Fiscal Updates  Friendly Reminders for Base Funded Providers  Reports due since last meeting:  December 31st ~ Audited Financial Statements  For those who requested an extension, please submit the Audited Financial Statement by the end of March.  January 31st ~ Outcome Progress Report  Reports due prior to next meeting:  February 15th ~ Quarterly Expenditure Report  March 1st ~ Fixed Asset  Ed Franchi  Cost Report for transportation providers are due February 22nd. Reports must be submitted to Ed in electronic/excel format. If anyone has any questions, please contact Ed (eefranchi@4umgt.com).  Ashley McCartney  Fiscal/budget packets are to be sent to all providers on or before February 10th for those who are required to submit them. There were changes made this year which will be highlighted in a memo along with the packet. Fiscal/budget packets are due back to Program Specialists by March 15th. All packets must be submitted electronically. If anyone has any questions, please contact Ashley (almccartney@franklincountypa.gov). Erin Nye  Electronic Contract Process  Friendly reminder to all providers that the County has implemented an electronic contract process. A guide was sent out to providers on how to successfully electronically sign their contracts. If you did not receive the guide or if you have any issues throughout the electronic process, please contact Erin (ednye@franklincountypa.gov). Lori Young  Provider Monitoring Update  Office of Developmental Programs’ (ODP) provider monitoring has started for this year. On-sight reviews have been scheduled. This is now an every other year process. Lori is the lead AE for Franklin County. If you do not have on-sight review, you do not have to do provider qualifications. Announcement reissue “Biennial Provider Qualifications” was sent out due to background checks and liability insurance for car is now on a spreadsheet form. This is a requirement for provider qualifications effective immediately. The application has been opened in HCSIS. Lori sent the announcement to Franklin/fulton Intellectual disabilities provider meeting Friday, February 6, 2015 2 providers she is the lead AE for; if anyone else would like the announcement sent to them, please contact Lori (llyoung@franklincountypa.gov).  AE Oversight Monitoring  AE oversight monitoring was just completed. There are going to be changes to ISPs; all must be changed for a corrective action plan. There were two citations: outcome statements and SC frequency and duration. Outcomes statements cannot reference a paid service. Any goal SC is attached to must state SC frequency and duration.  IM4Q Update  IM4Q has started. Some interviews were completed. There are no considerations at this point. Jane Cline  Room & Board  Copies of Room & Board contracts are due for 2015. PerformCare – Brian Gannon & TMCA – Michelle Mosher  MH/ID Coordination Meeting  TMCA is the managed care oversight entity. TMCA contracts with the state then with PerformCare as their behavioral health/managed care organization. PerformCare manages behavioral health services for individuals who have Medicaid managed care in Franklin and Fulton County.  TMCA and PerformCare have been meeting with MH and ID about dual diagnosis coordination for about a year now. The meetings are to better coordinate services for individuals who are dually diagnosed with mental health and intellectual disabilities. TMCA and PerformCare would like to know what providers needs/knowledge is about behavioral health resources. In addition to needs of knowledge about how to navigate the Medicaid system and PerformCare for individuals with PerformCare coverage. It was identified that there is need for training for the ID system about what resources are out there under Medicaid/Managed Care program and identifying how to navigate the system to include how to know if an individual has PerformCare as their Behavioral HealthCare coverage. .  Providers discuss transition from children to adult services. An individual might have a lot of mental health services as a child then transition to the ID system. ID steps in and provides the ID services but the MH piece does not follow along. We have been working closely to try to coordinate services better as ID does not generally access the behavioral health services.  Everyone in residential services has Medicaid. If an individual has Medicare then they have Medicare Primary. The best way to see if an individual is covered under PerformCare is to check EVS or Promise for eligibility. If an individual has PerformCare Coverage it will indicate CBHNP on their file.  Michelle would like to provide resources for the individuals that providers are providing services to. Individuals may have Medicaid but may not have Franklin/fulton Intellectual disabilities provider meeting Friday, February 6, 2015 3 accessed services through PerformCare. PerformCare has care managers that are trained to assist. Providers can access Provider Directory on the PerformCare website: http://pa.performcare.org/apps/provider- directory/index.aspx. On this link, they can search by county, zip, provider within radius, etc.  Contact information for PerformCare: Brian Gannon / 717-909-2135 (office) / 717-264-8727 (fax) / bgannon@performcare.org / 2764 Lincoln Way West, Suite 3, Chambersburg, PA 17201.  Questions/Comments from Providers  It would be beneficial to have a one page document combining diagnosis and accessing services to provider to teachers and families.  Some individuals are not prepared for entering the work force and being around other people because their behaviors are not acceptable. Individuals need to be able to accept directions without being upset, coping skills need to be developed more and many other things are required to enter the work force. Self-control is big. If students cannot accept that then they are not employable. It is helpful for teams to know this in preparing and teaching vocational skills to the student for employment.  