The Franklin County Commissioners met Thursday, August 13, 2015, with the
following members present: David S. Keller and Robert L. Thomas. The Board
attended the Prison Board meeting. Chairman Keller presided and after calling the
meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the
business of the day.
Commissioner Ziobrowski was not in attendance today. Chairman Keller
announced that three items were removed from the original board action agenda. John
Hart, County Administrator, explained the Children &Youth Needs Based Budget,
United Way and Christian Recovery Aftercare Ministries (CRAM) agreements were
pulled from the agenda. He said the United Way and CRAM were pulled due to PCCD
has not approved the funding for these agreements. On a motion by Robert L. Thomas,
seconded by David S. Keller; unanimously approved to adopt the amended agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously
approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously
approved the minutes of the August 6, 2015 meeting.
The Board reviewed Children &Youth matters. On a motion by Robert L.
Thomas, seconded by David S. Keller; unanimously approved the report to Pennsylvania
Department of Human Services showing expenses and revenues of Act 146 funding for
July 1, 2014 through June 3 , 2015 in the amount of$9,217,000.00.
The Board reviewed Grants matters. On a motion by Robert L. Thomas,
seconded by David S. Keller; unanimously approved the application to Pennsylvania
Commission on Crime and Delinquency (PCCD) for the STOP Grant Project to establish
collaboration among law enforcement, prosecution and victim services to improve
response to victims of sexual assault, domestic violence, dating violence and stalking.
The majority of the grant funds will be passed through to Women in Need, remaining
funds will cover a portion of the Assistant District Attorney's salary. Grant request is for
$125,000.00 for the period of January 1, 2016 through December 31, 2016.
The Board reviewed Grants/CJAB matters. On a motion by Robert L. Thomas,
seconded by David S. Keller; unanimously approved the pass through agreement
between the County of Franklin and Women in Need allowing the county to act as the
liaison between the Pennsylvania Commission of Crime and Delinquency (PCCD) and
Women in Need, in applying for the PCCD STOP Grant funds in the amount of
$90,000.00, for the period of January 1, 2016 through December 31, 2016.
The Board reviewed Transportation matters. On a motion by Robert L. Thomas,
seconded by David S. Keller; unanimously approved the Final Fourth Quarter Medical
Assistance Transportation Program ( ATP) Expenditure Report for Fiscal Year 2014®
2015, in the amount of$561,671.00. This is reimbursed by 53% State Funding and 47%
Federal funding.

In accordance with PA Acts 67, 68 and 127 notifications, Buchart Horn, Inc.
notified the County of a Pennsylvania Department of Environmental Protection General
Permit®5 application being applied by Antrim Township to reroute 5,000 linear feet of 18
inch gravity sewer to divert flows from pump station 5 and pump station 25 to avoid
surcharging the system, located in Antrim Township.
The meeting was adjourned at 9:52 a.m. with a motion by Robert L. Thomas;
seconded by David S. Keller.
