MEETING MINUTES
Welcome & Introductions
Everyone introduced themselves and their agency affiliation.
Fiscal Updates
∾ FY 15-16 Audits
FY 15-16 audits were due December 31, 2016. If your audit is not complete
and you have not sent the County a request for an extension, please do
so immediately. Audits can be sent as a PDF; hard copies are not needed.
If you do not require an audit, please send a letter stating so.
∾ Projections
Some providers have been turning projections in regularly while others
have not. Projections should be received on a monthly basis. If anyone
has any fiscal related questions, please call or email Ashley at (717) 264-
5387 ext. 21366 or almccartney@franklincountypa.gov.
∾ Friendly Reminders to our Base Funded Providers

∾ Incident Management
Marion would like to remind providers to review dashboards to ensure
incidents are finalized within thirty (30) days of submission or enter a
request for an extension. Also, make sure to link any related reports in EIM.
∾ HCQU: Consumer Trainings Schedule
HCQU Consumer Trainings are starting. All trainings will be held at the HSB
(425 Franklin Farm Lane) from 4:00 p.m. to 5:00 p.m. The deadline for
registering is two (2) days prior to the training. The trainings allow for thirty
(30) consumers; this does not count the staff that will be accompanying
consumers. Staff does not have to stay for the training if consumers can
independently attend the training. You may register by contacting
Tammy LaGraffe at (717) 835-2275 or tl@theadvocacyalliance.org. In the
email to Tammy, please be sure to include the number of consumers
attending. The schedule is as follows:

∾ Provider Monitoring/Qualification
Provider monitoring/qualification is every other year now. Provider
qualifications are completed at the same time as provider monitoring. All
monitorings are scheduled for 2017. If a provider has not been contacted
by Lori, you are not scheduled for monitoring. Those who are not
scheduled for monitoring do not have to take any action on the bulletins
and announcements from ODP regarding qualifications. If anyone has
questions, please contact Lori at (717) 264-5387 ext. 21450 or

∾ Regional Collaborative/Communities of Practice
Franklin/Fulton was accepted for the Regional Collaborative initiative.
Right now the focus for training is on Supports Coordination Organizations
(SCOs). Training will eventually be available for providers. More
information will be discussed regarding the LifeCourse planning tool. It is a
voluntary tool not mandatory for families to use. It is a tool that supports
families and loved ones to help get them an everyday life.
If you are not a member of the stakeholders group and are interested, the
next meeting is February 21st starting at 9:30 a.m. at the Administrative
Annex (218 North Second Street). If you know of families who may be
interested in attending, please share this information. Booklets will be
provided in intake plackets in the near future; as well as copies will be
provided to everyone.

∾ MH/ID/EI Administrator
The current MH/ID/EI Administrator, Steve Nevada is now the Assistant
County Administrator. MH/ID/EI is in the process of hiring a new
Administrator.
Proposed Waiver Renewal Discussion
AEs are hopeful that everyone has been participating in the webinars the Office
of Developmental Programs (ODP) has been providing.

In the spring before the new fiscal year starts, Marion and Jane would like to
meet with providers of day services to see what assistance is needed for
transitioning to community participation supports and to see how providers plan
to meet the goals from ODP. As of January 2018, individuals will need to be out
in the community 25% of the time, 50% of the time starting July 2018, then 75% of
the time starting January 2019. There are 1,000 Supports Intensity Scale (SIS) that
have to be done throughout the state. Jane received a list of ones for Franklin
County. There are SIS from each provider that are being redone.
With the new changes, one of the requirements is a site cannot be physically
attached to a nursing facility. Jane has requested ODP come do a site visit for
Menno Haven. Someone will be in contact with Jane or Menno Haven on the
date of the visit.
All changes are to take place July 1st, 2017. If anyone has any questions or
needs assistance from Lori, Marion or Jane, please let them know. Go to My ODP
website for questions and answers as well. A document is provided on questions
about size limit, employment services, not closing workshops, etc. Nancy Thayer
sent a letter through My ODP in regards to services in the facility can maintain
the same. Individuals are going to be out in the community more; in a small
community like ours, it’s going to be hard. We have to get creative!
Round Table/Provider Updates
∾ HCQU ~ Tammy LaGraffe
HCQU’s Health Coordinator will be leaving; Jared’s last day will is February
10th. HCQU has hired a new Behavioral Health Coordinator that has
behavior and teaching experience. She will begin at the end of February.
There will be a little gap as the new person is oriented.
The next syllabus will be coming soon. The April date has changed from
the 21st to the 28th. The May meeting will be in the back conference room
at the Administrative Annex instead of the typical front meeting room.
Please let the HCQU know if there is anything they can do for you. There
are programs available for staff training. If training would be helpful for
your staff or consumers, please contact the HCQU.
∾ Keystone Human Services ~ Heather McCoy
Heather McCoy is the interim Director for KHS as Bridget Pugh is now the
Director of Investigations. Interviews are being done to fill Bridget’s old
position; which will be titled the Regional Director. Once the position is
filled, providers will be notified.
∾ Menno Haven ~ Vicki Krenitsky

Campus names have changed. Penn Hall is Chambers Point where
ElderDay is located. It is no longer called the Penn Hall campus.
Transition is taking place at Menno Haven. Vicki will be retiring in April.
Katie Ackerman has been working with Vicki for the past month in
transitioning. All emails/notifications Vicki sees, she will send to Katie so she
is in the loop.
∾ Service Access & Management – Shanna Golden
Lauren Dolly is a new Supports Coordinator at SAM. She is taking over for
Justine. If you have not received her contact information, please contact
Shanna.
∾ NHS ~ Renee Mailloux
Renee is the new director for NHS IDD services. Tracy Whitfield is the new
Administrator. Tracy has worked for the agency for a year and has a lot of
experience in residential. Brandi Carbaugh has been the acting
Administrator and will be returning to her position in the Day and
Supported Employment Programs. These services will be expanding.
∾ New Light, Inc. ~ Bonnie Miller
New Light will no longer be in Franklin County effective this month. PA
Mentor will be taking over the New Light home. PA Mentor currently has
LifeSharing in Franklin County. This will be their first residential 6400 home in
Franklin County.
Bonnie will be starting her own agency titled Tender Hearted Services. She
will be providing Home and Community Habilitation Services.
