THURSDAY, MARCH 2, 2017
The Franklin County Commissioners met Thursday, March 2, 2017, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the February 21, 2017 and February 23, 2017
meetings.
The Board reviewed Archives matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the agreement between the County of Franklin and MetaSource for the
scanning of criminal court records of the Clerk of Courts at a cost of $151,750.00, for the
period of February 24, 2017 through February 23, 2018. This will provide a digital
backup of the records and provide easy access to the records by other offices and the
public.
The Board reviewed Commissioners’ Office matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the lease
agreement between the County of Franklin and the Pennsylvania State University to
lease the stable, indoor arena, two outdoor arenas, pasture, old corn crib, fenced
barnyard all located on the east side of 191 Franklin Farm Lane, Chambersburg at a
cost of $1.00 per year for the period of January 1, 2016 through December 31, 2018.
The Board reviewed Coroner matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the contract between the
County of Franklin and Jan Sulcove, Esquire to provide contract attorney services at a
cost of $123.40 per hour for no more than 100 hours, for the period of January 1, 2017
through December 31, 2017.
The Board reviewed Drug and Alcohol matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the updated
contract listing for all contracts and addendums for Fiscal Year 2016/2017 for July 1,
2016 through December 31, 2016 for the Drug and Alcohol department. Contract listing
is maintained for proper accounting of all contracts to include vendor name, type(s) of
service provided and rate(s) charged for services.
The Board reviewed Fiscal/Grants matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the agreement between the
County of Franklin and Over the Rainbow Children’s Advocacy Center to provide pass
through funds from the PA Commission on Crime and Delinquency Grant in the amount
of $50,000.00. The funding will pay for staff wages and benefits as well as a yearly
subscription fee for NCAtrak.

The Board reviewed additional Fiscal/Grants matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement
between the County of Franklin and Over the Rainbow Children’s Advocacy Center to
provide pass through funds from the PA Commission on Crime and Delinquency Grant
in the amount of $50,000.00. The funding will pay for staff wages and benefits.
The Board reviewed Grants/ Veterans Affairs matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the Grant Agreement between the County of Franklin and
Department of Military and Veterans Affairs to provide a grant in the amount of
$15,000.00 for the Operation Save-A-Vet, Save-A-Pet program dedicated to helping
Franklin County veterans with service connected disabilities to lead healthier and more
productive lives. The grant is for the period of June 1, 2017 through May 31, 2018.
The Board reviewed ITS matters. On a motion by Robert L. Thomas, seconded
by Robert G. Ziobrowski; unanimously approved the proposal from AccessIT Group to
upgrade existing firewall for the County at a cost of $27,830.00. The current hardware is
six years old and has reached support end of life. Without equipment upgrade we
cannot receive support or replacement in the event of an incident. Additionally, the
upgrade has been sized for growth as more and more services are moved to the cloud.
The Board reviewed Recorder of Deeds matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the contract
between the County of Franklin and Richard K. Hoskinson, Esquire to provide contract
attorney services at a cost of $2,519.00, for the period of January 1, 2017 through
December 31, 2017.
The Board reviewed Register of Wills matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the contract
between the County of Franklin and Richard K. Hoskinson, Esquire to provide contract
attorney services at a cost of $2,519.00, for the period of January 1, 2017 through
December 31, 2017.
The Board reviewed Tax Services/Tax Claim matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement
between the County of Franklin and Terry L. Shetter, LLC to provide auctioneer services
for the judicial sale being held on July 17, 2017, at a cost of $1,000.00.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Edge Rubber
notified the County of a Pennsylvania Department of Environmental NPDES Renewal
Permit application being submitted to renew the current Industrial Waste Water
Discharge permit.
The Board met with the Human Resources Director and the Controller for Salary
Board matters.
The meeting was adjourned at 9:51 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
