HomeMy WebLinkAboutMH Provider Meeting Minutes 6-12-15Mental Health Provider Meeting Human Services Building Friday, June 12, 2015 1 MEETING MINUTES § Welcome and Introductions Everyone introduced themselves and their agency affiliation. § Franklin County Transportation Services Overview - Cindy Blackstock Cindy Blackstock, Medical Assistance Transportation Program (MATP) Coordinator provided an overview of Franklin County Transportation and services offered. Below are some facts and services offered by Franklin County Transportation:  Shared ride program that handles the entire county including outlying areas.  Door to door service so consumers do not have to go to a bus stop.  Funding comes from various services, local and state (Aging, DHS, etc.).  Anyone with a valid PA access card is eligible for MATP/transportation. - There are some transportation benefits withheld from MA recipients if they are incarcerated, hospitalized, in a residential setting, etc. MA eligibility is checked for these individuals to make sure they get converted back.  Those who have MA are eligible for transportation to medical appointments only with no co pay. - If a child (up to 18 years of age) needs to go to an appointment, their parent or guardian will be covered for transportation as well. - A rider must be 18 years of age to ride without an escort. If someone is getting close to that age and has proven to be responsible, this can be overturned. This is decided on a case by case basis after permission is requested from the individual. - Under age 8 and under 80 lbs., the child must be in a car seat provided by the parent or guardian. The car seat must be taken with to appointments.  Mileage reimbursement program is available for MA recipients; 12 cents a mile.  Some out of county transportation can be provided if a two weeks’ notice is provided. There is, however, a contained region.  Services are provided for individuals with a disability, 18-64 years of age. - Disability can be permanent or temporary. - Covers not only medical appointments but other nonmedical trips, such as grocery stores, etc. - Most trips have a reasonable co pay based on distance.  Services are provided to seniors, ages 60 and up. - Most trips cost $1.50 (one way) due when boarding for pick up and drop off. - If a senior does not feel they can afford the co pays have them contact Aging for gold cards and free passes. - If the seniors do not have MA, they are transported to medical appointments and other essentials, such as hair salons, etc.  Professionals can assist with the application process for transportation. Individuals can also access the application online: http://www.franklincountypa.gov/index.php?section=transportation_Applications. - Applications must be fully completed. If an individual with a disability applies for transportation, documentation of that disability must be provided. Signatures must be on the applications. - A user guide is provided to anyone who applies for transportation.  Riders are eligible to have escorts with them, if needed, as some are unable to travel on their own due to restrictions. Escort information needs to be on file. Mental Health Provider Meeting Human Services Building Friday, June 12, 2015 2 - An escort must be consistent. The person receiving services cannot have an escort one time and the next trip not need one.  Staff is available for transportation between 7:30 a.m. and 4:30 p.m. Reservations for trips are taken between 8:30 a.m. and 3:30 p.m. - Everyone must be pre-registered. Transportation using Ecolane; software chosen by PennDot. - Appointments can be taken one week out or the next day (as long as it is scheduled by 1:00 p.m. the day before). - Bus services must be made between 9:00 a.m. and 3:00 p.m. If someone has an appointment, they must be finished by 3:00 p.m. - If someone has a behavioral health appointment, they can call transportation when they are ready to be picked up (at will call).  No show policy is if a consumer has two no shows within 30 days, they are responsible for a $10 no show fee. - Everyone receives a courtesy letter for their first no show. If they receive a second letter, they are responsible for the no show fee.  Open to general public on a distance based fare. If the trip is less than 2 miles, it is under $10. Trips can be up to $36.  There is no bilingual staff but a language line is used. MA applications and mileage reimbursement has been translated to Spanish. Questions/Comments -  Are animals allowed on the vehicles? - Documented service animals are the only animals allowed. Certified Service Animals or Emotional Support Animals (ESA) was brought to question. Cindy will check with PennDot to see their ruling on this.  If a mother is taking a child to an appointment and there is a younger sibling, are they able to attend the trip? - Transportation is not able to take additional riders. The system is figured out to the seat number.  