The Franklin County Commissioners met Thursday, October 8, 2015, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the September 29, 2015 and October 1, 2015
meetings.
The Board reviewed Commissioners Office matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Contract
Change Order for the 2015 Bridge Maintenance Program to increase cost$750.00 for
Type 2SC guide rail used at Bridge 78A to avoid a high pressure gas line in the
area. This will also apply liquidation damages in the amount of ($7,000.00), due to the
completion of the project being past the contracted date of August 30, 2015. This
change order will decrease the original contract price of$275,781.50 by $6,250.00.
The Board reviewed Drug &Alcohol matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Grant Agreement
between the County of Franklin, County of Fulton and PA Department of Drug and
Alcohol Programs to provide funding for the Drug and Alcohol program for the period of
July 1, 2015 through June 30, 2020.
The Board reviewed Human Resources matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the renewal
contract between the County of Franklin and The Standard to provide Group Life
Insurance for County employees at a cost of$15,598.08, no increase to the County, for
the period of January 1, 2016 through December 31, 2017.
The Board reviewed additional Human Resources matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
renewal contract between the County of Franklin and Coventry Health to provide retiree
health care benefits for retirees eligible for post-employment health care at a cost of
$309,600.00 for the period of January 1, 2016 through December 31, 2016.
The Board reviewed Information Technology Services matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
proposal from Celerity Integrated Services, Inc. to install a fiber optic connection
between the Franklin County Department of Emergency Services and the Franklin
County Jail at a cost of$61,100.00. This project will provide network connectivity
between the two locations. Celerity was awarded the RFP on September 29, 2015.

The Board reviewed Solicitor/Tax Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement
between the County of Franklin and David Lehman, Esq. to provide mediation services
for the Target real estate tax appeal at a cost of$1,350.00. This is the County's shared
portion that is shared equally with the Chambersburg Area School District.
The Board reviewed Tax Claim matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Exoneration for a mobile
home that has been abandoned in Village Green Manor, located in Greene Township.
The Board reviewed additional Tax Claim matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Exoneration for
a mobile home that has been abandoned in a mobile home park operated by PB
Services, Inc., Real Estate, located in Washington Township.
In accordance with PA Acts 67, 68 and 127 notifications, Franklin County
General Authority notified the County of a Pennsylvania Department of Environmental
Protection General Permit NPDES application being applied for their treatment plant
located in Greene Township.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to enter an executive session at 9:44 a.m. this date for the
purpose to review Tax Assessment Appeal of M&T Bank matters. The Board
reconvened into regular session at 9:48 a.m. Ms. Shank said action will be requested
after the executive session.
Mary Beth Shank, County Solicitor, asked approval to settle the Assessment
Appeal with M&T Bank, Docket#2006-3523. Ms. Shank asked the Board to settle for a
fair market value commencing in 2009 through 2015 for 1 Million but for 2007-2008 there
will be no change. She said 2015 will be an assessment of$145,000 and will continue
barring no property improvements or demolition of the property. On a motion by Robert
L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to authorize Mary
Beth Shank to enter into an agreement with M&T Bank, Chambersburg School District
and Borough of Chambersburg. The County will refund M&T Bank in the amount of
$43,556.00.
The meeting was adjourned at 9:50 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
FRANKLIN COUNTY COMMISSIONERS
