The Franklin County Commissioners met Tuesday, October 6, 2015, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
John Hart, County Administrator, asked the Board to amend the agenda to
include an action to authorize Sean Crager, CIO, to sign the agreement between the
County and Google that the Board approved at a recent meeting. He explained that
Information Services could not load the original agreement for electronic signatures. On
a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously
approved to adopt the amended agenda.
Kim Wertz provided public comment and thanked the Commissioners and Carrie
Gray, Assistant County Administrator, for trying to answer her hypothetical question last
week. She said if it ever comes to fruition, the ramifications that could occur are scary.
The minutes of the September 29, 2015 and October 1, 2015 meetings were
reviewed. These will be approved Thursday, October 8, 2015.
The Board reviewed Agreements, Contracts and Reports. Commissioner
Thomas asked April Brown, Drug &Alcohol Director, for more information on board
action item #2. Ms. Brown explained the agreement with PA Department of Drug &
Alcohol Programs is a 5 year contract and has historically been a 5 year contract. She
explained the funding may shift throughout the year and locally we have the option to
contract out yearly with providers. The items will be approved Thursday, October 8,
2015.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved the request of Sean Crager, CIO, to approve permission for him
to execute the Business Associate Agreement between Franklin County and Google
allowing the county to internally exchange HIPAA information between departments.
This approval is a one-time approval and Mr. Crager will execute this agreement utilizing
an electronic signature. This agreement was previously approved by the Board on
September 17, 2015.
The Board reviewed information regarding National Long-Term Care Residents
Rights Month. Traci Kline, Area Agency on Aging Director, and Angela Pickel, Human
Services Program Specialist, were present to receive the proclamation. Ms. Pickel
explained she works with the Ombudsman Program and she has a core of twelve
volunteers to help monitor and provide support to anyone in a long term type of program.
She is asking the Board for a proclamation to increase awareness across the
community. Ms. Kline explained the Ombudsman Program does touch many facilities or
anyone in a long term care type program. It is imperative for residents that don't have
families to make sure their rights are met. On a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas; unanimously approved to sign Franklin County
Proclamation #2015-14 proclaiming the month of October as National Long-Term Care
Residents' Rights Month 2015 and that the attached proclamation be made a part of
these minutes.
The meeting was adjourned at 9:57 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.

CARE Matters
Whereas, there are more than 1.6 million individuals living in 16,000 nursing homes; and 1 million
individuals living in 50,000 board and care/assisted living facilities in the U.S.; and
Whereas, the federal Nursing Home Reform Act of 1987 guarantees residents their individual rights in
order to promote and maintain their dignity and autonomy; and
Whereas, in Franklin County there are approximately 1800 individuals residing in 23 licensed facilities all
of whom should be aware of their rights so they may be empowered to live with dignity and self-
determination; and
Whereas, we wish to honor and celebrate these citizens, to recognize their rich individuality, and to
reaffirm their right to vote and participate politically, including the right to have a say in their care; and
Whereas, individuals and groups across the country will be celebrating Residents' Rights Month with the
theme-"CARE Matters"-to emphasize the importance of affirming these rights through facility practices,
public policy and resident-centered decision-making.
Now, therefore, we the Commissioners of Franklin County, PA do hereby proclaim October 2015 as
National Long-Term Care Residents' Rights Month, throughout our county and encourage all citizens to
join us in these important observances.
