The Franklin County Commissioners met Tuesday, June 30, 2015, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
There was no public comment.
The minutes of the June 23, 2015 and June 25, 2015 meetings were reviewed.
These will be approved Thursday, July 2, 2015.
The Board reviewed Agreements, Contracts and Reports. The items will be
approved Thursday, July 2, 2015.
The Board reviewed Fiscal matters. On a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas; unanimously approved the contract between the County
of Franklin and 4U Management, LLC to provide fiscal and management services to
support the operations of county human services programs to include sub-recipient
monitoring, cost settlement, provider audits and special projects as needed at a cost of
$30,343.00, estimated county cost is ,50. 0, for the period of July 1, 2015 through
June 30, 2016.
The Board reviewed Grants/CJAB matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Project
Modification Request to PA Commission on Crime and Delinquency to reallocate
$35,000 to be used for reentry employment services and in addition, move existing funds
for New Hope's reentry housing program into cate oricals experiencing greater demand
to include: case management, house monitoring, and transportation.
The Board reviewed Human Resources matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Letter of
Agreement between the County of Franklin and PA Department of Human Services
(DHS) to terminate the agreement dated June 27, 1973 between the County, PA State
Civil Service Commission (SCSC) and DHS which extends the Civil Service Act, Rules
of the SCSC, and the services of SCSC to Child Welfare, Mental Health, Intellectual
Disability, Aging and Drug &Alcohol personnel of Franklin County. This letter also
serves as approval to begin utilizing the county-developed and administered merit-based
system of employment.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved all bills presented and ordered paid.
