The Franklin County Commissioners met Tuesday, December 30, 2014, with the
following members present: David S. Keller and Robert G. Zio rowski. Chairman Keller
presided and after calling the meeting to order, a Moment of Silence, and the Pledge of
Allegiance, proceeded with the business of the day.
Chairman Keller announced Commissioner Thomas will not be in attendance
today. On a motion by Robert G. Zio rowski, seconded by David S. Keller; unanimously
approved to adopt the agenda.
Jay Lightfoot provided public comment and said the Board lied to him about
spending money on memberships for employees at the YMCA. Chairman Keller
responded that the Board approved to have a Healthy Living Coordinator for employees
and employees are entitled to a discounted membership at the Y but the County is not
subsidizing memberships at this time. The Healthy Living Coordinator will work with
employees to improve their health which may save money on insurance costs in the
future.
On a motion by Robert G. Zio rowski, seconded by David S. Keller; unanimously
approved all bills presented and ordered paid.
On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously
approved the minutes of the December 23, 2014 meeting.
Chairman Keller asked John Hart, County Administrator, to explain item 5,
printing of tax bills. Mr. Hart explained that the County will share the costs of printing of
the tax bills with local municipalities. This year we will have the envelopes printed with
postage on them and will save $5,000. In the past the Tax Collectors bought their
envelopes and stamps and we would reimburse there 0%.
The Board reviewed Aging Office matters. On a motion by Robert G. Ziorowski,
seconded by David S. Keller; unanimously approved for the Chairman of the Board to
execute the proposal from Knepper's Kleen Water to provide water treatment equipment
and maintenance at the Greencastle Senior Activity Center at a cost of$767.00 for the
period of January 1, 2015 through December 31, 2015.
The Board reviewed Commissioners' Office matters. On a motion by Robert G.
Ziorowsi, seconded by David S. Keller; unanimously approved for the Chairman of the
Board to execute the contract between the County of Franklin and Borough of
Cambersur , Hamilton Township, Guilford Township, Letterkenny Township and West
Shore Ambulance to provide for Basic Life Support and Advanced Life Support services
at a cost of$50.00 for each chargeable call for the period of January 1, 2015 through
December 31, 2017.
The Board reviewed additional Commissioners' matters. On a motion by Robert
G. Ziorowski, seconded by David S. Keller; unanimously approved the agreement
between the County of Franklin and Maria Acevedo to provide services of an English-
Spanish interpreter and translator for the various Franklin County and Court
Departments at a rate of$23.00 per hour for the period of January 1, 2015 through
December 31, 2015.

The Board reviewed Tax Claim matters. On a motion by Robert G. Ziobrowski,
seconded by David S. Keller; unanimously approved the 2014 Exoneration of taxes on
mobile homes that were moved out of the County or destroyed without a tax collector
permit. These same parcels will be exonerated for the 2014 County and County Library
taxes in 2015 after the 2014 returns are processed by the Tax Claim Bureau.
The Board reviewed Tax Services matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved the quote from
Mercersburg Printing to print county tax bills to include the printing of envelopes
including postage at a total cost of$47,697.85 with the County paying $21,553.93 and
the Tax Collectors paying the remainder. Three quotes were received and this was the
lowest qualified quote.
In accordance with PA Acts 67, 68 and 127 notifications, R. Lee Royer
Associates notified the County of a Pennsylvania Department of Environmental
Protection NDPES Permit application being applied by LS Commercial Properties, LLC
for Industrial building lot on property located in Washington Township.
The meeting was adjourned at 9:45 a.m. with a motion by Robert G. Ziobrowski;
seconded by David S. Keller.
