HomeMy WebLinkAbout2014-09-25 Commissioner Minutes THURSDAY, SEPTEMBER 2 , 2014 The Franklin County Commissioners met Thursday, September 25, 2014, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. Chairman Keller announced the need to add one item under board actions and asked John Hart, County Administrator, to provide an overview of this document. Mr. Hart explained the item is the Children &Youth Plan for 2015-2016 that is a state requirement. We submit the plan and then we are told how much money we will receive at a later date. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the amended agenda. Richard Jones provided public comment and said if ISIS isn't stopped, we will face the same thing here in America but on a worse scale. Allen Piper provided public comment and provided some information on statistics of college grads and employment. He asks the Commissioners to be cautious of every dollar spent of tax payer's money. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the September 16, 2014 and September 18, 2014 meetings. The Board reviewed Children &Youth matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Needs Based Plan and Budget to the Office of Children Youth for the Fiscal Years 2015-2016 requesting a budget amount of$2,166,650. This report shows all expenditures and revenues requested for this period. The Board reviewed Early Intervention/Fiscal matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Income and Expenditure Report to the Department of Public Welfare for Fiscal Year 2013-2014. The Board reviewed Grants matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Project Modification to Pennsylvania Commission on Crime and Delinquency (PCCD) to reallocate funds from case management for Waynesboro New Hope Shelter towards case management at the New Hope Recovery Ranch due to the more intensive case management needs. Funds are also being reallocated from job skills and GED prep to case management. This will also extend the grant for nine months for an end date of June 30, 2016. The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the service agreement between the County of Franklin and Jones Fire Extinguisher, Inc. to provide annual inspection, service and maintenance services on the Jail's fire extinguishers at a total cost of$1,805.00 for the period of January 1, 2015 through December 31, 2017. This service is a requirement under State and Local codes. Continued on page 2 The Board reviewed Purchasing matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the amendment to the Contract (dated 9/29/11) between the County of Franklin and Thomson West to include six Magisterial District Judges to the existing contract at a cost of$212,487.00 for the period of October 1, 2014 through December 31, 2017. Thomson West is currently utilized by District Attorney, Courts, Public Defender, Children &Youth and MDJ Eyer and allows for elimination of the hard copy of reference books. In accordance with PA Actl 4, 67, 68 and 127 notifications, uchart Horn,I nc. notified the County of a Pennsylvania Department of Environmental Protection Water Quality Management Permit being applied by Antrim Township Authority to rehabilitate pump station 13, located in Antrim Township.
