The Franklin County Commissioners met Thursday, September 10, 2015, with
the following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. The Board attended the Prison Board meeting. Chairman Keller presided
and after calling the meeting to order, a Moment of Silence, and the Pledge of
Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the September 1, 2015 and September 3, 2015
meetings.
The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded
by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to
execute the renewal contract between the County of Franklin and KeyTrack, Inc. for
maintenance/support coverage for the Jail's key box system, including 24 hour phone
support service. This service is imperative to the safety and security of the Jail's daily
operations for the period of October 1 , 2015 through October 1 , 2016, at a cost of
$732.60.
The Board reviewed Planning matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the contract between the
County of Franklin and Pennsylvania Department of Community and Economic
Development for the 2014 Community Development Block Grant, for a grant amount of
$310,334.00 for the period of August 5, 2015 through August 4, 2020.
The Board reviewed Property Management/Commissioners matters. On a
motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved
for the Chairman of the Board to execute the contract between the County of Franklin
and RE/ AX Realty Agency to list available suites at 14 North Main Street on the MLS
listing, perform background checks on potential renters, and schedule site inspections
with the County for the period of September 1, 2015 through September 1, 2016, in the
amount of one month's rent upon lease agreement.
The Board reviewed Tax Claim matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Exonerations for mobile
homes that have been abandoned in Hillside Manor and Rolling Acres in St. Thomas
Township.
The Board reviewed Transportation matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the request to Pennsylvania
Department of Transportation to increase the zone fare rate to meet the increased costs
of operations for the Shared-Ride Transportation program. The last fare increase was
implemented on November 1, 2011. This request is to move to a six zone structure with
fares ranging from $15.00 to $55.00 based on mileage.

In accordance with PA Acts 67, 68 and 127 notifications, C.S. Davidson, Inc.
notified the County of a Pennsylvania Department of Environmental Protection General
Permit GP-11 application being applied by Quincy Township for replacement of the
existing metal superstructure of the Old Forge Road Bridge, located in Quincy Township.
In accordance with PA Acts 67, 68 and 127 notifications, William A. Brindle
Associates, Inc. notified the County of a Pennsylvania Department of Environmental
Protection NPDES Permit application being applied by Jeffery Myers for land
development for a residential dwelling, located in Greene Township.
In accordance with PA Acts 67, 68 and 127 notifications, New Enterprise Stone &
Line Co., Inc. dba Valley Quarries notified the County of a Pennsylvania Department of
Environmental Protection Air-Quality Renewal Permit application for the Chambersburg
blacktop facility, located in Guilford Township.
The Board reviewed Election matters and conducted a bid opening for Printing,
Furnishing and Delivery of Ballots for the Municipal Election. The following bidder
submitted a bid: Beidel Printing House, Inc. from Shippensburg, PA for a bid of$318.80
per precinct or a total bid of$23,910.00. On a motion by Robert L. Thomas, seconded
by Robert G. Ziobrowski; unanimously approved to award to Beidel Printing House, Inc.
for a total bid of$23,910.00. This was the only bid received.
The meeting was adjourned at 9:57 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
