The Franklin County Commissioners met Tuesday, September 23, 2014, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
Jay Lightfoot provided public comment that he was disappointed last week when
the Board did not use the microphone but they expect the audience to use it. Chairman
Keller apologized and stated they will try to do better the next time.
Kim Wertz provided public comment and wanted more information on board
action #4 and who and what Thomson West provides.
Allen Piper provided public comment and gave his opinion on the debate last
night between Mr. Wolfe and Mr. Corbett. Mr. Piper also commented that he asks the
County to control spending at every avenue.
The minutes of the September 16, 2014 and September 18, 2014 meetings were
reviewed. These will be approved Thursday, September 25, 2014.
The Board reviewed Agreements, Contracts and Reports. Chairman Keller
explained board action item #4 with Thomson West is one of two companies that have
the market nationwide on legal resources. The items will be approved Thursday,
September 25, 2014.
The Board reviewed Commissioners Office matters and conducted a bid opening
for Building Demolition at 11 North Second Street, Chambersburg, PA. The following
bidders submitted a bid: JD Wagner Excavating, Chambersburg for a total bid of
$28,231.70 and David H. Martin Excavating, Chambersburg for a total bid of$34,690.00.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously
approved to forward the bids received to the Property Management Department, the
County Solicitor and the Purchasing Agent for their review. The Board will award or
reject the bids on Tuesday, September 30, 2014 at 9:45 a.m.
The meeting was adjourned at 9:47 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
