The Franklin County Commissioners met Tuesday, August 19, 2014, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
Kim Wertz provided public comment and asked for more information on board
action items #2 PCCD Project Modification Request and #5 agreement with West Penn
Power.
Sherri Morgan thanked the board for the $300,000 human services enhancement
grants. She hopes this continues year after year.
Allen Piper asked for more information on board action item #7 relating to
replacement of doors in the Sheriff's office. He asked why this expenditure, where are
the doors located and were other quotes received?
The minutes of the August 12, 2014 and August 1 , 2014 meetings were
reviewed. These will be approved Thursday, August 21, 2014.
The Board reviewed Agreements, Contracts and Reports. John Hart, County
Administrator, provided more information on the following items: Board action #7,
agreement with Universal Door& Specialties to replace doors in the Sheriffs' office; item
#3, Grant Agreement for Medical Assistance Transportation Program; item #5, West
Penn Power Agreement to allow county to utilize utility poles to hang fiber optic cable;
and item 2, PCCD Project Modification Request, for the Juvenile Justice Enhancement
Grant. Tiffany Bloyer, Human Resources Director was present to provide more
information on board action item #3, Training and Development Planning and Evaluating
Policy and item #4 Job Classification and Job Description Policy which are two policies
that are needed to transfer the County to Merit Hire System from Civil Service. Shalom
Black, Grants Manager was present to provide more information on item #2, PCCD
Project Modification request for the Juvenile Justice Enhancement Grant. Unspent
funds from one juvenile program are being carried over to the next fiscal year to fund
another juvenile program that was funded by a different grant that has expired. All items
will be approved Thursday, August 21, 2014.
The meeting was adjourned at 9:57 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
FRANKLIN COUNTY COMMISSIONERS
