HomeMy WebLinkAbout2015-10-15 Commissioner Minutes THURSDAY, OCTOBER 15, 2015 The Franklin County Commissioners met Thursday, October 15, 2015, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the October 6, 2015 and October 8, 2015 meetings. The Board reviewed Aging matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Food and Beverage License to the Pennsylvania Department of Agriculture for the Upper Strasburg Senior Activity Center at a cost of$82.00. It is a state regulation to have a food and beverage license renewed annually. There is no increase from last year and is funded by the Pennsylvania Department of Aging Block Grant The Board reviewed Children and Youth matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the List of Subsidized Adoption Assistance Agreements on behalf of the Franklin County Children and Youth Department to provide a subsidy to adoptive parents to be used for adoptive children for the period of July 1, 2015 through September 30, 2015. Contract listing is maintained for proper accounting of all contracts. The Board reviewed Commissioners Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Memorandum of Understanding between the County of Franklin and the Franklin County Conservation District to address district operations, functions and responsibilities as they relate to both state law and the county government in order to provide the highest degree of mutual understanding and cooperation. This Agreement will be reviewed every five years or as needed. The Board reviewed additional Commissioners Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the renewal proposal between the County of Franklin and The Zigmund Co. Ltd., for insurance consulting services which remain the same as 2015: $5,000.00 charged annually, plus an hourly fee of$100.00 for consultation and $50.00 for clerical support time; federal mileage rate per travel mile, and other expenses incurred, if any, for the period of November 1, 2015 through October 31, 2016. Continued on page 2 The Board reviewed Coroner matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental Appropriation for the Coroner to request additional appropriations in the amount of $22,500.00 for expected costs during the remainder of the year to include cell phone forensics software course coordinated by the Coroner, state certifications, related travel costs and additional equipment purchases. The Board reviewed Planning matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Subrecipient Agreement between the County of Franklin and Washington Township for the distribution of 2014 Community Development Block Grant funds, in the amount of$138,987.00, for the Calimer Drive Sewer Extension Project. The Board reviewed Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and RA Hill General Contractor to provide excessive snow removal at the Courthouse complex, Franklin Farm and the Administrative Annex on an as needed basis at a cost not to exceed $3,000.00 for the period of January 1, 2016 through December 31, 2016. Daily rates and premium rates are based on the type of equipment used for a specific job. In accordance with PA Acts 67, 68 and 127 notifications, Ingenco Distributed Energy notified the County of a Pennsylvania Department of Environmental Protection Title V Air Permit application being applied for a landfill gas to electricity facility located in Greencastle. In accordance with PA Acts 67, 68 and 127 notifications, Dennis Kauffman Surveying notified the County of a Pennsylvania Department of Environmental Protection General Permit application being applied by Oak Spring Farms for two stream crossings, utility line, ES&S and SWM facilities for Oak Spring Farms located in Antrim Township. In accordance with PA Acts 67, 68 and 127 notifications, Carl Bert&Associates notified the County of a Pennsylvania Department of Environmental Protection NPDES Permit application being applied by Matrix Development Group for commercial/industrial development proposed located in Southampton Township. The Board reviewed 2016 health care benefits. Chairman Keller said the Board reviewed the 2016 health care benefits at length on Tuesday and the Board had a favorable approval of the change to Highmark Blue Shield. Chairman Keller asked Tiffany Bloyer, Human Resources Director, if any employees responded with concerns or questions and Ms. Bloyer responded that no one has. Commissioner Thomas said he explained to employees in a couple offices that we are just changing vendors and it's still the Blue's network and the website is very user friendly. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to negotiate and proceed with a contract with Highmark Blue Shield. Teresa Beckner, Fiscal Director, met with the Board to review the 2015 expense and revenue budget performance through August, 2015. She reported there are frontloaded expenses which create a variance for several departments but this will level out as the year progresses. Human Services Enhancement grants have been charged against the general fund with no corresponding budget. These expenses were budgeted in the special projects fund where the Board had set aside money for this purpose. Ms. Beckner said general fund expenses, including county share, are at 66% of budgeted expenses compared to 64.2% in August of 2014. She said General Fund is on track for Continued on page 3 current year to end with the entire budget being expended. Ms. Beckner reported revenues are 86.5% collected of general fund revenue budget compared to 86.8% in August, 2014. Ms. Beckner said that property taxes are on track through August with $33.8 million collected out of$34.7 million billed, leaving $900,000 still to be collected. The county's average collections through August for the five year period of 2010-2014 are 92.5%. The county's billings were $36,800 more than budgeted and $366,600 more than 2014. She said for 2015, one mill generates $1,410,958 of tax revenue, compared with $1,395,301 for 2014, an increase of 1.1%. Ms. Beckner reported the 2016 budget preparations are underway. The packets have been completed and submitted. She said Fiscal staff is in the process of compiling the information to make sure that all requests are included for the Board's consideration. She will have more information for review and discussion on the budget in the next several weeks. The meeting was adjourned at 10:16 a.m. with a motion by Robert L. Thomas; seconded by Robert G.
