HomeMy WebLinkAboutMH Provider Meeting Minutes 12-11-15Mental Health Provider Meeting Human Services Building Friday, December 11, 2015 MH Provider Meeting 1 12/11/15 MEETING MINUTES  Welcome and Introductions Everyone introduced themselves and their agency affiliation.  Provider Announcements and Updates › Healthy Communities Partnership (HCP) ~ Karen Johnston HCP has a free eight (8) week Smoking Cessation Class starting January 11th at 6:30 p.m. at the Chambersburg Hospital for anyone that may be interested. Participants will receive four (4) weeks of nicotine replacement. To register, call HCP office (717-264-1470), walk into the office or visit their website: http://www.hcpfranklinpa.org/. If anyone calls now, they are provided the Fax to Quit referral; beginning on January 5th, if Fax to Quit was not a success the person will be registered for the class. HCP started elementary Student Assistance Program (SAP) services in September at St. Thomas Elementary School in Tuscarora School District. Staff is at St. Thomas weekly. SAP liaisons already are located in all the middle and high schools in Franklin and Fulton County. Stevens, Ben Chambers and Scotland are probably the highest usage of the service as far as elementary SAP. It has been good providing extra layers of services to the elementary level. HCP also has a Spanish speaking liaison.  Provider Presentations › Vaping and e-cigarettes/Fax to Quit – Karen Johnston: Healthy Communities Partnership (handouts) There are a lot of unknowns about vaping and e-cigarettes. Some of the things that are known are:  There is a battery and liquid component and some electronics. The battery heats the liquid and provides the vapor. Some vapors have a smell while others do not.  Companies selling e-cigarettes claim that some products are nicotine- free but each has a level of nicotine in them. It may be a small percentage but since it is not regulated it is difficult to determine how much is in each cartridge.  The biggest issue is people co-using: smoking cigarettes and vaping. These people are getting twice the nicotine. The Centers for Disease Control (CDC) is now saying if you completely quit smoking and use e- cigarettes that is better than nothing but co-using is absolutely dangerous. Vaping is not a quit device.  PA is trying to pass a law that pertains to an age limit to purchase e- cigarettes. At one point there was no age limit. Children were Mental Health Provider Meeting Human Services Building Friday, December 11, 2015 MH Provider Meeting 2 12/11/15 purchasing e-cigarettes at an alarming rate as states were not regulating who could purchase them.  E-cigarettes have toxic chemicals. Chemical flavorings are causing people to get addicted. The chemicals are linked to lung disease/respiratory disease. The Food and Drug Administration (FDA) has not regulated these yet.  The cheaper e-cigarettes and oils come from third world countries, such as China. The batteries can blow up in these, which is a potential dangerous hazard.  Some of the devices have refillable containers. CDC did a presentation stating that people are putting marijuana in the refillables. The refillables are also not child or pet proof. If children or pets are exposed to liquid nicotine, it can be fatal.  Chambersburg Area School District has included e-cigarettes and vaping in their policy addressing drug and alcohol abuse. If a child gets caught on the grounds with these items it is a count of drug paraphernalia.  There are not enough studies completed to say vaping or e-cigarettes are safe. The lithium batteries cannot be exposed to heat and have exploded in people’s faces. We do not know the dangers to vapor second hand smoke.  Tobacco usage in children has fallen. However, vaping and e- cigarettes has tripled in children. Please refer to the “10 Things to Know About Vaping” brochure for more information. Fax to Quit program – the referral can be filled out by someone else other than the individual seeking help. If you are on the phone with someone and they agree to the service, there is a check box stating “In the absence of the patient being physically present to provide signature, provider please check to indicate that patient provided verbal consent to be referred to the PA FREE Quitline”. The provider completes the top part of the form, checks the box, asks the individuals the questions on the bottom of the form then faxes it in. If the provider is HIPAA compliant, please check that box. The provider will receive notification that the Quitline has been in contact with the individual and when they received nicotine replacement. They will receive eight (8) sessions over the phone to talk to trained facility during the time of their choice. They are also eligible for four (4) weeks of nicotine replacement. › Psychiatric Rehabilitation – Shendelle Edwards: Keystone Service Systems (handouts) Shendelle is the Mobile Psych Rehab Specialist. The service is provided to individuals eighteen (18) years of age and older. The program works with the individuals to help them reach their goals and, ultimately, feel they are getting what they want out of life. Shendelle’s aspect with the mobile psych rehab is when individuals choose to come into the program but feel hesitant with large groups; she can interact with them at the beginning to see what skills they want to work on to feel more comfortable coming into the program. If an individual is discharged from the hospital, she tries to meet with them before discharge to transition them into the program. If individuals leave in the middle of the program due to medical reasons, she tries to keep the program going with them, such as, working with them to keep their goals going. At time of discharge from the program, if an individual feels they accomplished all their goals except for one, Shendelle meets with them individually to accomplish that goal outside of the group. Shendelle meets with individuals in the community, at their home or wherever they may feel comfortable. For more information, please refer to the packet that was handed out during the meeting. The packet includes: referrals and brochures to explain the Keystone Center. › 2016 Presentations As we look to 2016 and our providers, if anyone has topics they would like to present or topics they are interested in seeing presented, please let Jim know.  