HomeMy WebLinkAbout2015-03-26 Commissioner Minutes THURSDAY, MARCH 26, 2015 The Franklin County Commissioners met Thursday, March 26, 2015, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. Jay Lightfoot provided public comment and said Mr. Keller didn't answer his question from last week. Chairman Keller responded that he will respond at the appropriate time. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the March 17, 2015 and March 19, 2015 meetings. The Board reviewed Commissioners Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Supplemental Engineering Agreement 089923-A (original agreement dated July 26, 2012) between the County of Franklin and C.S. Davidson to increase construction phase engineering services by $40,618.43. The Board reviewed additional Commissioners Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Motion for the contract between the County of Franklin and Kinsley Construction, Inc. for construction services for the replacement of Bridge 54 at a cost of$661,511.00 and a completion date of October 30, 2015. Contract will be executed utilizing the PennDOT Electronic Contract Management System (EC MS). Construction costs will be funded 80% Federal, 15% State, and 5% Act 26 funds. The Board reviewed Grants matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Project Modification Request Letter to Department of Community and Economic Development for the Emergency Solutions Grant 2013 to shift funding in the amount of$14,000.00 from Homelessness Prevention to Rapid Rehousing. The severity of the winter weather has increased the demand for rapid rehousing financial assistance and rental assistance. The Board reviewed Grants/Veterans Affairs matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the grant agreement between the County of Franklin and Pennsylvania Department of Military and Veterans Affairs to provide outreach services to veterans in the amount of$12,000.00 for the period of June 1, 2015 through May 31, 2016. Continued on page 2 The Board reviewed Information Technology Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the renewal quote from Business Information Group (BIGWireless, LLC) to provide inspection services and maintenance for the microwave dish network from Adult Probation to Clark's Knob to the Jail, at a cost of$16,390.00 for the period of April 1, 2015 through March 31, 2016. This dish provides network connectivity between the Jail and other County buildings. The Board reviewed Planning matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the grant agreement between the County of Franklin and Franklin County Historical Society to award $45,000.00 from the Franklin County Tourism and Quality of Life Enhancement Grant. This grant was created to fund projects which enhance the quality of life and tourism within the County. Franklin County Historical Society will apply the grant towards the capital improvement project at the Franklin County Old Jail. This will utilize the County's Hotel Tax fund. In accordance with PA Acts 67, 68 and 127 notifications, Failing Spring Environmental Services, Inc. notified the County of a Pennsylvania Department of Environmental Protection NDPES Renewal Permit application being applied by Chambersburg Area School District for the Lurgan Elementary School Wastewater Treatment Facility, located in Lurgan Township. The Board reviewed Property Management matters and conducted a bid opening for the Tuscarora Senior Activity Center Renovation Project. John Hart, County Administrator, explained the County is creating a Senior Enrichment Center to attract more seniors and provide longer hours and more physical and educational activities. The following bidders submitted a bid: Michael Benedict Construction from Waynesboro for a total bid of$79,990.00; Callas Contractors from Hagerstown, MD for a total bid of$79,900.00; D&D Construction from Greencastle for a total bid of$69,300.00; Eagle Construction Company from Greencastle for a total bid of$91,900.00; GRC General Contractor from ZuIlinger for a total bid of$83,968.00; R.A. Hill, Inc. General Contractors from Chambersburg for a total of$78,900.00. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to forward the bids received to the Property Management Director, the County Solicitor and the Purchasing Agent for their review. The Board will award or reject the bids on March 31, 2015 at 9:50 a.m. The Board conducted a bid opening for 2015 Bridge Maintenance. Steve Malesker, Bridge Engineer from C.S. Davison, was present to explain that the first contract for bid is for replacement of guiderails at fourteen county bridges. He said contract#2 is for sediment removal at Bridge #2. Three bidders submitted bids as per the attached document. There were no bids for contract#2. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to forward the bids received to the Bridge Engineer, and the County Solicitor for their review. The Board will award or reject the bids on March 31, 2015 at 9:55 a.m. The Board reviewed Personnel matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the revised job description for the Aging Case Aide II position. Continued on page 3 The meeting was adjourned at 10:25 a.m. with a motion by Robert L.
