The Franklin County Commissioners met Thursday, November 19, 2015, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the November 10, 2015 and November 12, 2015
meetings.
The Board reviewed Adult Probation matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the amendment to the
agreement between the County of Franklin and BI Incorporated to decrease service
fees, a savings of$.57-$1.54 per active day depending on the service used. This
amendment also allows for spare monitoring units to be kept on hand at no additional
charge. All costs for this amendment are paid by the participant. All other terms and
conditions of the original agreement will remain in full force and effect.
The Board reviewed Agricultural Extension matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the quote from
Tele-Plus Corporation for the installation of dedicated cabling to support the IP phone
system at a cost of$2,049.00.
The Board reviewed Information Technology matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the quote from
Dennis E. Black Engineering, Inc. to perform a survey of the easement in Letterkenny in
order to proceed with the fiber connection between the Jail and Emergency Services at a
cost of$7,000.00. The survey will mark out the path for the trenching to take place
along Opportunity Avenue.
The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded
by Robert G. Ziobrowski; unanimously approved the amendment to the agreement
between the County of Franklin and Apple Valley Waste to include one additional 8 yard
slide/slant container trash pick-up at a cost of$131.00 per month for the period of
December 2, 2015 through December 31, 2016.
The Board reviewed Property Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the contract renewal between the County of Franklin and
Nitterhouse Alarm Communications Division for the semi-annual inspection and annual
preventative maintenance on fire alarm systems throughout the following buildings:
Building 2, Ag. Heritage, Hearing Annex, Commissioners Complex, Human Service
Building, Building 426, Courthouse and Courthouse Annex, Administration Annex for a
total cost of$4,176.00. This contract is for the period of January 1, 2016 through
December 31, 2017.

The Board reviewed additional Property Management matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute the contract renewal between the County of Franklin
and Nitterhouse Alarm Communications Division for the semi-annual inspection and
annual preventative maintenance on the fire alarm system at the Greencastle Senior
Activity Center for a total cost of$312.00. This contract is for the period of January 1,
2016 through December 31, 2017.
The Board reviewed additional Property Management matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
agreement between the County of Franklin and ThyssenKrup Elevator Corp. for monthly
preventative maintenance for the elevator located in the Commissioners' Complex for an
annual cost of$1,646.04, for the period of January 1, 2016 through December 31, 2016
The Board reviewed Register and Recorder matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the proposal letter
from Infocon to create archival microfilm of the maps that are scanned at the Register
and Recorder office at cost of$195.00 per roll. This will be paid from the Recorder's
Improvement Fund.
In accordance with PA Acts 67, 68 and 127 notifications, Contech Engineered
Solutions, LLC. notified the County of a Pennsylvania Department of Environmental
Protection NPDES Renewal Permit application being applied for manufacturing of storm
water pipe and treatment products on property located in Borough of Greencastle.
The Board reviewed Planning matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved Resolution #2015-12, for the
purpose of amending the revised Franklin County Solid Waste Management Plan.
The Board met with the Human Resources Director, the Controller, Director of
Audits, GIS Coordinator and Information Technology Services Interim Director for Salary
Board and Personnel matters.
The Board reviewed Personnel matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the establishment of the
Geographic Information Systems (GIS) Specialist I position description in the GIS
Department.
The Board reviewed additional Personnel matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the revised
Accounting Office Supervisor position description in the Controller's Office.
The Board reviewed additional Personnel matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the revised
Accounting Specialist position description in the Controller's Office.
The Board reviewed Commissioners' Office matters and conducted a bid
opening for the leasing of Farm Real Estate on Franklin Farm Lane. The following
bidder submitted bids: Derwood Martin/DBA Clearview Farm. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved to award to
Derwood Martin for a total bid of$1,450.40 per month. This was the only bid received.
