The Franklin County Commissioners met Tuesday, April 11, 2017, with the
following members present: David S. Keller and Robert G. Ziobrowski. Chairman
Keller presided and after calling the meeting to order, a Moment of Silence, and the
Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously
approved to adopt the agenda.
Waynesboro Mayor Dick Starliper provided public comment. He said that last
Saturday night at American Legion Post 15 in Waynesboro, there was a Save-A-
Vet/Save-A-Pet event that the Legion put on in conjunction with Justin Slep from
Veterans Affairs. He said there was a meal and silent auction. Butch Willhide put this
event together. There were six dogs at the event- four in service and two in training and
they were very well behaved. Mayor Starliper said everything was donated and the
Legion raised $6,300 for the program. Chairman Keller said the Board is grateful for the
Legion's support.
Kim Wertz provided public comment and said she is assuming the County has to
bid the ballots for the elections but this is the only company that ever bids. Is there any
way to forgo the bidding and do just a flat rate or multi-year contract?
Chairman Keller asked to divert from the agenda. Last week the board was
remiss in not acknowledging the recent passing of Manny Diaz who has been involved in
several ways with the County. He was on the Drug &Alcohol Advisory Board and the
Community Coalition for the Prevention of Substance Use and Abuse. He was past
president of both organizations. Chairman Keller said they are very sad about his
passing and they wanted to recognize him. He also acknowledged the recent passing of
Ed Sponseller who was the father of Judge Todd Sponseller and brother of Prothonatary
Tim Sponseller. He said Commissioner Ziobrowski was on the School Board when Dr.
Sponseller was superintendent. He said that both of their impacts on the community and
in Franklin County were significant. He said they will both be missed. The Board held a
moment of silence in honor of Pastor Diaz and Dr. Sponseller.
The minutes of the April 4, 2017 and April 6, 2017 meetings were reviewed.
These will be approved Thursday, April 13, 2017.
The Board reviewed Agreements, Contracts and Reports. John Hart, Chief
Clerk, answered Ms. Wertz's questions about the bidding requirements for the ballots.
He said that the County Code requires bidding and during a municipal election there are
many variables which would make it difficult to have a fixed price or multi-year contract.
Chairman Keller asked for further explanation on the upgrade of the Active
Directory, board action item #6. Kurt Hoffeditz, Chief Information Officer, explained that
as the County buys new equipment, we have no choice but to purchase Windows 10.
He said that Active Directory works hand in hand with Windows 10 so it makes sense to
go with a new directory service.
Chairman Keller asked about board action item #7, wireless network at the Jail.
Mr. Hoffeditz responded that the wireless network upgrades are needed to get full use of
the new RFID inmate services tracking system. The following item was approved today
while the remaining items will be approved Thursday, April 13, 2017.

The Board reviewed Emergency Services matters. On a motion by Robert G.
Ziobrowski; seconded by David S. Keller; unanimously approved the combined 2016
Hazardous Material Emergency Response Preparedness (HMERP) Report and FY2017-
2018 Hazardous Material Response Fund (HMRF) Grant Application to Pennsylvania
Emergency Management Agency (PEMA). The report provides PEMA the data needed
to create the required annual report to the General Assembly. The HMRF grant
application was combined this year with the report, due to the same information required
for the report and grant application. PEMA will pull report data to apply for the grant.
The Board reviewed information regarding National Public Safety
Telecom municators Week. John Thierwechter, Director of Emergency Services, was
present and thanked the Board for considering this proclamation. He said it's a big deal
to the Telecom municators and it gives them a chance to get recognized when they don't
normally get recognized. He is pleased that the Board is recognizing them and
supporting them. Chairman Keller said that it's important to point out that
Telecom municators are not just connecting first responders to the incident but they bring
aid and comfort to the person on the phone. He said sometimes they help someone
give birth or they are proactive in finding missing persons, just to name a few examples.
He said the Board is very grateful for everything they do.
Mr. Thierwechter recognized Derek Hawbaker, Telecom municator, who has a
great attitude and who is a great addition to their staff. Commissioner Ziobrowski said
that with DES being at Letterkenny it is out-of-sight, out-of-mind, so it's important to
remember that next week some of us will be spending time with our families during
Easter but DES will have people working. It's important to recognize them and the
sacrifices that they make. On a motion by Robert G. Ziobrowski; seconded by David S.
Keller; unanimously approved to sign Franklin County Proclamation #2017-06
proclaiming the week of April 9-15, 2017 as National Public Safety Telecom municators
Week and that the attached proclamation be made a part of these minutes.
Mary Beth Shank, County Solicitor, asked to go into an executive session to
discuss a personnel matter and noted that action will be required after the executive
session. On a motion by Robert G. Ziobrowski; seconded by David S. Keller;
unanimously approved to enter an executive session at 9:56 a.m. this date for the
purpose to review personnel matters. The Board reconvened into regular session at
10:06 a.m.
Ms. Shank said during the executive session they discussed a settlement
agreement for an employee which contains a confidentiality clause. She is asking for
board approval to authorize the Chairman to sign the agreement. On a motion by
Robert G. Ziobrowski; seconded by David S. Keller; unanimously approved to authorize
the Chairman to sign the settlement agreement on behalf of the Board.
The meeting was adjourned at 10:08 a.m. with a motion by Robert G. Ziobrowski;
seconded by David S. Keller.

National Public Safety Telecommunicators Week
April 9-15, 2017
Whereas emergencies can occur at anytime that require police,fire or emergency medical
services;
And Whereas when an emergency occurs the prompt response of police officers,
firefighters and emergency medical services is critical to the protection of life and
preservation of property;
And Whereas the safety of our police officers,firefighters and emergency medical
services is dependent upon the quality and accuracy of information obtained from citizens
who telephone the Franklin County Department of Emergency Services communications
center;
And Whereas Public Safety Telecommunicators are the first and most critical contact our
citizens have with emergency services;
And Whereas Public Safety Telecommunicators are the single vital link for our police
officers and firefighters by monitoring their activities by radio,providing them
information and insuring their safety;
And Whereas Public Safety Telecommunicators of the Franklin County Department of
Emergency Services have contributed substantially to the apprehension of criminals,
suppression of fires and treatment of patients;
And Whereas each dispatcher has exhibited compassion,understanding and
professionalism during the performance of their job in the past year;
Therefore Be It Resolved that the Board of Commissioners of Franklin County
Pennsylvania declares the week of April 9 through 15,2017 to be National Public Safety
Telecommunicators Week in Franklin County,in honor of the men and women whose
diligence and professionalism keep our county and citizens safe.