Providers want to know what services are available to adults and how to access those services.  Most services are in Franklin County, how do you get Fulton County individuals to Franklin County for services? A: ID uses Gerald Peck Transportation Services. PerformCare has providers in the Fulton County area: TrueNorth Wellness Services and Family Behavioral Resources. TrueNorth is an outpatient provider that provides child/adolescent psychiatry for adults. Family Behavioral resources provide behavioral health rehabilitation services (BHRS) for children which is a mobile service. Early Reach Initiative/OVR  Overview  Office of Vocational Rehabilitation (OVR) is a state and federal program that provides services in various counties to individuals who have disabilities, such as helping them maintain or obtain employment. Melissa Martin is the contact for Fulton schools transitioning youth 17 years of age and above. The ages 14-16 fall in the Early Reach Initiative. OVR provides six services that are individualized: diagnostic services, vocational evaluation, counseling services, restoration services, training services and placement services. Cost services are training and restoration services. This is based on family income. All other services are free.  Individuals who are already working may just need assistive technology. These individuals may apply for assistance with OVR. An individual’s impairment has to affect their ability to complete their job task. If the individual is not working, OVR helps them figure out what they are capable of doing. It depends on disability and capability. The job must be competitive work: based on minimum wage and work at least 15 hours to full time. If for Franklin/fulton Intellectual disabilities provider meeting Friday, February 6, 2015 4 some reason a case is closed and an individual needs services later, they can reapply. OVR can help with job readiness, resumes, prepare for interviews, job placement, job referrals, etc. A schedule A letter for federal employment can be done. There is on the job training money to help an employer hire someone working with OVR. OVR can pay 100% of an individual’s salary for up to 90 days if the employer should hire them. This is to entice the employer and have them take over 100% of the individual’s wages after the on the job training is complete. There are a lot of benefits to working with OVR.  Early Reach came about at the end of 2013 to look at how to promote OVR in transition years. There were 104,000 individuals with IEPs. Resources were not available nor were their time/staff to cover. OVR wanted to reach out early to educate about OVR and to see what is available to individuals. OVR hired a social worker for all district offices that does outreach. Some of the services are to discuss soft skills, self-advocacy, group outreach, presentations in schools, family groups, individual outreach, etc. There is no formal referral form for Early Reach. The goal is to make the transition smoother for individuals with disabilities. This program is for Fulton County individuals. If anyone is interested in accessing information for Early Reach for Franklin County, please contact Freda. If there is enough interest in the area, the coordinator can come to Franklin County.  Referral Process  Referral process is made by self, physician, families, agencies, etc. OVR is an eligibility based program. The application process is free. Eligibility is based on significant disability, wanting to work, etc. If an individual is found eligible, an individualized plan for services will be completed. The plan is obtained and hopefully the individual will become employed. Within 90 days of employment, the case will be reviewed to see if it can be successfully closed. Individuals can be served for a few months to several years depending on their needs. Round Table/Provider Updates  Family Care Services (FCS) ~ record retention procedure statement (MHIDEI-2015- 405) on the County website states that records must be kept for seven years; Chapter 55 states five years. Do providers have to start keeping their records for seven years? [seven years is county policy not provider policy]  The ARC ~ Upcoming events/fundraising:  Social for February is a Sweetheart Dance on February 19th at St. Paul’s United Methodist Church on Norland Avenue. Starts at 7:00 p.m.  Walk is Saturday, March 28th at Ship Wreck at the Shippensburg University. Check out the website www.thearcoffranklinfultoncounties.com for more information.  Annual Basket Bing is Sunday, March 22nd at the VFW in Chamberbsurg.  Golf Tournament is on Friday, May 1st.  NHS ~ There are 10 openings at the Circle’s Day Program. Reorganization of program has been done since the summer. Some programs at the day program are Franklin/fulton Intellectual disabilities provider meeting Friday, February 6, 2015 5 computer lab to approach people to search the internet and look up jobs, Dress for Success program to prepare for opportunities in the community, Healthy Life Style program that incorporates sharing information for individuals to live a healthy life style and shop and prepare for healthy meals. Staff ratio is 1:3; 1:6. With funding from within their agency they are hoping to develop an area within the day program to address the needs of personal care.  Service Access & Management, Inc. (SAM) ~ New Supports Coordinator will be starting on February 17th.  Person Directed Supports (PDS) ~ an individual is being moved on Monday. There is one female vacancy. There are openings in the Day Program. PDS wants to make sure they are not taking on too many individuals at once. Tours will be scheduled for referrals to make sure PDS can provide the right support.
