Lauren Everetts (Fulton County Medical Center), Jenn Hawbecker (UCP of South Central PA), Krista Miracle (Pediatric Therapy Specialists of South Central PA), Adam Rowland (Advanta Therapy), Beth Fairchild (Early Intervention Technical Assistance) Providers Absent: Lincoln Intermediate Unit #12, BOPIC, Inc., Keystone Autism Services, Tuscarora Intermediate Unit #11, Building Blocks Therapy, Invo HealthCare MEETING MINUTES 1. Welcome & Introductions Everyone introduced themselves and their agency affiliation. 2. Budget Impasse/Fiscal Update EI is receiving payments. The first and second quarter advances have been received; the third quarter advance should be received on January 20th. Funding is based off the most recent allocation which does not reflect the additional funds requested for the program in FY 14-15. An exact allocation has not yet been received for this current FY. Trish and Ashley are closely monitoring contracts. 3. Training Logs Part of Verification (as discussed below) is making sure training logs are in place. Providers should make sure to send Trish updated licenses as they are received, CPR training hours should be documented, certificates of training hours should be filed, etc. Trish will be in contact with providers over the next week or so to make sure that all documentation is available. 4. EITA Portal One major thing the Bureau has been talking about is ECO training. Entries and exits have been completed but the question is if they are being done right, are they reflecting the services provided and is the child making progress. A handout was provided on Ounce Scale training that will be taking place on March 4th at the Ag Building in Chambersburg from 1:30 p.m. – 3:30 p.m. Jeannie Goryl and Beth Fairchild will be the trainers. The handout contains seven (7) questions; please talk to therapists to see if they have any specific answers to the questions. ECO 201 is a face-to-face training that everyone will be required to attend per the Bureau. There are four (4) to five (5) different dates of training in Harrisburg. ECO 101 is on the portal and should have been completed by providers already. Early Intervention Provider Meeting Friday, January 15, 2016 EI 2 1/15/16 The portal is constantly being updated. Professional Development tab should be easier to access all the items. The following will be added: ECO FAQ, two more job aides around ECO, home based coaching, etc. If providers are interested, there is a Routines Based and Natural Environments webinar under Professional Development. EITA Portal: http://www.eita-pa.org/. 5. Verification Verification will be taking place February 1st, 2nd and 3rd. The state comes every five (5) years to complete onsite verification; self-verification must be completed every year using a tool the state provides. The tool is sixty-seven (67) questions. Verification consists of the state verifying the county is doing what they have been asked to do. Verification involves such things as: › Fiscally and programmatically all policies and procedures are followed. › Individuals receiving services are getting the services stated in the IFSP. › Outcomes set up are what the family and team feels are in the child’s best interest and the outcomes are clear to the family, therapist and anyone who may read them. There must also be documentation of every time someone comes to the home that the outcomes are discussed and the family is fully aware of what their outcomes should be. › Transition is discussed from the first time a therapist goes into a home. › If the families have been given a choice of provider, agencies and shown the state wide provider list. › Most importantly, if something is not documented, it did not happen. › State sends out information requesting forty-two (42) records. Some records are checked in detail while others are spot checking transition, waiver paperwork, billing, session notes, etc. › Data is pulled from data warehouse and fourteen (14) day deadline information is viewed. › Home visits are conducted using a checklist to observe the session. Day one (1) will consist of an Intro meeting where Trish will give a speech on the EI program in Franklin/Fulton, day two (2) consists of interviewing people, looking at paper copies to confirm things that are not in Pelican, etc. and day three (3) is the day the state “grades” the program. If a 100% is not received then a corrective action plan is needed. 6. Miscellaneous › Changes within EI Jim Coyle resigned as the Bureau Chief of Early Intervention; Emily Hackleman will stand in for his position. › Jenn Hawbecker – UCP The Results Grant is continuing the Coaching part this year. Through the grant, UCP is able to pay anyone who attends the Community of Practice meetings. If interested, please contact Jenn at 717-261-0931 so she can send Early Intervention Provider Meeting Friday, January 15, 2016 EI 3 1/15/16 a W-9 to be completed. Also through the grant, UCP will be hosting a three (3) hour live webinar with Sheldon-Rush on March 11th from 9:30 a.m. – 12:30 p.m. The webinar will be hosted at locations in Chambersburg, Greencastle and possibly Fulton. If unable to attend one of the locations, lines will be available to attend. Instead, we are asking that everyone who would like to participate in the March 11th Coaching Webinar go to the EITA portal and take the Routines Based Intervention session.
