The Franklin County Commissioners met Thursday, August 14, 2014, with the
following members present- David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. The Board attended the Prison Board meeting. Chairman Keller presided
and after calling the meeting to order, a Moment of Silence, and the Pledge of
Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski-,
unanimously approved to adopt the agenda.
Richard Jones provided public comment and asked why there was no time for
public comment at the Prison Board meeting. Commissioner Thomas indicated there
was limited time today for public comment but the Prison Board is very open to input
from the public.
Allen Piper provided public comment and said there was public comment at the
beginning of Prison Board but not at the end.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski,
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski-,
unanimously approved the minutes of the August 7, 2014 meeting.
The Board reviewed Children and Youth matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the List of
Subsidized Adoption Assistance Agreements on behalf of the Franklin County Children
and Youth Department to provide a subsidy to adoptive parents to be used for adoptive
children for the period of March 5, 2014 through July 5, 2014. Contract listing is
maintained for proper accounting of all contracts.
The Board reviewed Commissioners Office matters. On a motion by Robert L.
Thomas, seconded by Robert G. ®r unanimously approved the Amendment to
the agreement (dated November 26, 2013) between the County of Franklin and J.
McDowell Sharpe, to provide legal advice pertaining to complex title and real estate
matters in the county's sale of Failing Spring Nursing and Rehabilitation Center. This
amendment will cover additional counsel services needed to handle unanticipated issues
related to surveys and approvals in the real estate matters related to the sale in the
amount of$3,700.00.
The Board reviewed Emergency Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Grant
agreement between the County of Franklin and Pennsylvania Emergency Management
Agency to provide funds from the Radiation Emergency Response Fund Grant for the
development of a detailed nuclear emergency response plan for areas surrounding
nuclear electrical generation facilities through incidents training and purchase of
specialized radiation instruments and supplies, for a grant period of July 1, 2014 through
June 30, 2015 in the amount of$6,585.00. Any funds that are not expended will be
returned to the Grant fund for redistribution.

The Board reviewed Grants/District Attorney matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental
Appropriation to provide a budget line for the Children's Advocacy Center Grant awarded
through the Pennsylvania District Attorney's Institute. The grant funds will be passed
through to Over the Rainbow- Franklin County Children's Advocacy Center. No County
funds are required.
Commissioner Ziobrowski left the meeting room at 9-50 a.m.
John Hart, County Administrator said the Board directed staff to take some of
the proceeds of the nursIng home sale and develop a Human Services Enhancement
Grant
® Carrie Gray, Assistant County Administrator, explained that staff has
developed guidelines and an application process for a one-time grant up to $50,000 for
local human service agencies who contract with the County. A total of$300,000 will be
available as grants. A committee of staff and a human services consumer or advocate
would be established to score the applications and make recommendations to the
Board. Preference will be given to those who cover multiple human services areas or
agencies that collaborate with other agencies. Ms. Gray said the committee would
receive the applications during the fourth quarter of 2014 with funds being released
during the first quarter of 2015. Chairman Keller said Commissioner Ziobrowski told him
prior to leaving the meeting that he is very comfortable with moving forward with the
project even though he would not be present for this presentation. Commissioner
Thomas asked if Fulton County residents would benefit from the grants? Chairman
Keller stated that this was possible because local human services providers serve both

County residents. Commissioner Thomas agreed. Chairman Keller asked Chief
Administrator Hart to finalize program guidelines and an application and to present them
to the board for final approval in the near future.
Mary Beth Shank, County Solicitor, requested to go into an executive session to
discuss Knouse Foods Cooperative, Inc. docket no- 2006-03717, 2006-037187 2006-
03719 2006-037207 2006-037211 2006-037227 2006-03723 and 2006-03724 v. Franklin
County Board of Assessment and Revision of Taxes (FCBART). On a motion by Robert
L. Thomas, seconded by David S. Keller; unanimously approved to enter an executive
session at 10-13 a.m. this date for the purpose to review the Tax Assessment Appeal of
Knouse Foods Cooperative, Inc. matters. Ms. Shank will be making a recommendation
after the executive session. The Board reconvened into regular session at 10-30 a.m.
Mary Beth Shank requested approval to enter into a stipulation with Knouse
Foods Cooperative, Inc. docket no- 2006-03717, 2006-03718, 2006-03719, 2006-
037201 2006-037217 2006-037221 2006-03723 and 2006-03724 vs. Franklin County
Board of Assessment and Revision of Taxes (FCBART). On a motion by Robert L.
Thomas, seconded by David S. Keller; unanimously approved to enter into a stipulation
for 2007-2014 with an assessment of$667,420 in 2007 and ending at an assessment of
$428,741 in 2014. Chambersburg Area School District and Borough of Chambersburg
previously approved the stipulations. Refunds due will be issued as credit toward future
tax owed, commencing in 2014.
The meeting was adjourned at 10-32 a.m. with a motion by Robert L. Thomas,
seconded by David S. Keller.
