The Franklin County Commissioners met Thursday, January 19, 2017, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the January 10, 2017 and January 12, 2017
meetings.
The Board reviewed Drug and Alcohol matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the agreements between the County of Franklin, Healthy
Community Partnership and all Franklin/Fulton County School Districts for Student
Assistance Programs (SAP). Students are referred to SAP coordinators to provide
support to overcome barriers to their learning and to reduce service duplication. These
agreements are for the period of July 1, 2016 through June 30, 2017.
The Board reviewed additional Drug and Alcohol matters. On a motion by Robert
L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman
of the Board to execute the Change Order between the County of Franklin and General
Code for an additional Laserfiche license for a new employee, at a cost of$894.50.
The Board reviewed Planning matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the Certification of County Funds for 2017 Program year for total funds
in the amount of$150,000.00 for the purchasing of agricultural conservation easements.
The Board reviewed Property Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the agreement between the County of Franklin and ThyssenKrupp
Elevator Corporation to provide monthly preventative maintenance for all county owned
elevators and related equipment at a cost of$6,826.00, for the period of January 1, 2017
through December 31, 2018.
In accordance with PA Acts 14, 67, 68 and 127 notifications, R. Lee Royer &
Associates notified the County of a Pennsylvania Department of Environmental
Protection NPDES Permit application being applied by WIDC for a greenhouse
construction located in Washington Township.
In accordance with PA Acts 14, 67, 68 and 127 notifications, R. Lee Royer &
Associates notified the County of a Pennsylvania Department of Environmental
Protection NPDES Permit application being applied by Christopher Gordon for a single
family dwelling located in Antrim Township.

In accordance with PA Acts 14, 67, 68 and 127 notifications, William A. Brindle
Associates, Inc. notified the County of a Pennsylvania Department of Environmental
Protection NPDES Permit application being applied by Darrick A. Lehman for a land
development for two turkey houses located in St. Thomas Township.
The meeting was adjourned at 9:38 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
