MINUTES
Welcome & Introductions
› Everyone introduced themselves and their agency affiliation.
Fiscal Updates
› Interim Cost Settlement Update
It appears Ed has received all information needed from providers for interim
cost settlement for fiscal year ending June 30, 2015. He is currently in the
process of completing it with a goal of next week. As a reminder, if you are a
provider that provides base services that are cost settled, please make sure
to send your internally generated reports to Ed Franchi.
› Billing & Projection Spreadsheet
Ashley will be sending new billing and projection spreadsheets for FY 15-16
to providers within the next week or so. If anyone has any questions they can
contact Ashley McCartney.
When completing the spreadsheet, the total does not need to equal the
contract encumbrance. If utilization is going to be higher or lower than the
contract amount, this should be indicated on the spreadsheet so proper
planning can be started. Providers should not use 1/12th of contract each
month unless that is the accurate utilization.
› Friendly Reminders for our Base Funded Providers
Reports due prior to our next meeting (by August 15th):
Quarterly Report of Expenditures (April – June)
Salary Review for FY ending June 30th
Property Purchased Report for FY ending June 30th
Property Leased Report for FY ending June 30th
Fixed Assets Purchased with MH/ID/EI Funds for FY ending June 30th
For the Property Purchased, Property Leased and Fixed Assets Purchased
reports – if there have been no purchases, please submit the report with N/A
instead of just not submitting a report at all.

› Budget & Future Utilization of Resources
The state budget has yet to be passed and does not sound like a resolution is
any closer. Franklin and Fulton counties have agreed to pay necessary
expenditures moving forward. The counties will continue to analyze this on
an ongoing basis to determine availability of funds. It is unknown how long
this can be sustained but providers will be updated as we are.
Administrators and ID Programs across the state have discussed the ongoing
fiscal cost of the ID program, how it is managed, how resources are allocated

and how we can continue to sustain the programs. There have been some
challenges as costs continue to increase. The group is looking at ways to
utilize available dollars. Some counties have been given larger allocations
based on old formulas. Question has been is there a way to base each
person’s budget on their acuity of need. Nothing has been sent out from the
state yet. This is just a heads up as it continues to be discussed.
› Contract Process Survey
MH/ID/EI is looking to send out a survey for feedback on the contract
process as we do not want the process to be cumbersome. There are things
that are unable to be changed but we want to make the process as efficient as
we can. Please take the time to complete the survey. If you receive the survey
and do not handle contracts, please forward it onto the person responsible
for contracts. The input will be used to see if changes are able to be made.

› AEOM Process Changes
Process changes took place in the Administrative Entity Oversight
Monitoring this year. Lori reviewed them and does not believe any of the
changes will affect providers. Questions are being removed that do not go
with the AE. There are also eight (8) new policies and procedures required,
which the County has all of them. Lori has tweaked the policies to meet the
criteria per the AEOM.
› Draft 6100 Regulations

Comments were due at the end of May. However, if you still have feedback let
us know and Steve can route the feedback to ODP. Lori is currently
comparing the 6100 regs to Chapter 51. It appears as if they hold the same
structure and categories; vague but specific. The provider orientation is new.
There is no date of when they will implement the 6100s.
Q: who will conduct the audits/monitoring, the SC or AE. – A: Right now, the
state is looking to combine it with the provider monitoring. A meeting is
taking place in September. Lori will pass on any information as she gets it.
› AE Quality Management Plan 2015-2017
Please review “Overview of 2015-2017 Quality Management Plan” handout.
The handout contains the outcome from ODP, objective for 2015-2017 and
trends and baseline data. Lori provided a brief overview of the handout.
Individual to Individual (I2I) abuse is a new objective being measured. As a
result to ODP redefining I2I abuse, there has been an increase in incidents.
For the employment goal, ID is looking to collaborate with any providers that
have individuals who have employment in the community. However, this is

currently on hold until the budget is passed. ID is working with AHEDD and
any other providers interested to have an Employment Fair. If your agency
provides employment in the community (supported employment) and is
interested in the Employment Fair, please contact Lori Young.

› ICD-10 Codes
ICD-10 compliance date changed to October 1, 2015. There have been
concerns about billing due to nothing changing in HCSIS. FYI – there will be a
system change; probably at the end of September. New codes are as follows:

If services were rendered on or prior to September 30th, 2015 and billed for
later in October, the provider would use the ICD-09 diagnosis codes. If
services were rendered on or after October 1st, 2015, providers must bill
using the ICD-10 diagnosis codes regardless of when billed.
› Current ISP Manual
The current ISP manual never came out in an informational packet from ODP
Consulting. The manual was revised April 30th, 2015. Jane recommends that
SCs and program staff print out a copy of the ISP manual and carry it with
them to meetings to use as a reference. One thing to point out in the manual
under Home and Community, “services shall not be rendered in a building or
a room owned, rented or leased by providers with the purpose of providing
services solely to individuals with a disability.” This means individuals
cannot go to your agency to do shredding anymore. If a provider has a
location opened for respite, individuals come in and cook, you cannot do
home and community out of that.

› Respite Site Address
All Licensed and Unlicensed Out-of-Home respite services for both 24 hour
unit and 15 minute unit must be billed using the service location (physical

address) where the service was rendered. It can no longer be “site not
specified” unless it is provided in the person’s private home.
Round Table/Provider Updates
› HCQU ~ Tammy Lagraffe
Brain Injury t raining is being held at the Child Welfare Building in
Mechanicsburg on Friday, October 23rd. Handout was provided.
The fourth quarter syllabus for HCQU Trainings is available. Handout was
provided. If anyone has any questions for the HCQU or would like to hold a
training at their facility, please contact Tammy.
› Occupational Services, Inc. ~ Deb Thomas
OSI’s picnic is Friday, September 11th at the Memorial Park in Chambersburg.
› Service Access & Management, Inc. ~ Matt Yingling
SAM has hired a new Supports Coordinator (SC), Elizabeth Hutchison. Due to
the increase in referrals an additional SC was needed.
› Keystone Human Services ~ Bridget Pugh
Staff Appreciation Picnic is on Friday, August 28th from 11:00 a.m. – 2:00 p.m.
at the Hamilton Ruritan. SCs are welcome to come.
Keystone is looking for a building to move their admin. At this point, they are
unsure if they are relocating the day program. If anyone has any ideas of
property, please let Bridget know.
