The Franklin County Commissioners met Thursday, July 31, 2014, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the July 22, 2014 and July 24, 2014 meetings.
The Board reviewed Adult Probation, Juvenile Probation, Domestic Relations
matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the Supplemental Appropriation to provide additional funds to
pay back wages and related payroll taxes and benefits as a result of settlement from
Teamsters contract negotiations.
The Board reviewed Commissioners Office matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Certification of
County Maintenance of Effort for the HAVA II Financial Assistance for the reporting
period of January 1, 2014 through June 30, 2014. To qualify for HAVA grant funds, the
County must certify twice a year, maintaining an expenditure level not less than the level
maintained by the County for the 2000 fiscal year. For the first six months of 2013, the
County has expended $243,489.64 while spending $218,984.00 for the entire 2000 fiscal
year.
The Board reviewed Emergency Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Grant
Agreement between the County of Franklin and Pennsylvania Emergency Management
Agency for the Emergency Management Performance Grant to reimburse the partial
salary and benefits of the Emergency Management Agency (EMA) Coordinator position
for a grant amount of$57,515.00 for the grant period of October 1, 2013 through
December 31, 2014.
The Board reviewed Prothonotary matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Supplemental
Appropriation in the amount of$13,000.00 for replacement scanners in the Prothonotary
Office. No additional County funds are required, funding will be provided by
Prothonotary Technology Funds.
The Board reviewed Transportation matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Federal Fiscal Year 2014
Certifications and Assurances Signature Page to the Pennsylvania Department of
Transportation for the Federal Transit Administration Assistance Programs for the
County to be in compliance with all Federal statutes and regulations and follow
applicable Federal Directives on each application the County makes to the Federal
Transit Administration for Federal Fiscal Year 2014. This is required because Franklin

County Transportation has been approved a capital grant for the shared ride program for
contract year 2014-2015.
In accordance with PA Act14, 67, 68 and 127 notifications, R. Lee Royer, Inc.
notified the County of a Pennsylvania Department of Environmental Protection General
NPDES Permit being applied by Fayetteville Contractors, Inc. for commercial
development, located in Greene Township.
Commissioner Thomas announced the Board will not be meeting on Tuesday,
August 5, 2014 due to attending the County Commissioners Association of PA (CCAP)
conference being held in Lancaster from Sunday through Wednesday.
The meeting was adjourned at 9:41 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
