MINUTES
Welcome & Introductions
Everyone introduced themselves and their agency affiliation.
Fiscal Updates
Friendly Reminders to our Base Funded Providers
› Quarterly Expenditure Report ~ February 15th
› Appendix A and Budget (if applicable) for upcoming FY ~ March 15th
- Appendix A and Budget packets will be sent to providers on February
10th. If you are running into issues or know of ways to improve these
reports, please let us know.
Cost Report for Waiver Transportation Providers
› The cost report for waiver transportation providers is due to Ed Franchi on
February 19th. If you are required to submit this report and have any
questions, please contact Ed (eefranchi@4umgt.com).

State Budget
› There is still a budget impasse; however, the state of Pennsylvania has
released monies in regards to County budgets. Franklin and Fulton counties
were covering expenses until monies were released. There was a delay in
Fulton County for a few providers that were willing to forgo payment.
Invoices are now being processed. Thank you to all providers for working
together and delivering services!
MH/ID/EI Advisory Board
› Per the MH/ID Act of 1966, MH/ID/EI has an Advisory Board for the
program. Currently, the Board is looking for potential candidates to fulfill the
following vacant Franklin positions:
- Community Group (ID)
- Community Group (MH)
Individuals interested can be a family member of an individual with mental
health or intellectual disability, a consumer representative or professional.
Previously, if the County contracted with a provider they could not serve as a
member on the Board. Due to barriers this rule has since changed. Providers
are now able to be members of the Board but must exclude themselves from
any discussion regarding their organization. If anyone is interested or knows
of anyone who may be interested, please let Steve
(sanevada@franklincountypa.gov) or Erin (ednye@franklincountypa.gov)
know. A resume is required from those interested in being a member. The

candidate’s information gets reviewed by the Board who then sends the
recommendation to the Commissioners. The Commissioners assess then
determine if the individual(s) is appointed as a member. If there are no
current positions open at the time of interest, the individual(s) will be put on
a waiting list and contacted when a position becomes available.
The Board has a one page overview to provide an idea of what is expected of
all members. The Board meets six (6) times a year: three (3) in
Chambersburg and three (3) in McConnellsburg.

HCQU Trainings
› As a reminder, please use the newest referral form. The newest form asks if
the individual is over the age of eighteen (18). If you do not have the form
electronically, please let Marion (mrowe@franklincountypa.gov) know and
she can send the form. Please continue to send all referrals to Marion so she
can review them to make sure the requests are clear for the nurses in terms
of training needs. Marion will then sign off on the referral and fax to Tammy
(HCQU).
› If you are coordinating training for staff and something comes up that staff is
unable to attend, please contact the HCQU to reschedule the training as they
are coming from an hour away. If you would like the HCQU to come to your
agency to complete multiple trainings throughout the year, please let them
know. They can come on a regularly schedule (monthly) or one time.
› Marion sent a request to providers on who is interested in a Medication
Error Task Force. The meeting will be individualized by provider. The first
one is scheduled to take place in the next week or two. Marion will keep
everyone apprised on how the meetings are going.
Unit Utilization
› The fiscal year is more than half way through. Providers should be looking at
the unit utilization. If you are not slightly above 50% at this point, a
discussion is needed at the next quarterly meeting with the Supports
Coordinator (SC) on whether there should be a reduction or increase in units.
Review the unit utilization spreadsheet in HCSIS. Unit utilization is part of
Provider Monitoring. If unit utilization is under 90% providers will receive
non-compliance unless there is documentation that prior discussion was held
on the reason for the utilization being under.
Enterprise Incident Management (EIM) System
› Discussion was held on providers experience with the EIM system. Some
concerns of the new system are:
- Slow
- Getting kicked out of system

- Hard to do a search on a particular incident
- Reports are different (as they are custom reports that need created)
- Character limitations
- Alerts are not being received
- Roles upon different systems (HCSIS, LMS, EIM) are an issue
Marion has been attending Question & Answer sessions. There are still
modifications taking place to the system; expect to see some changes coming
soon. Everyone is encouraged to email the Help Desk (ra-
pwodpeimassist@pa.gov) and Theresa Toombs (c-ttoombs@pa.gov) of any
issues they encounter so they are aware and can address the problem.
Pathways Update
› Pathways has narrowed it down to two locations on where to open Pathways
in Franklin County. An estimate was received from a contractor on
renovations and another is scheduled to come this week. Pathways is waiting
on the estimate before moving forward. Pathways has a potential Program
Manager. The Program Manager will be able to start training at other
Pathways locations soon. Once training is completed, the Program Manager
will be able to start working with Franklin County and other providers in the
area. Pathways also has a meeting with Diana Steele to discuss possibilities of
adding other potential programs to their organization.
ID Program Specialists are working on getting letters sent out to individuals
that may be interested in the program. There is an initial referral form that
needs completed. It will be reviewed by the ID Program Specialists then sent
to Pathways. If anyone is receiving questions from individuals or families
regarding Pathways, please refer them to Marion
(mrowe@franklincountypa.gov), Jane (jcline@franklincountypa.gov) or Lori
(llyoung@franklincountypa.gov).

March – ID Awareness Month
› “What’s Your Story?” is the campaign for ID Awareness Month in March. A
meeting will take place next week to discuss what will be done in March for
ID awareness. The website for the campaign is:

Employment Fair Update
› Employment is one of the action steps for the Quality Management Plan. A
draft flyer was reviewed during the Provider Meeting. Next week the draft
should be approved and sent out electronically.

- Where: Chambersburg Recreation Center (235 South Third Street)
- Employer Event: 9:00 a.m. – 12:00 p.m.

- Community Event: 12:30 p.m. – 4:00 p.m.
Registration will take place for businesses at 9:00 a.m. followed by Keynote
Speaker, Stacy Kyle from PA Business Leadership then lunch and networking
after. Discussion will be held on the benefits to a business of hiring
individuals with disabilities and businesses that already hire individuals with
a disability. The businesses will stay for the Community Event to do onsite
applications and interviews. This is a free event so if you know of any
businesses interested in participating, please let Lori know.
Everyday Lives Conference
› The Everyday Lives Conference will be held this year September 14th – 16th in
Hershey. More information will be sent out at a later date.

IM4Q
› Surveys are starting now for Independent Monitoring for Quality (IM4Q). The
IM4Q Manual (that was started in 2008) has finally been released. It is mostly
for IM4Q monitors; however, there is a section for providers and how they
should be using it, as well as a section for Supports Coordinators.
Revalidation
› Jane passed out a list of service locations that are not validated; either the
site is not open or there is a service attached to the site that is no longer
provided. Validation is due by March 24th. Please check your sites. If a site
does not exist, there must be an end date in HCSIS. Providers are able to
check in HCSIS what validations they have.
Round Table/Provider Updates
Kaleidoscope ~ Erin Malcomson & Elizabeth Fox
› Kaleidoscope is now providing services in Franklin and Fulton counties. They
provide home and community based, respite, companion services, behavior
supports and job supports. If anyone is interested in more information or
would like to have a presentation of Kaleidoscope done, please contact Erin
or Elizabeth. Please refer to their brochure for more information.
Person Directed Supports ~ Tim Morris
› PDS has a new home on Warm Springs Road; hoping to see someone move
into the location this month.
The ARC ~ Angela Glocke
› The ARC has fundraisers coming up:
- Walkathon ~ March 19th
- Basket Bingo ~ April 17th
- Additional fundraisers: Smith’s BBQ and Golf Tournament
