The Franklin County Commissioners met Thursday, October 1, 2015, with the
following members present: David S. Keller and Robert L. Thomas. Chairman Keller
presided and after calling the meeting to order, a Moment of Silence, and the Pledge of
Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously
approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously
approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously
approved the minutes of the September 22, 2015 and September 2 , 2015 meetings.
The Board reviewed Commissioners matters. On a motion by Robert L. Thomas,
seconded by David S. Keller; unanimously approved the agreement between the County
of Franklin and Borough of Chambersburg for the County to reimburse the Borough of
Chambersburg for the County's cost share of the Right of Way and Interior Parking Lot
Sinae Plan to help direct visitors in need of parking in the Borough. The County's
share will be a total of$46,205.72, paid in 2 invoices totaling $24,102.66 each.
The Board reviewed additional Commissioners matters. On a motion by Robert
L. Thomas, seconded by David S. Keller; unanimously approved the Lease Agreement
between the County of Franklin and Ronald and Mary Martin for leasing of space at 22
N. Oiler Avenue, Waynesboro to be used for Magisterial District Judge office space at a
cost of$2,916.00 per month for rent and $991.00 per month for utilities, trash, taxes and
insurance. This agreement is for the term of October 1, 2015 through September 30,
2020, with the option to renew for an additional five year period with an 8% increase in
rent and utilities.
The Board reviewed Grants Management matters. On a motion by Robert L.
Thomas, seconded by David S. Keller; unanimously approved the Grant Application to
PA Commission on Crime and Delinquency (PCCD) to support the expansion of the
Children's Advocacy Center in its second year as it provides services to child abuse
victims and child witnesses of crimes and works to meet NCA Accreditation standards.
The grant request is $40,000.00 for the period of January 1, 2016 through December 31,
2016.
The Board reviewed Human Services matters. On a motion by Robert L.
Thomas, seconded by David S. Keller; unanimously approved the Supplemental
Appropriation to record a shift in funding for the Fiscal Year 2014®2015 Human Services
Block Grant (HS G) in the amount of$5,373.00. This will transfer funds from Mental
Health to the Human Services Development Fund to cover administrative expenses
related to the HS G and Information and Referral.

The Board reviewed Information Technology Services matters. On a motion by
Robert L. Thomas, seconded by David S. Keller; unanimously approved the renewal
contract between the County of Franklin and AccesslT Group for the annual
maintenance of the county's Checkpoint firewall system at a cost of$44,705.00 for the
period of October 1, 2015 through October 1, 2016. This cost also includes covering the
Department of Emergency Services under the Checkpoint agreement.
The Board reviewed additional Information Technology Services matters. On a
motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved the
agreement between the County of Franklin and Comcast to replace CenturyLink internet
services with Cormcast internet services at the following Magisterial District Judges
locations: Greencastle, Fayetteville, Mercersburg and Waynesboro. The cost will be
$102.65 per month, per location.
The Board reviewed Property Management matters. On a motion by Robert L.
Thomas, seconded by David S. Keller; unanimously approved for the Chairman of the
Board to execute the proposal from TRANS to replace a gas heater boiler core at the
Agricultural Extension Building for a one-time cost of$2,140.00
In accordance with PA Acts 67, 63 and 127 notifications, Carl Bert&Associates
notified the County of a Pennsylvania Department of Environmental Protection NPDE
Permit application being applied by the Borough of Shippensburg and William H. & Lois
H. Cressler Limited Partnership for the realignment of Rowe Road, located in
Southampton Township.
The meeting was adjourned at 9:33 a.m. with a motion by Robert L. Thomas;
seconded by David S. Keller.
On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously
approved to reconvene at 11:00 AM and amended the agenda to include a Declaration
of Disaster due to a pending storm that may strike Franklin County this coming weekend.
On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously
approved a Declaration of Disaster Emergency in anticipation of possible flooding or
damage that may result due to the Joaquin Hurricane that may impact Franklin County
on or about October 1, 2015.
