hart informed the Board this
executive session is to provide a general overview of all outstanding lawsuits and no
action will be required after executive session. The Board reconvened into regular
session at 10:50 a.m.
Commissioner Ziobrowski left the meeting at 10:35 AM.
The meeting was adjourned at10:51 a.m. with a motion by Robert L. Thomas;
seconded by David S. Keller.
FRANKLIN COUNTY COMMISSIONERS
