HomeMy WebLinkAbout2014-12-02 Commissioner Minutes TUESDAY, DECEMBER 2, 2014 The Franklin County Commissioners met Tuesday, December 2, 2014, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the agenda. There was no public comment. The minutes of the November 25, 2014 meetings were reviewed. These will be approved Thursday, December 4, 2014. The Board reviewed Agreements, Contracts and Reports. Chairman Keller asked Carrie Gray, Assistant County Administrator, to clarify board action item #2, letter of amendment to Federal-Aid Bridge Project Reimbursement agreement. Ms. Gray explained this is an increase in the agreement to account for construction costs. When the County received the original number, it only included engineering and final design costs. Chairman Keller further explained Federal money covers 80% and the State covers 20% of the costs. Chairman Keller recognized Phil Tarquino, Planning Director, and Sam Thrush, Planner, along with Jeremy Shoemaker and Chad Reichard from Senator Alloway's office, who were present to answer any questions on board action item #4, pass through grant agreement with PA DCED to utilize funds from the U.S. Department of Housing and Urban Development to be used for lateral assistance for new customers of Hamilton Township Municipal Authority. There were no comments or questions. Two items need approval today and the remainder items will be approved Thursday, December 4, 2014. The Board reviewed Emergency Services matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved for the Chairman of the Board to execute the quote from Tritech Software Systems to upgrade the CNET/JNET interface which allows officers in the field to immediately see incident information virtually live and alleviates administrative calls to the 911 center. This is used by three local police departments, drug task force and Franklin County Sheriffs' Office. The cost of this upgrade is $12,180.00 for the period of December 2, 2014 through December 3, 2015. The Board reviewed Property Management matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Notice of Intent to Award and Notice of Award to D.L. George & Sons Construction for the 11 North Second Street Building Demolition Project. This bid was awarded to D.L.
