I. Welcome and Introductions a. Rick introduced the new D&A/HSA Admin Assistant Sharyn Overcash
b. Introductions were given
c. Rick briefly reviewed all the information in the packet
II. Human Services Information a. The completed packet will be sent out to all the members and will be uploaded onto the website.
b. Governor Tom Wolf selected Ted Dallas as the new Director of the Department of Human Services.
c. The Governor also announced the transition to a traditional Medicaid expansion plan.
This will convert individuals enrolled in the private care option into one streamlined adult package. This will also increase continuity of care and reduce unnecessary processes to make individuals eligible for health care coverage faster.
d. House Bill 183 a. Introduced by Representative Digirolamo to eliminate the Human Services Block
Grant. He feels that the block grant threatens drug and alcohol funding once the
requirement percentages are lifted. In Franklin County, more funding was made available to the drug and alcohol department due to the block grant.
b. If the bill is passed the block grant funding will be redistributed to the programs
involved. c. Pennsylvania Association of County Human Services Administrators announced
that Representative Jerry Knowles introduced legislation authorizing the expansion of the block grant program to all counties in the Commonwealth by removing the current statutory cap, which currently authorizes only 30 counties
to participate. e. Tentative timeline for the Human Services Block Grant submissions for next fiscal year.
a. Request Committee to bring ideas for the plan to the next meeting scheduled in
April.
III. Franklin County Enhancement Grants
a. The County set aside $300,000 from the proceeds of the sale of the nursing home. b. The agencies must have a current or former contractual relationship with Franklin County
and the request could be up to the amount of $50,000.
c. 29 proposals were received; 12 were approved (see attached).
d. No one received the full amount that was requested.
e. The review committee consisted of Rick, Carrie, Shalom and Sherry Goertz. Their
recommendations were then presented to the Commissioners for approval. f. Sheldon recommended to Carrie that the Commissioners propose another amount from
the sale for additional HS funding opportunities in the future.
IV. PNAO (Priority Needs Assessment/ Outcomes) Committee Update
a. The Committee reviewed the narrative report that was sent to the State regarding outcomes from the flexibility of the block grant. b. Would like to see outcomes included in contracts when given funding for special
projects. c. Shalom attended a training in January on a strategic planning model d. Next meeting will be in March
V. Categorical Updates a. Handouts are included in the packet on the following categories/services. Staff reviewed
the handouts and answered questions as needed. a. Children’s Advocacy Center
b. Drug and Alcohol
c. Homeless Assistance Program d. Human Services Development Fund
e. Mental Health/Intellectual Disabilities
VI. Fiscal Updates
a. Review of the 5 month actuals and projections for FY 14/15 b. Committee was asked to leave the projected excess in the current categories to use in case overages occur within the fiscal year or carry-over the funds into next fiscal year. The
amount is within the 3% allowed. c. Karen motioned to approve / Kim 2nd the motion / all approved
VII. Public Comments a. Sherri Morgan commends the PNAO Committee for trying reach out for outcomes instead of outputs. Outcomes affect an individual’s life more than an output would. Feels
that the Block Grant Committee is doing a good job. b. Other members of the public voiced the same opinion. c. Karen Scott asked if Over The Rainbow Franklin County Children’s Advocacy Center
currently serves emotionally/mentally abused children. Doug Amsley stated that right now services are focused on physically and sexually abused children but that the office of
Children & Youth is able to serve those children emotionally/mentally abused by a
household member.
