THURSDAY, APRIL 6, 2017
The Franklin County Commissioners met Thursday, April 6, 2017, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the March 28, 2017 and March 30, 2017
meetings.
The Board reviewed Information Technology/GIS/Tax Services matters. On a
motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved
Statement of Work Agreement between the County of Franklin and Global Data
Consultants to design, develop and program a custom payment gateway for the County
GIS Parcel website, at a cost of $10,199.00. This will allow users to register for access
and submit payment to view additional detailed tax data on the website which would not
be available to non-paying users.
The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded
by Robert G. Ziobrowski; unanimously approved the agreement between the County of
Franklin and Dynamic Imaging Systems, Inc. (a division of DSI/IRI/GTL) to provide
software to create and maintain a photograph database of individuals processed into the
jail.
In accordance with PA Acts 14, 67, 68 and 127 notifications Skelly and Loy
notified the County of a Pennsylvania Department of Environmental Protection Chapter
General 105 Permit application being applied by Greenworth Land, LLC to extend the
sewer line to service Antrim Meadows development, located in Antrim Township.
The Board met with the Human Resources Director, the Controller, the Warden,
the Area Agency on Aging Director, the Fiscal Director and the Chief Clerk for Salary
Board matters.
The Board reviewed Personnel matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the revised job descriptions
for the following positions: Business Manager, Director of Inmate Management,
Director of Inmate Programs and Director of Specialized Services and established the
position description of Accountant.

Tiffany Bloyer, Human Resources Director, and members of the Special Thanks
and Recognition Committee (STAR) were present to honor the employee of the month
for March. John Thierwechter, Director of Emergency Services, was chosen from the 13
people nominated.Ms. Bloyer said the selection for the March 2017 Employee of the
Month was determined by the STAR Committee based on the numerous nominations
Mr. Thierwechter received. Mr. Thierwechter was selected based in part on the following
comments noted on the nomination form: Since John has taken over as Director of
D.E.S. we have had many positive changes in our department, he truly cares about his
employees and the citizens D.E.S. serves. Our interactions with the public and first
responders throughout the County have seen a drastic change. John has been very
transparent with the direction of the department as a whole. These changes are a
morale boost for D.E.S. He truly is a leader, not a boss: the best compliment someone
in management can receive. Ms. Bloyer said that Mr. Thierwechter’s outstanding
characteristics are attributes that have not gone unnoticed by his peers. Many of the
nomination forms described him as being caring and compassionate towards all
employees, especially within his department. Other adjectives include: personable, fair,
determined, respectful, trustworthy and dedicated. Thierwechter also displays strong
leadership skills. He leads by example, “not afraid to get down and dirty”, and is
improving the morale and mindset of the department, which serves him well as Director
of D.E.S.
The meeting was adjourned at 10:32 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
