The Franklin County Commissioners met Thursday, April 2, 2015, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
Chairman Keller wished everyone a safe and happy Easter weekend. He wanted
to provide Mr. Lightfoot a response about microphones. Chairman Keller will do his best
to make everyone use the microphones when they are speaking.
Jay Lightfoot provided public comment and said Chairman Keller did not answer
his questions as to why the audience can't ask questions when someone is giving a
presentation. Chairman Keller responded that he will get back to Mr. Lightfoot at a later
date.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the March 24, 2015 and March 26, 2015
meetings.
The Board reviewed Aging matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the Food & Beverage License to the Pennsylvania Department of
Agriculture for the Path Valley and Fort Loudon Senior Centers at a cost of$82.00 each.
It is a state regulation to have a food and beverage license renewed annually. There is
no increase from last year and is funded by the Pennsylvania Department of Aging Block
Grant.
The Board reviewed Commissioners matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the Supplemental Engineering Agreement 6AO51®B (original
agreement dated August 22, 2012) between the County of Franklin and C.S. Davidson
to increase construction phase engineering services for Bridge 116 by $37,694.00.
The Board reviewed additional Commissioners matters. On a motion by Robert
L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Notice to
Proceed to C.S. Davidson, Inc. and KCI Technologies for Construction Consultation and
Construction Inspection for Bridge 54 (Store Lane). This is a PennDOT requirement.
The Board reviewed Controller matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the agreement between the
County of Franklin and PressTek to provide maintenance and service for the FD2050
Formax; which is used to fold and seal mail, W-2s, accounts payable checks and payroll
checks. This agreement covers labor and travel, parts, basic training, four default
inspections per year and priority response at a cost of$1,474.20 for the period of April 1,
2015 through March 31, 2016.

The Board reviewed Grants matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziorowski; unanimously approved the Surant agreement
between the County of Franklin and Over the Rainbow— Franklin County Children's
Advocacy Center (CAC) for the CAC to receive Pennsylvania Commission on Crime and
Delinquency (PCCD) grant funds in the amount of$50,000 to be used for executive
director wages and benefits, managing interviewer/facilitator wages and travel and
training.
The Board reviewed Transportation matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziorowski; unanimously approved the grant award from
Pennsylvania Department of Transportation to purchase 6 replacement buses. The
vehicles are replacing current buses that have exceeded their useful life in years and/or
miles. The grant amount is $420,000.00 and is 30% Federal and 20% State funds.
In accordance with PA Act 14 notifications, Plenary Walsh Keystone Partners
notified the County of a Pennsylvania Department of Environmental Protection Bureau of
Waterways Engineering and Wetlands Permit application being applied to repair a
structurally deficient bridge in Fannett Township.
In accordance with PA Acts 67, 63 and 127 notifications, Red Barn Consultants
notified the County of a Pennsylvania Department of Environmental Protection NDPES
CAFO Permit application being applied by Chris Brechbill for an existing operation on
property located in the Guilford Township.
In accordance with PA Acts 67, 66 and 127 notifications, Dominion Resources
Services, Inc. notified the County of a Pennsylvania Department of Environmental
Protection Air Quality State-Only Operating Permit Renewal to continue operating its
Chambersburg Compressor Station located in Hamilton Township.
In accordance with PA Acts 67, 63 and 127 notifications, Penn Terra
Engineering, Inc. notified the County of a Pennsylvania Department of Environmental
Protection NDPES Permit application being applied by B2M2, LLC c/o Harold Blubaugh
for a proposed development of 113 single family lots on property located in the
Washington Township.
The Board met with the Human Resources Director, the Controller, Veterans
Affairs Director, Director of Property Management, Director of Custodial and Juvenile
Probation Supervisor for Salary Board matters.
This was the date to award or reject the bids for the printing of ballots for the
Municipal Primary Election. Jean Byers, Deputy Chief Clerk, was present and
explained that based on a review by herself and the County Solicitor, they are
recommending Beidel Printing House, Inc. even though they were the highest bid. She
explained after the Solicitor's review, the second printer did not meet the bid
specifications. Mary Beth Shank, County Solicitor, explained further that County Code
requires that the award is given to the lowest qualified bidder but one of the
requirements is the bidder needs to be within 30 miles of Camersur . The reason for
the 30 miles is due to if we run out of ballots on election day, having a printer in
Pittsburgh is not sufficient if we need a quick delivery. Ms. Byers also explained the
need to test ballots at the printer, it's an exact science and we have to be 100%
accurate. Also with a local printer, we will get delivery right away which gives Ms. Byers
time to inspect and test the ballots. On a motion by Robert L. Thomas, seconded by
Robert G. Ziobrowski; unanimously approved to award the bid for the printing of ballots
for the 2015 Municipal Primary to Beidel Printing House, Inc. for a total bid price of
$26,633.00. This proposal is the most qualified bidder.
