MEETING MINUTES
» Welcome and Introductions
Everyone introduced themselves and their agency affiliation.
» Provider Announcements and Updates
› Lincoln Intermediate Unit ~ Hal Johnson
Hal discussed Office of Vocational Rehabilitation (OVR) and the Workforce
Innovation and Opportunity Act (WIOA). Youth under 24 years of age that
are out of school and youth that are within three (3) years of graduating need
to get applications submitted to OVR. Hal encourages all (families, providers,
etc.) to assist these individuals in completing the application and submitting
it in timely manner to OVR. The Lincoln Intermediate Unit cannot be involved
as the application involves personal information. Those interested in an OVR
application can email Hal at hhjohnson@iu12.org to ask for the latest
application, access the application through the transition webpage or at the
bottom of an email from Hal is a link that will direct you to the application.
› Keystone Rural Health Center ~ Kelly Goshen
Keystone has two (2) new therapists: Steven Peters, a Licensed Clinical Social
Worker starts this week and Jennifer Sites, a Licensed Clinical Social Worker
starts towards the end of the month. All therapy positions are filled.
› Mental Health Association ~ Sheri Morgan
Walk the Walk Fulton County is Tuesday, October 18th. The topic for this
year’s event is obesity and how it relates to depression.
Sheri discussed Play to Save. Teenagers that tend to use a lot of video games
or develop online friendships through video games are at risk for suicide.
Play to Save is a suicide awareness event that will take place September 10th
from 11:00 a.m. to 11:00 p.m. at Save Point, 829 State Street #1008,
Lemoyne, PA 17043. It is online video games all over the globe. You can
access it through Facebook.
MHA has Question Persuade Refer (QPR), a suicide prevention program that
can be presented during a staff training. It is also available online.
› TrueNorth Wellness Services ~ Lisa Cronauer
Erin Glenn is the new Assistant Director for TrueNorth Wellness Services for
Franklin and Fulton counties.

There have been some staff changes at HCP. Doug Coldsmith is no longer
with HCP. Katrina Smith has moved into the Student Assistance Program
(SAP) liaison position. She will cover both middle schools and help at the
high school. She is fluent in Spanish. HCP is gearing up for elementary SAP in
all schools in Chambersburg and one in Tuscarora.
HCP received a grant to do Strengthening Families. It is for parents of
children ages ten (10) to fourteen (14). It is a seven (7) week session that
starts with a dinner together then the parents have a session then there is a
break out into two (2) youth sessions. HCP is still seeking individuals in the
community to be contracted facilitators. Part of Strengthening Families is
that a facilitator must observe the families for at least six (6) weeks. Training
for facilitators will take place on September 28th, 29th and 30th in
Chambersburg. If you are interested, please contact Karen Johnston at

Another program coming is Hempfield Counseling that will be providing
Incredible Years. It is a similar therapy program focused on younger children.
HCP will be working closely together with them. More information to come!
HCP is continuing to do Operation Save a Life, which is training for Narcan
(Naloxone). HCP has a contract with Franklin/Fulton Drug and Alcohol to
complete trainings in the community. Any agencies interested in having staff
trained, please contact HCP or April Brown at Drug and Alcohol (717) 263-
1256 or asbrown@franklincountypa.gov. Training can also be done for client
based or family based. Nasal Narcan is distributed during the community
training. Prescription Drug Monitoring Program went into effect in August.
Doctors have to go in and see where patients may have gotten prescribed
opioids. Karen discussed further the increase in heroin usage and how
Franklin County has been in contact with the synthetic fentanyl that has
gotten into heroin, which is resulting in drug overdoses.
Karen discussed Keystone Pediatrics doing screenings for adolescent
depression. Keystone Pediatrics has recently opened a clinic in the
Chambersburg Senior High School. They are willing to be provider of choice
or to work with the child’s provider. Staff will try to access parents if a child
walks into the clinic without paperwork being filled out in advance.
» Rabbit Transit – Overview of Services
Rabbit Transit was unable to attend the MH Provider Meeting. Effective April 1st,
2016, Rabbit Transit took over Franklin County Transportation services.

› CASSP Update – Kim Lucas
Kim was unable to attend the meeting but has asked for information to be
passed onto providers:
You are invited to the next meeting of the New Franklin County Children’s
Group on Wednesday, September 28th from 3:00 p.m. – 4:30 p.m. at the Ag
Heritage Building, Franklin Farm Lane. This was previously called the
Children’s Operation Team (COT). It is a discussion group for professionals in
the human services field to discuss services and programs for children of all
ages - from birth to age 21 years old. General case scenarios are shared, as
well as information on programs, brainstorms for ideas as to how to help the
children and youth in the community to succeed by increasing our own
knowledge about the services and interventions already in the community.
Past discussions have occurred on autism, juvenile sex-offenders program
(JSO), school-based counseling (SB) services, head start programs, SAM case
management, mentoring programs, and the upcoming NEW parenting
programs.
Kim and Johanna Cordell from PerformCare will be holding a session on
Accessing Children’s Mental Health Services this year at Training Days. The
session will take a look at the steps to take to get started to assist a child with
behavior problems or mental health symptoms, as what to expect and
anticipate during the treatment process. The role of the provider, the family,
the school, the insurance company and the importance of working together
will also be discussed. The session will take place on October 11th at 3:00
p.m. Training Days registration should be out to providers soon!
Kim is available to attend your staff meetings and/or meet one-on-one with
you or your staff to talk about CASSP and children’s mental health services.

