The Franklin County Commissioners met Thursday, February 2, 2017, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
Chairman Keller asked to approve the agenda with a modification due to the
County Solicitor not in attendance today. He asked that the Executive Session be
moved to Tuesday's meeting. On a motion by Robert L. Thomas, seconded by Robert
G. Ziobrowski; unanimously approved to adopt the amended agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the January 24, 2017 and January 26, 2017
meetings.
The Board reviewed Children and Youth matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the list of
Subsidized Adoption Assistance Agreements on behalf of the Franklin County Children
and Youth Department to provide a subsidy to adoptive parents to be used for adoptive
children, for the period of October 2016 through December 2016. The contract listing is
maintained for proper accounting of all contracts.
The Board reviewed additional Children &Youth matters. On a motion by Robert
L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the updated
contract listing for all contracts and addendums for Fiscal Year 2016/2017 for the
Children & Youth department. The contract listing is maintained for proper accounting of
all contacts to include vendor name and address, type(s) of service provided and rate(s)
charged for services.
The Board reviewed Commissioners Office matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement
between the County of Franklin and Kristen Hamilton to provide legal services for
juveniles involved in the delinquency process to ensure juveniles are adequately
represented during case processing at a cost of$45,000.00 for the period of January 1,
2017 through December 31, 2017.
The Board reviewed additional Commissioners Office matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute the application to the Commonwealth of Pennsylvania
for the Redevelopment Assistance Capital Project requesting grant funds for a potential
Franklin County Facilities project. There will be a match required of the County if
awarded the funds.

The Board reviewed Courts matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Addendum to the
contract dated April 11, 2016 between the County of Franklin and Stiltner, Taccino &
Hamilton to provide conflict attorney services. This addendum is to change the name of
the law firm to Taccino Law Office, effective January 1, 2017 and to include "drug
delivery resulting in death" as additional language in paragraph #8. All other terms and
conditions of the original contract will remain in full force and effect.
The Board reviewed Fiscal/Adult Probation matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental
Appropriation in the amount of$47,081.00 to provide budget for Adult Probation radio
purchases that was previously approved by the Board. Act 35 funds will cover 17% of
the purchase price.
The Board reviewed Fiscal/Jail matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Supplemental
Appropriation in the amount of$153,000.00 to increase 2016 operating budget for costs
associated with increased population at the Jail.
The Board reviewed Human Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental
Appropriation in the amount of$57,000.00 to record the second shift in funding for FY
2016-17 within the Human Services Block Grant. This appropriation transfers funds
from Mental Health to Drug & Alcohol for inpatient and outpatient treatment services and
Homeless Assistance Program for rental assistance services. This appropriation also
shifts money from Drug &Alcohol to the Human Services Development Fund for the
Neonatal Intensive Care Unit project as per the State's instruction.
In accordance with PA Acts 14, 67, 68 and 127 notifications, ATC notified the
County of a Pennsylvania Department of Environmental Protection NPDES Permit
application being applied by Russell Standard Corporation for a stormwater runoff from
an asphalt plant located in Greene Township.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Gwin, Dobson &
Foreman Engineers notified the County of a Pennsylvania Department of Environmental
Protection General Permit-5, Erosion and Sediment Control Permit application being
applied by Bear Valley Joint Authority for Mercersburg Road Waterline Replacement
located in Peters Township.
The Board met with the Human Resources Director, the Deputy Controller, Court
Administrator, Judge, Area Agency on Aging Director, and the Tax Services Director for
Salary Board matters.
The Board reviewed Personnel matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the following revised job
descriptions: Chief Appraiser, Community Services Director, and Security Guard and
the following new job descriptions: HR Coordinator and Treatment Court Coordinator.
The meeting was adjourned at 10:21 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