MH has a contract with Franklin County Transportation for individuals who do not have MA and need to attend mental health appointments. SAM case workers refer individuals to Jim. Eligibility criteria are looked at to make sure individuals qualify. Funding is for mental health related appointments only. § Provider Announcements and Updates  UCBH/Meadows - Stephany Fry Stephany thanked everyone who has worked with the Child/Adolescent Partial over the years as it will be closing. Individuals receiving services are currently being transitioned out and will be successfully transitioned by the end of the month. If anyone has any questions or concerns about the transition, please contact Stephany.  Mental Health Association - Sheri Morgan There are still spots open to attend the Applied Suicide Intervention Skills Training (ASIST) being held on June 27th and 28th from 9:00 a.m. - 5:00 p.m. Please contact MHA for more information. Christmas in July is Friday, the 17th at Norlo Park starting at 9:00 a.m. Invitations will be sent out.  Pyramid Healthcare - Kathy Beidel Mental Health Provider Meeting Human Services Building Friday, June 12, 2015 3 Dr. Ikram, psychiatrist, will start at Pyramid’s Waynesboro office on June 15th.  Keystone Rural Health Center - Kelly Goshen Keystone has an additional child/adolescent psychiatrist, Dr. Rebecca Eleanya, starting on July 13th.  Family Care Services - Charlie Ruthrauff Successfully building capacity in foster care homes will in time yield CRR host homes. FCS has been actively recruiting for about two years. There are now about a dozen families that have clients.  Grove Menu - Keystone Service Systems (hand out) The Grove Menu is a program being used in the Specialized Community Residence in Chambersburg (an eight bed facility) that was implemented in November 2014. It is a program available for purchase. Set up is easy. The Grove menu runs from Sunday through Saturday. When the menu is brought up, a list of breakfast, lunch, dinner and snacks is shown. Suggestions are there for what to make that day, which can be edited. The menu is dietician approved. When getting set up, it is asks how many consumers are in the residence, if there are dietician needs (low sodium, etc.), allergies, medical information, etc. If there are dietician needs, the menu will adjust for that resident. The Grove menu is about portion control and is more nutritional. The menu has cut down staff time in preparing meals for residents. The prepping is mostly done on the overnight shift and all the day shift has to do is put the meal in the oven. The menu gives you recipes so that you can print them out and create recipe books. There is an alternative to the menu. If someone does not want what is being served that day, they may choose the alternative. Since the Grove menu was started in November, there have been some really good outcomes with residents, such as weight loss and medication changes. Please review the Grove Menu hand out for more details. § Children’s Services  CASSP Update - Kim Lucas With the school year ending, Kim is available to go to agencies to discuss CASSP in depth and how it can be a helpful resource. A list was created for when it is a good time to refer to CASSP. Kim is preparing this document and will get it sent out as soon as possible. If anyone has any questions, please contact Kim (kmlucas@franklincountypa.gov or 717-709-2307). With children services, it is often seen where grandparents are raising children. An Aging and Behavioral Health Training will be taking place on June 24th from 9:00 a.m. - 12:00 p.m. at the Human Services Building. The training is on outreaching to older adults with depression, anxiety and dementia. To sign up, please contact Richard Albrecht (realbrecht@franklincountypa.gov or 717-263-2153) by June 19th.  TMCA Update - There was no representation from Tuscarora Managed Care Alliance.  PerformCare Update - Janina Kloster Mental Health Provider Meeting Human Services Building Friday, June 12, 2015 4 PerformCare and TMCA sponsored a two day Trauma Training. There were 11 clinicians that attended who will become trauma certified. PerformCare is sponsoring Functional Behavioral Analysis (FBA) Training at the end of July in Mechanicsburg. PerformCare/TMCA Stakeholder meetings take place every quarter at 10:00 a.m. at the Administrative Annex on North Second Street. These meetings are open to all providers in Franklin and Fulton counties, as well as consumers. http://pa.performcare.org is a great resource for information and provider training. There are free webinars that come with CEUs. There were more admissions but fewer days of stay. The number of individuals with two or more admissions during the quarter increased. There has not been a lot of activity at the Holy Spirit Extended Acute Care. The County is loaning two out of three beds to Cumberland/Perry. Jim recently received an EAC referral from Roxbury Treatment Center. Danville State Hospital continues to utilize seven beds, which is two over the bed cap.  