Children’s Services › CASSP Update – Kim Lucas (handout) Kim has been working on tracking data on CASSP meetings, such as, the outcomes, purpose, where the meeting was held, etc. A CASSP survey is being created so that meeting participants can be randomly surveyed. Kim is available to meet with you individually to talk about CASSP or to meet with agencies and staff. It can be an informal or formal meeting. Please refer to the handout for more detail. › TMCA Update There was no representation from Tuscarora Managed Care Alliance. › PerformCare Update – Janina Kloster PerformCare is offering MTM Just in Time Scheduling training on Friday, December 18th. Representative will go over what they can offer as far as being able to help with processes and improving outpatient access for members for therapy and psychiatry.  Standing Agenda Items › County Announcements/Information  Reports due since our last MH Provider Meeting: - MCR Report (Program Funded providers only) - Quarterly Report of Expenditures (July-September)  Reports due prior to our next MH Provider Meeting: - Audited Reports for fiscal year ending June 30th - Progress Report on Outcomes in Appendix A - Internal Quality of Service Survey - Quarterly Report on Expenditures (October-December) - Appendix A for upcoming fiscal year - Budget/Rate Letter for upcoming fiscal year - Staff Roster for upcoming fiscal year (if appropriate) - Unit Assumptions for upcoming fiscal year (if appropriate) - Budget Narrative for upcoming fiscal year (if appropriate)  Psychiatric Admissions Reporting Overview (handout) Please review the handout for more detail. Overview – individuals were hospitalized for fewer days but there were more admissions and more individuals. Currently, there are seven (7) individuals at Danville and one (1) on the waiting list that has been approved for admission. There are five (5) individuals at Holy Spirit EAC, which is two (2) over our bed count. Cumberland/Perry County has let us borrow two (2) beds as they have not had many referrals. There is also one (1) individual on the waiting list.  Sequential Intercept Model (handout) The Sequential Intercept Model continues to be updated. Services that were discussed at the previous meeting were added: Eye Movement Desensitization & Reprocessing (EMDR), Comprehensive Continuous Integrated System of Care (CCISC), Crisis Intervention Team (CIT) and Trauma Informed Therapy. All provider names have been removed from the document to reflect services only. The report can be expanded later to include contacts, if needed. As providers start new services, please make sure to share so it can be added to the list. Mental Health Provider Meeting Human Services Building Friday, December 11, 2015 MH Provider Meeting 5 12/11/15  New Agenda Items › FY 16-17 Contract Discussion – Submission Deadlines, etc. By the next provider meeting the contract process will be starting. The dates may change based on calendar dates but all other expectations will remain the same. For more detailed information, please review the following procedure statements: Contract-MHIDEI-1304 Contract Process and MHIDEI- 416 Contract Required Reports and Due Dates. There is a change in the boilerplate to reference Child Protective Service Laws. There were twenty- three (23) changes to the law that took effect January 1, 2015. If working with children, please make sure you have the proper clearances and training. The County continues to use the electronic process with contracts. A contract survey was sent out to providers in which feedback was provided. Overall, the feedback was positive. There were some things that the County cannot change. For those requiring additional lines on the Roster of Personnel, please contact Becky Leidig at raleidig@franklincountypa.gov or 717-264- 5387. County staff is currently updating procedure statements. It is referenced in the contracts that providers will adhere to the procedure statements. If there are any major changes providers will be notified. An Acknowledgement Form will be sent out in January for providers to sign and return to Erin Nye at ednye@franklincountypa.gov indicating they have reviewed the policies. Mental Health Provider Meeting Human Services Building Friday, December 11, 2015 MH Provider Meeting 6 12/11/15 The County is moving forward as if they will receive the same allocation for MH as they did in FY 15-16. As for the budget, the Senate proposed a budget to include 3% increase to Human Services. However, until the budget is passed, the time to utilize those dollars may be tough. The House proposed an additional budget that included tax increases. The Governor was willing to sign the Senate proposal but not the House. Franklin County continues to fund programs out of general funds but it is unknown for how much longer. Fulton County has taken the steps to talk to some providers about holding payment, as those providers indicated there were able to sustain for a certain amount of time. › Miscellaneous from MH/ID/EI Staff Franklin County 2016 check dates are now available. Please refer to the handout for more detail. The document contains the dates the checks are cut for provider payment and the dates that the invoices must be to Becky in order for her to process them in time. If anyone is interested in QPR training, there is now the ability to attend online for free – supported by a grant from Summit Endowment.  Go to http://www.qprtraining.com/setup.php  At the prompt enter “mhaff” as the organizational code  You will be required to create an account with a user name and password  Then take the course!
