The Franklin County Commissioners met Thursday, January 12, 2017, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. The Board attended the Prison Board meeting. Chairman Keller presided
and after calling the meeting to order, a Moment of Silence, and the Pledge of
Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the January 3, 2017 and January 5, 2017
meetings.
The Board reviewed Agricultural Extension matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the grant
agreement between the County of Franklin and the Pennsylvania Department of
Environmental Protection for the Mosquito-borne Disease Control Grant in the amount of
$59,034.00, for the period of January 1, 2017 through December 31, 2017.
The Board reviewed Information Technology matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the renewal quote from General Code to provide Laserfiche
software maintenance at an annual cost of$72,128.00. Laserfiche is the content
management system handling the County's document scanning and archiving. It also
provides workflow and data entry in the recording of county documents and presents a
web server for public sharing of information.
The Board reviewed Information Technology matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the agreement between the County of Franklin and Morefield
Communications for the annual support for the ShoreTel phone system as well as the
Adtran network switches on which the system runs on. The contract term is January 12,
2017 through December 31, 2019 for an annual cost of$39,225.00 for a total 3 year cost
of$117,675.00.
The Board reviewed Property Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement
between the County of Franklin and Aqua Power Pros/First Impressions for custodial
services at the Magisterial District Judge Offices and the Commissioner's Complex for a
bid amount of$2,098 per month. This bid was awarded on December 22, 2016.
The Board reviewed additional Property Management matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute the quote from Carl E. Frantz, Inc. to rebuild and
certify the back flow preventer at the Administrative Annex at a cost of$490.00.

The Board reviewed additional Property Management matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
contract change order for the new roof installation project on Building 426 and Franklin
Farm Lane Bridge Building with Bonded Applicators. This change order is to extend the
project by 42 days only. All other terms and conditions of the original contract will remain
in full force and effect.
The Board reviewed Risk Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the agreement between the County of Franklin and NAC Divisions
to provide service and maintenance of the County's building access and duress alarm
systems at a cost of$7,320.00 for the period of January 1, 2017 through December 31,
2017. The costs are covered under the Workers Compensation Trust Fund.
The Board reviewed additional Risk Management matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
service agreement between the County of Franklin and Inservco Insurance Services,
Inc. to provide third party administrative claims and safety/loss control services for the
County's Workers' Compensation Self Insurance Program as required to maintain self-
insurance status. The cost of the agreement is a total amount of$31,740.00 for the
period of January 1, 2017 through December 31, 2019. The cost is covered through the
Workers Compensation Trust Fund.
The Board reviewed Tuscarora Managed Care Alliance matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
amendment to the lease agreement between the County of Franklin and Tuscarora
Managed Care Alliance (TMCA) to increase the leased office space by 275 square feet
for the period of July 1, 2016 through June 30, 2017.
The meeting was adjourned at 9:40 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
