The Franklin County Commissioners met Tuesday, February 21, 2017, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
There was no public comment.
The minutes of the February 14, 2017 and February 16, 2017 meetings were
reviewed. These will be approved Thursday, February 23, 2017.
The Board reviewed Agreements, Contracts and Reports. Shalom Black,
Director of Grants Management, explained board action item #6, Grant Application to the
Bureau of Justice Assistance for a post-adjudication adult Drug Court. Ms. Black said
this is the County's application for federal funds from the Bureau of Justice Assistance to
continue funding a Treatment Court for$400,000 for 3 years. The match would be in-
kind and include grant administration, Medicaid dollars and a portion of the time the
Adult Probation Officers would monitor the participants. A majority of the funds go
toward the salary of the Treatment Court Coordinator, housing, parenting classes, and
life skills classes for individuals going through the Treatment Court. Ms. Black said that
treatment courts have a history of success in other jurisdictions. The following item was
approved today while the remaining items will be approved Thursday, February 23,
2017.
The Board reviewed Commissioners Office matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved Resolution #2017 -
02 for the purpose of assigning number 114 to a County-owned bridge located at the
intersection of T-565 and the stream in Spring Run, Fannett Township, in Franklin
County and that the attached resolution is made a part of these minutes.
The Board recessed until the 1:30 p.m. Retirement Board meeting.
The Board reconvened at 1:30 p.m. for a Retirement Board meeting.
The Board held a Franklin County Retirement Board meeting.
Lee Martin from Peirce Park Group met with the Board to provide a report of the
Franklin County Other Post-Employment Benefits (OPEB) Fund. He noted that the fund
continues to perform better than most funds of its kind in the U.S. He also noted that he
works with approximately 20 other counties that have post-employment health care
obligations. According to Mr. Martin, of those approximately 20 counties, only three of
them have established a trust fund as Franklin County has done, and Franklin County is
the only county that is fully funded. As such, the county is not currently required to make
a contribution to the fund in 2017.
The meeting was adjourned at 3:25 p.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.

RESOLUTION NO. 2017-2
RESOLUTION OF THE BOARD OF COMMISSIONERS OF FRANKLIN COUNTY,
PENNSYLVANIA ASSIGNING NUMBER 114 TO COUNTY-OWNED BRIDGE
LOCATED AT THE INTERSECTION OF T-565 AND THE STREAM IN SPRING RUN,
FANNETT TOWNSHIP, FRANKLIN COUNTY
WHEREAS on May 17, 2016, the Board of Commissioners of Franklin County (hereinafter
"Board") confirmed ownership of a small span bridge located at the intersection of T-565 (Main
Street) and the stream in Spring Run, Fannett Township, Franklin County (hereinafter "the
Bridge"); and
WHEREAS all Franklin County bridges are assigned a number for the purpose of official
identification; and
WHEREAS Franklin County staff has identified the appropriate number for the Bridge is one-
hundred, fourteen (114);
NOW, THEREFORE, BE IT RESOLVED, BY the Board of Commissioners of Franklin County,
Pennsylvania, as follows:
1. The small span bridge located at the intersection of T-565 (Main Street) and the stream in
Spring Run, Fannett Township, Franklin County shall be assigned the number 114 and hereafter
be identified as "Franklin County Bridge 114."
RESOLVED, this 21st day of February, 2017.