› TMCA Update – Michelle Mosher
TMCA is going through the process of their Annual Report. It will be available
on the website once it is approved by the Board later this month. You can
access the report at http://bhc-tmca.com. Highlights from the past year:
TMCA retained earnings of $709,338.51 to reinvest in the form of additional
State Plan or proposed services in addition to State Plan services. TMCA
submitted five (5) proposals in FY 15-16 for reinvestment services to the
Office of Mental Health Services and were approved for three (3): Substance
Abuse Outpatient Start Up in Fulton County, Substance Abuse Certified
Recovery Specialists and Substance Abuse Supportive Housing Bridge
Subsidy. The approved services, upon development and implementation, will

add to the current services being offered to Franklin and Fulton County
Medicaid recipients.
Seven (7) Day Outpatient Access MTM Consultants – As a result of data
validation related to both psychiatric and therapy access, TMCA worked with
PerformCare to offer Technical Assistance and Consultant expertise of
nationally recognized behavioral health business experts MTM Consultants.
Technical Assistance to address organizational efficiency is currently being
offered to eight (8) Outpatient Clinics to implement Just In Time Prescriber
Scheduling and Same Day Access. As part of the consultation, providers will
be developing dashboards and metrics to measure performance and change.
TMCA’s goal is to have 85% of members be seen within seven (7) days of
contact for initial appointments in either psychiatry or therapy.
Trauma Focused-Cognitive Behavioral Therapy (TF-CBT) Clinician Training
and Certification – six (6) clinicians have tested and passed the certification.
TMCA also undertook a Value Based Purchasing initiative with
Franklin/Fulton County’s Community Outpatient, Case Management, Peer
Support and Mental Health Inpatient Providers surrounding two (2)
Healthcare Effectiveness Data and Information Set (HEDIS) Performance
Measures, which target improved quality of life for our behavioral health
recipients:
1) PA Specific Ambulatory Follow Up visit - 7, 14 and 30 day
2) Mental Health Inpatient 30 Day Readmission Rate
OMHSAS approved the alternative payout methodology which resulted in
thirty-one (31) Mental Health Inpatient Providers receiving monetary award
for successfully discharging 318 Franklin and Fulton members that did not
result in readmission within thirty (30) days. In addition, the second
measure awarded forty (40) Community Outpatient, Targeted Case
Management or Peer Support providers for ensuring that 454 Franklin and
Fulton members, post-inpatient discharge, were seen face to face within
thirty (30) days maximum or seven (7) days minimum.
Two (2) providers were given enhanced rates for meeting clinical
competency standards for being Co-Occurring Competent.
During FY 15-16, behavioral health fee schedule rate increases were given to
four (4) provider types: Behavioral Health Rehabilitation Services, Family
Based Mental Health Services, Peer Support and Crisis. Twenty-Four (24)
individually negotiated rates were increased as a result of Provider request
and TMCA/PerformCare verification.

TMCA had a 19% growth in adult memberships due to Health Choices
Expansion. When staff reviewed the service utilization, the majority of the
memberships was drug and alcohol services and was a diagnosis code of
opiate disorders.
› PerformCare Update – Brian Gannon and Janina Kloster
To tag onto TMCA’s discussion on MTM, there are two (2) separate areas of
focus. Things may look different depending how providers implement it as it
is based on their needs and how things are set up for them. Providers should
be able to get individuals into see a therapist and psychiatrist right away.
Same day access in therapy will make it so individuals do not need to
schedule an appointment and arrange for transportation in advance. There
would be an open block of time that individuals can walk in for an
appointment. As for Just In Time, individuals should not have to wait six (6)
to eight (8) weeks to see a psychiatrist. Once an intake is completed, if a
psych referral is needed, the individual should be able to be seen within
seven (7) days. When the individual leaves, they will not get an appointment
scheduled for three (3) months out. Instead, they will receive a reminder call
in three (3) months to schedule an appointment. This should make it much
easier to get appointments. Each provider is on a different timeframe of
rolling out the changes but you may start to see a difference.
PerformCare does have outpatient providers who are not taking referrals as
they do not have the availability. However, there are providers who do have
immediate availability. There are about ten (10) providers currently that
have availability. If you are working with an individual and they call a place
that has a long waiting list, please direct them to call another agency that has
availability. This list changes often. Member services for Franklin/Fulton
office is 1-866-773-7917.

› Psychiatric Admissions Reporting Overview (handout)
This handout compares second quarter community psychiatric hospital
admissions between calendar years 2015 and 2016. During the quarter,
there was a significant decrease in total of bed days and numbers of
admissions and persons, an increase in average length of stay, and a decrease
in two or more admissions in both adults and children.
Holy Spirit Extended Acute Care (EAC) is at full capacity of three (3) beds.
One individual was discharged this week and another individual will be
admitted next week. There is also one individual on the waiting list.
Danville State Hospital has had one admission but no discharges. We are four
(4) over the bed cap as we continue to utilize nine (9) beds. One individual
has been has been identified for discharge to the Long-term structured
residence (LTSR) in Harrisburg. There is currently no one on the waiting list.
› Sequential Intercept Model Discussion
Please remember as you may start new programs that you share that
information with Cori (caseilhamer@franklincountypa.gov) so she can
update the Sequential Intercept Model of services that are available. This
document is so we know where to look to make referrals and get individuals
involved.
