The Franklin County Commissioners met Tuesday, February 3, 2015, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
Dick Starlier, Mayor of Waynesboro, provided public comment and saw that the
Board is going to approve the grant funding for the walking trail in Waynesboro and he
wanted to thank them for the grant. He also wanted to thank the Board for attending the
Borough Manager's retirement party last week.
Jay Lightfoot provided public comment that he wishes the Board would go over
each item on the board action listing so that the audience knows what they are spending
money on.
The minutes of the January 27, 2015 and January 29, 2015 meetings were
reviewed. These will be approved Thursday, February 5, 2015.
The Board reviewed Agreements, Contracts and Reports. Commissioner
Thomas asked John Hart, County Administrator, for more information on board action
, letter of amendment and Federal-Aid Bridge Project Reimbursement Agreement.
Mr. Hart explained these documents are for bridge 116, which is a humpback, triple
arch, and one lane bridge going into Fannettsur . This amendment is for construction
costs increasing funding from $465,000 to $930,000. This bridge is on the TIP and
100% State and Federal dollars. Mr. Hart said we are hoping to go out to bid in early
spring and since this bridge is historic, the construction will consist of underpinning the
footers, repointing the stone joints and resurfacing and sealing the road surface to make
sure it's structurally sound. Commissioner Thomas asked for more information on board
action item 11, quote from Martin and Martin. Mr. Hart explained this quote is a
retainer contract at discounted rates due to more of a need for consultant work. If we
don't need the work, then we won't use them. Commissioner Thomas asked for more
information on board action item 13, supplemental appropriation for debt service,
retirement and retiree health benefits costs. Mr. Hart explained this is for retirement and
OPEB due to adjustments at end of the year and the bulk of this is due to the sale of the
nursing home and employees drawing retirement or pulling their funds out of the
county's retirement fund. The following item was approved today and the remainder
items will be approved Thursday, February 5, 2015.
The Board reviewed Liquid Fuels matters. On a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas; unanimously approved the report of Franklin County
Liquid Fuels Act 44 Tax Fund to Pennsylvania Department of Transportation accounting
for revenue and disbursements for the year 2014.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved the appointment of Ellen Ott for a term of January 1, 2015
through January 1, 2013 and Sheldon Schwartz for a term of July 1, 2014 through July
1, 2017, both to the Franklin County Mental Health/intellectual Disabilities/Early
Intervention Advisory Board.

On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved the appointments of Jackie Mowen, Mary-Anne Gordon, Patti
Nitterhouse, Joel rid es, David Sciamanna, Katrina Gayman, Scott Brown and
Commissioner David Keller to the Franklin County Visitors Bureau Board of Directors for
the term of January 1, 2015 through January, 1, 2016.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved the appointment of Barbara Motichka to the Franklin County
Visitors Bureau Board of Directors for the term of January 1, 2015 through January, 1,
2017.
The Board reviewed information regarding Congenital Heart Defect Awareness
Week. Heather Sites, Lead Coordinator of Mended Little Hearts of South Central
Pennsylvania, was present to receive the proclamation. Ms. Sites said she has two
children that were born with congenital heart defects. She founded Mended Little Hearts
to provide support to families in the community and to make the community more aware
of congenital heart defects. The organization has monthly meetings, social events, and
provides care packages to families with children in the hospital. Chairman Keller
informed Ms. Sites that the Board appreciates all that she and the volunteers are doing.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously
approved to sign Franklin County Proclamation #2015-01 proclaiming the week of
February 7— 14, 2015 as Congenital Heart Defect Awareness week and that the
attached proclamation be made a part of these minutes.
The meeting was adjourned at 10:00 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.

Congenital Heart Defect Awareness Week
WHEREAS,the health and well-being of all children throughout Franklin County are of
paramount importance to the county's families and communities;and
WHEREAS, thousands of children are born with birth defects every year,including
approximately 40,000 children in the United States who begin life with one of more than
thirty-five identified forms of congenital heart defects;and
WHEREAS, congenital heart defects are among Franklin County's most common birth
defects and they are often fatal due to their seriousness,a lack of effective medical
intervention options and the limited availability of infant donor hearts;and
WHEREAS, the origins and symptoms of congenital heart defects are becoming more
readily identifiable and the range of surgical options are expanding continuously thanks
to doctors'and scientists'diligent research efforts and field experiences that extend our
body of knowledge every day;and
WHEREAS, there is much to learn about the causes of and effective treatments for
congenital heart defects and it is important for parents,pediatricians and nurses to
recognize the warning signs associated with congenital heart defects among newborns
so they may provide proper treatment as early as possible;and
WHEREAS, many of Franklin County's families and communities are directly or
indirectly affected by infant illness and death caused by congenital heart defects,and
we applaud the efforts of doctors and scientists everywhere who work diligently to
solve life's medical mysteries and to improve the quality of life for us all;
NOW,therefore,We,the Franklin County Commissioners,do hereby recognize
February 7-14,2015 as CONGENITAL HEART DEFECT AWARENESS WEEK in Franklin
County,and we call this observance to the attention of all our citizens.