Miscellaneous Updates from Jim The Franklin County website has been updated. The link has remained the same: http://www.franklincountypa.gov/. MH/ID/EI is interested in seeing what providers would like to see on the MH/ID/EI portion of the website. Please send ideas to Erin Nye (ednye@franklincountypa.gov). Mental Health Provider Meeting Human Services Building Friday, June 12, 2015 5 A packet with information containing 211 was available. Individuals are encouraged to call 211 for help. Various resources are available within 211. Dial 2-1-1 or visit https://pa211.communityos.org. Also, the Contact Helpline is available at 171-652-4400 for individuals who need someone to talk to. Some reasons people call the Contact Helpline are: depression, anxiety, feeling lonely, problems with family or friends, job worries, money concerns, food needs, shelter, anger, etc. § New Agenda Items  Interim Cost Settlement Process/Fiscal - Ed Franchi & Becky Leidig Internally generated statements for the entire fiscal year (July 1 - June 30) are due by the end of July, at the latest. With the Block Grant, the turnaround time needs done sooner. If anyone has any questions, please contact Ed Franchi (eefranchi@4umgt.com or 717-264-5387 ext. 21121). Invoices must be submitted by July 15th for providers who bill through CPR-web and July 20th for program funded invoices. If an extension is needed, Becky needs to know immediately as there is limited time to close out year-end. If anyone has any questions or needs an extension, please contact Becky (raleidig@franklincountypa.gov or 717-264-5387 ext. 21120).  Budgets, Projections and Variances & Miscellaneous - Steve Nevada With budgets being tight across the state, the focus has been on trying to avoid drastic variances, even within 1%. It is known that unexpected things happen, such as staff going out on FMLA. Such things cause a variance within a provider budget. If/when providers know about such changes, please notify the County so it can be budgeted for. Please make sure to put effort into projection sheets as they are relied on for projecting out budgets. The County and providers need to make sure dollars are as close to their budget as possible and that there is justification for budgets/variances. The state budget is still pending. At this point, October is the anticipated date. It is unsure how the County will handle if the budget does not get passed. More updates should be received in two weeks. Steve will keep everyone apprised. Please make sure that you are in compliance with clearances. Information has been sent out on obtaining all three clearances (FBI, PSP and Child Abuse). Clearances must be completed every 36 months. There has been a reduction to price of clearances as well. New employees must receive their clearances with 90 days of employment. The County obtained one of the ten grants on trauma from Substance Abuse and Mental Health Services Administration (SAMSHA). SAMSHA provided training on June 4th. The focus is on forensic community. A strategic plan is being developed to figure out how to continue to inform all of trauma. The County will receive six months of technical assistance from SAMSHA. The Criminal Justice Advisory Board (CJAB) will continue to drive the grant. Mental Health Provider Meeting Human Services Building Friday, June 12, 2015 6  Local MH System - Strategic Planning - Cori Seilhamer & Quentin Helsel (intern) As provider service system of the County, this is an opportunity to capture what services we have, what is needed and what barriers we may face. Providers may not know what each services each other provide. The Sequential Intercept Model was introduced. It focuses entirely on criminal justice. The model was adjusted (by Quentin for our purposes) for the mental health system. It is used to find gaps in services. As shown below, the green line would be the best case scenario, yellow would be not the best but yet not the worst and the red would be the worst case scenario. Please refer to the MH Sequential Intercept Model attachment that was sent with these minutes for more information of provider services. During the MH provider meeting, providers wrote their services and attached them to the categories on the model. By doing so, it allowed everyone to see existing services, where the gaps are in the system and where services are needed. The model is to help make the community/system better. Going forward, agendas for MH Provider Meetings will have specific topics under the “Local MH System” item that the group will focus on. Each provider meeting, we will look at different aspects based on conversations. Provider participation is appreciated. The meeting was adjourned.
